One day Winnie walks to Alfred's house, humming and carrying groceries, and goes right in without knocking. Inside Henk opens Alfred's bedroom door, and he's still sleeping. Henk goes back to the kitchen and closes the door, and Winnie starts cooking vegetable soup on the oven. Henk tells her Alfred is still asleep and she says the campaign has exhausted him completely. Henk agrees and says the fight is hard, and whoever loosens up loses. She takes the scoop out of the pot, and dips her wingtip in it to taste the soup. She says that Ollie could win, but Henk says that it's impossible to tell at this point who will win and that all the candidates are equally powerful. Henk hears the door opening and turns to look when Alfred shambles out of the bedroom, bags under his eyes and generally droopy. Henk comments that he slept well and Alfred says he'll go back to sleep soon, he just couldn't resist the smell of food. He walks to the living room and Winnie tells him to eat before going back asleep. Alfred opens the television to an image of mr. Knox and sits on the chair in front of the television as the newscaster explains there's still over a week to go before the elections, but they're checking on the situation.

There's live footage of one of Knox's speeches while the newscaster explains that mr. Knox is leading, gaining much support by promoting the need to restructure Waterland's economy for better living standards. Henk walks over from the kitchen and climbs the chair's leg to sit on the armrest, while the newscaster starts talking abut Ollie. The newscaster says that when it comes to Ollie, his intelligent and well-spoken way of expressing his opposition to social inequality and the need for environmental protection has appealed to young voters in particular, and he must have excellent chances for moving into the lead. The television shows footage of Ollie in different places talking about how they need to protect the environment, and Alfred appears in one of the clips. Henk excitedly points it out and Winnie hears him, leaving the stove and coming over to look. Once she gets there the newscaster is talking about Dolf, and says he's is rattling out his political promises: he pledges to establish democracy, create a stable economy, and promote athletic activity. Alfred says they all know all too well(?), and Winnie says there will be bad times ahead of them if Dolf becomes president. The newscaster says that people feel Dolf's speeches aren't very different from the Crows' Party days. Alfred says Dolf is becoming very popular, and Henk says people are so gullible [the newscaster also says something else but Alfred's voice drowns his out ("and his popularity seems to...")], and his great popularity seems to be built around his unique personality. Winnie returns to the living room with the soup pot on a tray and tells Alfred and Henk the food is ready. Alfred reaches to turn off the television while the newscaster says there are only ten days to the voting day.

Winnie puts the tray down on the living room table, and says Alfred needs to eat a lot so that he will be able to finish the campaign. Alfred and Henk walk over from the television stand and Alfred laughes to Henk that the television doesn't know who will win, either. Alfred sits down at the table where Winnie is already filling bowls for them, and Henk asks Alfred thinks. Alfred answers that it's hard to tell at this point, and Henk climbs into his own chair. Winnie hands Alfred his bowl and Henk says there's still over a week to go, and Alfred says they can't give up. He scowls and says that Dolf can never win, no matter what.

At Dolf's campaign office, Wannes walks through a room into Dolf's office with some paper in his wings. At the office Dolf paces angrily, muttering aloud that he won't win the election this way and saying he needs to come up with something. However he has no idea what to do. There's a knock at the door and Dolf tells them to come in inna commanding way, but quickly amends to a more polite tone. Wannes comes in and when he notes that Dolf is awake, Dolf says he doesn't have time for rest because there's so much to think about. Wannes walks over and tells him he looks horribly tired and Dolf says he knows it, proclaiming that it's democracy's fault. Dolf tells him it's no good because he's doing the same as other candidates, and Wannes stands there asking what has no point. Dolf, who had been pacing in the opposite direction, derisively says he means campaign speeches and debates. Wannes tells him his speeches have been very popular, but Dolf says Ollie and mr. Knox are also good speakers, and says he isn't going to win with the same resources they have. Dolf walks back to Wannes and says speeches alone won't get him a landslide of votes, and asks if he isn't right. Wannes says campaign speeches are a part of it and Dolf waves his wing dismissively, saying that of course they are but they're wearing him out. Wannes looks at him but Dolf checks his watch, annoyedly asking if next in the schelude was a speech at the city hall's plaza. He starts walking to the door and Wannes says that's right, but the weather looks pretty bad. He follows Dolf out.

