The episode doesn't state how Klaestron IV law defines treason, so it's perfectly possible their definition is different from Earth laws. Therefore there is no artistic license used.

* ArtisticLicenseLaw: The Klaestrons attempt to charge Dax with treason against their government, but treason only applies to someone who is a citizen of that nation-state (a planet, in this case) betraying their own government. Klaestron IV is not a member of the Federation, so a Federation citizen could not commit treason against them. A more proper charge would have been espionage against their government. A possibility is that Curzon Dax wasn't considered a foreign dignitary like most diplomats. He certainly lived there for a while, to have had such a close friendship with Ardelon Tandro (not to mention his wife...), and must have had high military clearance to be a suspect in his betrayal, so perhaps his long and intimate working relationship with the Klaestron government made him "one of us" under their jurisprudence.

* InspectorJavert: Ilon Tandro's mission is to find a person suspected of high treason and the murder of a general (who also happens to be Ilon's father) and bring her to trial, which normally would be considered a noble goal, but in this case the suspect happens to be one of main characters, so Ilon becomes the antagonist of the story.
