In Sydney, Inspector Penguin is overseeing the construction of a special armored truck that withstand anything thrown at it: gunfire, flame throwers, explosives... and it even emits a special gas that knocks out any assailants to boot. The reason for the truck's existence is, of course, Lupin III and the newest target he's set for himself: a solid gold sleeping lion statue symbolizing Australia that is to be transported from Sydney to Darwin for the Foundation Day celebration. Inspector Zenigata, present for the testing, remains ever cynical, calling Lupin a genius and singing his praises. At least until the real Zenigata walks through the door, revealing the first inspector as Lupin himself. Lupin beats a hasty and slightly fiery retreat to Jigen in the getaway car. As Lupin sulks at how difficult this scheme is going to be, the thieves' car is waylaid by a large flock of sheep. Suddenly, Lupin has an idea...

The next day, as the Sydney Museum prepares the statue for transport, Zenigata is frustrated at Penguin's dismissal of his insights as Lupin's longest-running foe. He sulks out of the museum to the armored truck sitting outside; looking into its open and waiting doors, he suddenly gets an idea as well. Soon after, the statue is loaded in and the doors securely locked with a combination only Penguin knows. While Penguin watches from a control room, the police convoy sets off.

It makes it well into the Australian countryside before it's confronted with an obstacle: a massive flock of sheep blocks the road and ends up surrounding the entire convoy. As the police at the front help the befuddled shepherd clear the sheep away, and the bored helicopter pilots head off to survey the situation ahead, a massive platform that conveniently had the truck stopped on it by the shepherd suddenly lowers into the ground. The hole is quickly covered by a hidden platform (and more sheep) as the armored truck disappears into the depths. Penguin is furious when he gets word that the truck has vanished without a trace.

The shepherd is, of course, Lupin in disguise and he and Jigen have built a special hidden underground lair that will give them time to figure out how to open the armored truck without interruption while the authorities piece things together above. As Penguin rants and raves at the police above to find the missing vehicle, the thieves quickly take care of the drivers by turning the sleeping gas against them, and then set about trying to open the doors with a series of heavy duty drills, saws, and picks, all to no avail. While Lupin switches things up and tries to figure out the combination to the door's lock, Jigen suddenly notices a very unwelcome but familiar figure through a porthole in the back of the cargo hold... none other than Inspector Zenigata himself!

Lupin and Jigen have a quandary: even if they open the safe, they'll be captured by Zenigata. As they ponder this dilemma, Zenigata suddenly begins to start gasping for air. It turns out that the back of the truck is completely airtight, Pops is running out of oxygen, and there's no way to open the hold from inside. Before Lupin can redouble his efforts to open the cargo hold, Penguin and the cops discover the hidey hole. Lupin and Jigen jump into the armored car, and as soon as it arrives at the surface, drive it away. The truck's strengths suddenly get turned against the Australian police as their own weapons can't damage the truck any more than Lupin could.
With Zenigata's time growing short, Lupin makes the tough decision to save his old foe. He leads the police to Ayers Rock, abandoning the truck on a trail. The two thieves make their getaway in the pouches of a couple of kangaroos, with Lupin shouting as they bounce past for Penguin to let Zenigata out of the back of the truck. Aghast that the Inspector got in somehow, Penguin opens the combination lock just in time to save Pops.

As Foundation Day celebrations go down in Darwin, Penguin stands next to the golden lion at the local art museum, gloating about his victory. Lupin abruptly crashes through the window on a glider, soars over the lion and Penguin, picking the former up along the way, and exiting the same way he came in. Penguin grabs Lupin's legs, but loses his grip when Lupin drops his pants, along with the inspector. As the master thief makes it to Jigen and the getaway car, a humiliated Penguin and his police give pursuit. A random car suddenly comes out of a side alley and crashes into the police cars, causing a massive accident and allowing Lupin to get away with the prize. The driver is Zenigata, as he gets out of the car, he calls things even between himself and Lupin. They next time they meet everything will be back to normal.