The clouds are dark over the road that leads to Winnie's house, where Alfred and Winnie are walking. He tells her that her food was really good, and she says they propably aren't going to meet again until the election is over. He says she's propably right and she says it would be great if Ollie became president, and he says they will support Ollie the best they can. Winnie tells Alfred it was nice of him to walk her there and they kiss each other on the beak, before Alfred tells her good night and walks away. Winnie is watching him go when it starts raining, which starts out small but quickly becomes loud and heavy. Winnie comments in surprise that it's starting to rain.

It rains heavily in the city hall's plaza, where Dolf is holding a speech. His head and shoulders are wet and he yells to the microphone that he'd like the people to place their trust in him, saying that he'd like them to have confidence in his power and says a new country will dawn the moment they choose him as president. He promises to put Waterland's economy straight[[note]] in the finnish dub, Dolf screams to the microphone that he has the power and calls for people to trust him. He says that if they choose him as the president a new era will dawn in Waterland so they need to remember: for democracy and for a sustainable base to Waterland's economy![[/note]]. He's standing in rain with Wannes, K. Rokodil, and two other people and their audience is very small, consisting of about thirteen animals. The plaza is almost completely empty and almost half of the audience starts walking away as Dolf's speech goes on.

At night it rains heavily over Alfred's house, while the newscaster explains that the low-pressure area over Waterland which has caused rains in most of the country seems to be stationary. He says this means more rain is to be expected. Alfred sits in front of the television without his scarf, drying his head with a towel.

In Polderstadt it's also raining heavily and Dolf is awake, staring out of the window. He straightens up slowly, saying that "it" will certainly succeed, and walks over to the telephone. He asks to be connected to room 307, and after a moment's wait greets Wannes. He says he's sorry if he woke him up, but he has come up with a brilliant plan. He tells Wannes he will hear about it tomorrow, and says that Wannes needs to find three helpers who know to be quiet as quickly as possible, preferrably foreigners who aren't afraid of hard work. Dolf then says no, he already told Wannes he will only explain tomorrow. He promises Wannes he'll learn everything tomorrow evening.

The next day's evening, a truck drives through the heavy rain. Wannes is driving and very nervous and suggests Dolf should reconsider, but Dolf who sits on the shotgun seat angrily calls him an idiot. Wannes says it could be dangerous but Dolf tells him there's nothing to worry about, saying that as if by coincidence he has large amounts of sand, rock, and cement in his own company's warehouse. He says Wannes will see the people choosing him as the president. Dolf laughs, while Wannes drives nervously. He looks up a little and questions whether it will succeed, Dolf says that of course it will. He says those breakwaters have frequently been breached in the past, and the same will happen again with tonight's rough sea. Wannes asks if he's going to breach a dam and Dolf asks who said ''he'' is going to do it. Dolf leans extremely close to Wannes' head, saying that he's just going to dig enough that it looks like the dam broke on it's own. Wannes stares at him nervously from the corner of his eye.

Simultaneously, Lispel's car - complete with the same chauffeur who's wearing a raincoat now- drives on the same road and Lispel tells the chauffeur to not lose the track of them. Lispel says he has waited long for this moment, Dolf is certainly up to no good. They follow the truck close with the headlights on to the road on top of the dam, where the truck stops. Wannes and Dolf exit and run over some meters away, where Dolf tells Wannes where to start digging. They watch the water and he also tells Wannes to make sure it's finished before daybreak. Wannes looks troubled and Dolf says it'll work and tells him to cheer up. Wannes runs back to the truck to tell the henchmen to come out and four animals jump down from the back. Lispel and his chauffeur are watching from farther away on the road with their lights off. Lispel leaves the car and tells the chauffeur to back down a couple hundred yards and wait for him there, and he starts reversing while Lispel sneaks forward. Lispel says aloud to himself that he's going to see what Dolf and Wannes are up to. At the truck, Dolf stands on the dam and watches his henchmen work before walking back to the truck. He rounds around the back, startling Lispel who presses down in the grass, and looks around for a moment before going back to the other side of the truck and going inside to sit on the shotgun seat. Lispel quickly sneaks over to the other side of the truck and goes to the dam's wall, where he sees the henchmen digging with shovels and pickaxes. He whispers to himself that he can't believe he's at it again. In the truck, Dolf chuckkes evilly.

Next day there's news footage of a canal flooding with a very fast current that's high enough to touch the bridge, while the newscaster explains that the heavy rain is causing bad damage in some parts of the country. He says rivers are running over, crops and grazing lands flooded. There's footage that shows a canal flooding murky water down a hill, a field covered in muddy puddles. He says there's also danger of large quantities of seawater getting into Waterland. Alfred is in the kitchen, boiling something in a pot and looking barely awake. Suddendly somebody from offscreen hands the newscaster a paper sheet, and he says it appears they have some more news coming in. He reads that a great deal of water seems to have broken in from the South Harling beach. Alfred S
stands at the doorway while appearing to brush his teeth when he hears the news and walks over to watch the television, looking increasingly awake. The newscaster says that part of the dam there is known to be breached, and the flooding will further damage the immediate area.

Dolf arrives to his campaign office in a car, and everybody is quietly watching the news when he comes in. They greet him when he says morning, and he fakes surprise worry at the campaigners' expressions and the news and asks what's the matter. One of them explains the dam has been breached and Dolf asks if that's true, and tells him to let him know as soon as the details are in. He then asks where Wannes is, and the same bear points him to the next office. Dolf asks what is he doing. Dolf walks through the same room to the same office Wannes walked to earlier, and Wannes is there clutching his head in his wings. Wannes is startled and jumps when he hears the door opening and quickly turns to look, Dolf comes in and closes the door before speaking. He tells Wannes he did his part wonderfully, but panickedly Wannes objects that seawater flooded to the countryside. Dolf walks over where he's sitting and tells him that was the intention, rounds to his own seat and asks if the foreigners have already gone home. Still in a panicked tone Wannes says they did, and worries that this could become a flash flood and people could die. Dolf tells him to calm down, with a growl, but Wannes continues that even Polderstadt could be flooded. Dolf turns his chair sideways, away from Wannes, and tells him that there's lots of time to plug the leak before that. Wannes asks where will Dolf get all the resources from[[note]] in the english dub he instead questions whether they can do it fast enough[[/note]], puts his wings on his head and paces away, wailing that they have done something horrible. Dolf stands up and tells him to stop wailing and keep his voice down, and walks over to where Wannes has sat in another chair, leaning his wing on the desk. Dolf says that Wannes is tired and tells him to go to the hotel to get some sleep. Dolf puts his other wing on the back of the chair and Wannes looks up at him sadly/tiredly, saying that he opposed the whole idea. Dolf tells him that he doesn't need to worry his little head about it, and that he should just leave everything to Dolf. In a threatening tone, Dolf tells him that he knows what he has done and what he is going to do, and everything is okay. Wannes starts shaking but a knock on the door interrupts them, and Dolf steps away from him before telling the knocker to come in.

The earlier bear opens the door and tells them the flood will reach Polderstadt by evening if nothing is done to stop it, and behind Dolf Wannes puts his wings on his head and starts shaking again, making terrified noises. Dolf tells the bear to call the television station immediately, and notify them that Dolf wants to make an important announcement very soon. The bear tells him they won't allow Dolf to appear in front of the cameras without a good reason, since the election round is in process. Dolf says he may be right, and after few seconds of thinking tells him to notify the station that he will pause his campaign. Wannes looks up slowly and the bear is surprised, asking if it's true. Dolf says that when he tells them that, they will rush to interview him, and tells the bear to run already. When the bear leaves Dolf walks to the other side of his desk and Wannes asks if he's really interrupting the campaign. Dolf looks out of the window behind his desk and says yes. Wannes rises from the chair in surprise, asking if Dolf regrets his actions. Dolf turns his head towards him and calls him an unbelievable idiot. Wannes' expression falls and his face twitches.

At Ollie's campaign office one of the people takes a call, and then takes a second call when another phone rings and tells them to wait while greeting the second one. He's taken by surprise/shock, repeating that Dolf is on television and saying that he'll start watching immediately. He tells the first caller they'll return to the subject later, puts both phones down, and calls for somebody to quickly turn on the television.

In one of the rooms Alfred and Ollie are looking at the map of Waterland, and Alfred points out another road has been cut off. Ollie says they can take the train, and when Alfred objects that it'll take even longer Ollie says he doesn't mind. He explains to Alfred that there's something he must talk to the area's voters about, and says it won't take long. Alfred says that his sppeches never end on time, he can't stop after he gets started. A bird suddendly runs in, proclaiming that a terrible thing has happened, Ollie asks what is it and he turns on the television, saying that Dolf is speaking on television right now. Alfred and Ollie quickly walk closer, while Dolf ks surrounded by reporters and says that now that opportunity presents itself, he wants to announce to everybody that he intends to travel to the site of the accident as soon as possible, meaning immediately. He tells them that as he just said he will donate all the sand, rock, and cement from his company's warehouse so that the breached dam can be repaired, and for free of course. He says he will also end his campaign there so that he will be able to completely dedicate himself to lead the repair efforts, and that he's calling for all his supporters to help him with it and travel to [Tyrskylä, that fishing/sea scout town]. Alfred and Ollie look at each other in surprise, while Dolf says he would like to ask anybody else who's watching right now to also come to their help in the flooded area. He says he will go straight there himself. He then leaves and the newscaster, there in person, says he has just left the campaign office and the footage shows him walking out and getting into a truck. The newscaster hesistatingly says that Dolf ending the campaign came as a surprise to everybody, but because the situation is what it is and the country is being threatened by a serious disaster, it's preferrable...

Ollie turns off the television and crosses his wings, wondering aloud if Dolf is serious. Alfred starts pacing back and forth and mutters that Dolf will donate all the building materials, sacrifices himself to lead rescue operations, and interrupts his campaign. Alfred says that it stinks and Ollie asks what he means, and Alfred jumps to sit on the chair saying that it's typical Dolf. Alfred says Dolf only got up to it because he wants to raise his popularity, but Ollie says that it's good that he has promised to donate the construction materials. Alfred says that's what it's about, because he doesn't believe Dolf has acquired them legally. Ollie says the flood came as if ordered, just a week before the voting day, causing Alfred to look surprised/shocked. He jumps to stand on the chair and says Ollie said it, an unexpected flood, that's the suspicious thing. Alfred starts getting excited and says that a flood that great has never been seen in the area before, it was unbelievable. Ollie asks Alfred if he really thinks Dolf arranged it deliberately, and says that it's a terrible thought. Alfred tells him that anything can be expected from Dolf, and this time Alfred will get proof against him no matter how deep he needs to dig!

At the dam, people are unloading sandbags from a truck, while others are directing construction machines. The hole in the dam has already been mostly closed with large rocks with the help of construction cranes while the rock pile is pushed higher. A voiceover from the newscaster says that the catastrophe has been averted, and both Dolf's and the other volunteers citizens' fast action are to thank for it. There's footage of the countryside being completely flooded with brown water, and an entire house floats through while the newscaster says that there's no clear information on the destruction yet, but the damages have been great and the confirmed death toll is twenty seven and counting. The voiceover continues at Dolf's campaign office where people are cheering outside, television crew is also present, and Dolf watches them from the doorway and waves, while the newscaster says that Dolf's nobility and generosity habe attrached much attention. The newscaster says that Dolf interrupted his campaign and there's only one day to the vote. Winnie watches the television in worry while the newscaster says they're going to see what effect will the relief operation have on the election results. Winnie despairingly says that it will make Dolf even more popular.

That night the harbor is completely empty and quiet, except for one car that stops in front of a warehouse and is driven by Dolf. He exits and walks to a wooden pier, stopping in the middle. Lispel's voice comes from underneath the pier, chastisising him for being late, and Dolf takes off his sunglasses. He tells Lispel he knows how busy he has been today and looks around, while Lispel comes up from the opposite direction. Lispel says the information he has loses it's importance by the passing time, and tells Dolf to give him the money. Dolf tells him he has no money, shocking Lispel, and says that he'll never get rid of Lispel if he pays once, he understands his tactic. Lispel climbs on the pier and says he doesn't mean that, and tells Dolf to pay and he'll be gone. Dolf smirks before suddendly pulling a gun on Lispel, shocking him. Lispel shakily asks him what is he doing, and Dolf tells him he's going to die. Lispel waves his tentacles and tells Dolf to not shoot, and says that he doesn't need to pay. Dolf shoots at him anyway and the hit sends Lispel flying off the pier into the water. Dolf shoots at him several times, both before and after he submerges. When he stops there's nothing visible in the water and dogs start barking somewhere in the harbor, and Dolf looks around.

Next day the vote has started and people are dropping their votes into the ballot box, passing it in two lines. Alfred also casts his vote and Henk is in the line somewhere behind him, using tiny ladder to access the box. People are working hard in an office, propably counting votes or making predictions. The newscaster is standing outsode in the steet, saying that all the country's voting stations seem to be completely crowded, and that it's exciting to see who will become Waterland's first president.

Alfred and Henk walk home and Alfred says that to him it looked like everybody was writing Dolf's name. Henk says of course he voted for Dolf too. The crestfallen Alfred tells him to cut it out and that it's a bad joke. Henk assures him that there is no way everybody could be stupid enough to let themselves be deceived by Dolf. Angered, Alfred grumbles that once again he has no proof against him. Suddendly they see somebody standing in front of Alfred's house and Alfred and Henk stop to stare, Henk failing to immediately recognize him and asks who's standing there. Alfred realizes it's Lispel and they run over. Lispel is standing on three crutches and one tentacle, while the fift tentacle hangs in a cast and there's also bandage on the top of his head. He has trouble standing and sways badly. He asks Alfred where has he been, and says he has been waiting for him. Alfred says that he's injured and asks what happened, and Lispel says he will tell it for free, but for further information Alfred needs to pay one gold coin.

Soon Alfred is running over the field as fast as he can to Wannes' house. He knocks on the door and tells Wannes to open up, but when there's no answer he breaks down the door, crashing into everything. He rises from the pile and asks if anybody is home, while the "camera" zooms into a framed picture of Wannes and Dolf together that has fallen on the floor. Alfred runs through Polderstadt and slams open the door of Dolf's, Wannes', and Hannes' old pool place. Furniture has changed and Wannes isn't there. Alfred keeps running and asks from a corner bar if Wannes is there. Then he asks from a game hall if they've seen Wannes, but receives a headshake. Alfred asks two fishers by the bridge if they've seen Wannes. He then tells a newsstand owner somewhere else he's looking for Wannes, but he waves Alfred off. Next Alfred asks the keeper of an ice cream stand if he knows anything about Wannes, but gets a headshake again. Alfred also spooks some restaurant patrons by slamming his face on the glass window and trying to peer inside. He then walks through the streets, growling in anger and wings balled into fists.

At Dolf's campaign office everything is taken down and put into boxes, while Dolf speaks to his helpers. He asks just to be sure if anybody has forgotten that today is the voting day, causing them to laugh. He says he just so happens to know one campaign leader who has completely forgotten to vote, referring to himself and making his helpers laugh more. He pushes out of the crowd and thanks everybody for their support, and everybody bids farewells to him. One rabbit says "Goodye, mr. president" and Dolf thanks him, but when opening the door he turns to ask if it isn't a little early for that. Dolf turns to look back in front of him and is taken aback when he's suddendly face to face with alfred, who was standing behind the door. Alfred frowns in anger/determination and says he needs to talk to Wannes, Dolf is surprised and the campaign helpers all stand still and look on quietly. Alfred says Wannes is there and he wants to meet him, but Dolf tells him he guessed wrong and he's not there. Alfred asks where is he then, and Dolf angrily says that he doesn't know, and doesn't even want to know that coward. Alfred's shoulder feathers stand up in anger and he glares at Dolf, saying that he knows and yells at him to stop lying. Alfred attacks dolf, grabbing his coat and pulling his hair. Dolf angrily asks what is he doing while Alfred pushes in, yelling for Wannes to show himself and that he wants to talk. Dolf's campaign helpers swarm the yelling Alfred, and the people outside the building stop to stare as the fight kicks dust out of the door, while Alfred still calls for Wannes to show himself and Dolf screams for his helpers to get Alfred out.

That night, a badly swaying perspective approaches Alfred's house. Inside Henk asks if Alfred is completely sure Wannes wasn't at Dolf's campaign office, and Alfred says he heard he hasn't turned up in there for four or five days. Alfred explains that a man in the office - who isn't on good terms with Dolf anymore - told him so. Henk says they need to find Wannes before Dolf does, but Alfred tiredly slumps on the chair and asks what if Dolf ''does'' become president. There's suddendly a knock on the door and Alfred slumps lower, asking if Henk could answer it, because Alfred doesn't feel like chatting with anybody. Henk walks over to open the door and is shocked to meet Wannes, who looks drunk and depressed and sways in place. Henk's sunglasses fall in shock and he yells out Wannes' name, catching Alfred's attention and causing him to jump on the table in surprise.

Shortly they have brewed a cup of coffee, Wannes sits at the living room table, and Alfred is glaring at him while Henk sits in his own chair. He cries that over twenty people lost their lives in the flood, and Dolf doesn't care at all. Wannes says that Waterland is doomed if a cold-blooded devil like Dolf gets into power, he's sure of that. Alfred walks to Wannes' other side and demands to know why didn't he do anything and Wannes says he's ashamed now, but he was too afraid. He says that he tried ignore all the wrong he saw, but supporting Dolf was in his interests because at the moment he was the only candidate with a real chance. While Wannes is talking Alfred paces around in anger, and Wannes says that when he today heard that Alfred was looking for him, he thought that Alfred had found out about what they did. Alfred glares at him and says Lispel saw them, and Wannes slumps forward in a tired and depressed manner. Alfred says that even if Dolf won the election, he couldn't become president if Wannes witnesses against him, so they're going to the police station right now.

Next morning in Polderstadt, a phone rings in a hotel. Dolf reaches out from bed and answers, and the voice from the other end says "morning, mr. president". Dolf asks if the results are already there, but the voice says that nobody has even started counting the votes yet. Dolf tells the person to let him sleep then, but the person says now isn't the time for sleep, warning that the police is coming. There's a knock somewhere and Dolf jumps into sitting position, asking who is he talking to. It's Lispel in a phone booth somewhere while his chauffeur waits right next to the booth, no longer in bandages. He asks if Dolf doesn't recognize his voice, and sends him "Greetings from Heaven". Dolf realizes it's Lispel and asks him if he's alive, and Lispel says that unfortunately he is. He tells Dolf Wannes went to Alfred last night, and then they went to the police station. Dolf is shocked and asks what is he talking about and Lispel tells him the police will be there any second now, and when he hears the police knocking on the door and telling Dolf to open up, he says there they are. Dolf springs out of bed, snatches up his clothes, and jumps out of the window naked while Lispel is still laughing in the phone. Dolf speeds away on the Polderstadt rooftops, clothes still in his wing.

Later Winnie walks over to Alfred's house, and Alfred runs out to meet her, cheering that they made it. Alfred grabs Winnie by the wings and they dance in a circle, laughing. She asks what he means and he excitedly tells her that according to current information, Ollie is in the lead. Winnie excitedly asks if it's true and Dolf really isn't leading, and Alfred happily says that Ollie is the first, mr. Knox is the swcond, and Dolf is only in the third place. Winnie sighes in relief and Alfred says that the people did after all understand who to choose. Winnie says it's wonderful and they start cheering and jumping up and down, still holding each others' both wings, and start going in a circle again.

At dark sunset in a still wet and ruined field, Dolf walks through a puddle with crazy eyes and curses, loudly growling that it's ''him'' who is the legtimate president. He turns on a small hand-held radio and hears that Ollie's victory is now confirmed and he will become Waterland's first president. Dolf's face twitches in anger, and when the newscaster says Dolf is now wanted by the police on several charges, including murder. Dolf screams that they're lies and throws the radio on the ground. While dolf walks away, the newscaster says they congratulate Ollie who's waterland's first democratically elected president. The newscaster concludes that's all for today and wishes everybody good night, while Dolf walks into the sunset.

She says that Ollie could win, but Henk says that it's impossible to tell at this point who will win and that all the candidates are equally powerful. Henk hears the door opening and turns to look when Alfred shambles out of the bedroom, bags under his eyes and generally droopy. Henk comments that he slept well and Alfred says he'll go back to sleep soon, he just couldn't resist the smell of food. He walks to the living room and Winnie tells him to eat before going back asleep. Alfred opens the television to an image of mr. Knox and sits on the chair in front of the television as the newscaster explains there's still over a week to go before the elections, but they're checking on the situation.

There's live footage of one of Knox's speeches while the newscaster explains that mr. Knox is leading, gaining much
support by promoting the need to restructure Waterland's economy for better living standards. Henk walks over from the kitchen and climbs the chair's leg to sit on the armrest, while the newscaster starts talking abut Ollie. The newscaster says that when it comes to Ollie, his intelligent and well-spoken way of expressing his opposition to social inequality and the need for environmental protection has appealed to young voters in particular, and he must have excellent chances for moving into the lead. The television shows footage of Ollie in different places talking about how they need to protect the environment, and Alfred appears in one of the clips. Henk excitedly points it out and Winnie hears him, leaving the stove and coming over to look. Once she gets there the newscaster is talking about Dolf, and says he's is rattling out his political promises: he pledges to establish democracy, create a stable economy, and promote athletic activity. Alfred says they all know all too well(?), and Winnie says there will be bad times ahead of them if Dolf becomes president. The newscaster says that people feel Dolf's speeches aren't very different from the Crows' Party days. Alfred says Dolf is becoming very popular, and Henk says people are so gullible [the newscaster also says something else but Alfred's voice drowns his out ("and his popularity seems to...")], and his great popularity seems to be built around his unique personality. Winnie returns to the living room with the soup pot on affected areas. However, Lispel is a tray witness and tells Alfred and Henk the food is ready. Alfred reaches wants to turn off the television while the newscaster says there are only ten days to the voting day.

Winnie puts the tray down on the living room table, and says Alfred needs to eat a lot so that he will be able to finish the campaign. Alfred and Henk walk over from the television stand and Alfred laughes to Henk that the television doesn't know who will win, either. Alfred sits down at the table where Winnie is already filling bowls for them, and Henk asks Alfred thinks. Alfred answers that it's hard to tell at this point, and Henk climbs into his own chair. Winnie hands Alfred his bowl and Henk says there's still over a week to go, and Alfred says they can't give up. He scowls and says that Dolf can never win, no matter what.

At Dolf's campaign office, Wannes walks through a room into Dolf's office with some paper in his wings. At the office Dolf paces angrily, muttering aloud that he won't win the election this way and saying he needs to come up with something. However he has no idea what to do. There's a knock at the door and Dolf tells them to come in inna commanding way, but quickly amends to a more polite tone. Wannes comes in and when he notes that Dolf is awake, Dolf says he doesn't have time for rest because there's so much to think about. Wannes walks over and tells him he looks horribly tired and Dolf says he knows it, proclaiming that it's democracy's fault. Dolf tells him it's no good because he's doing the same as other candidates, and Wannes stands there asking what has no point. Dolf, who had been pacing in the opposite direction, derisively says he means campaign speeches and debates. Wannes tells him his speeches have been very popular, but Dolf says Ollie and mr. Knox are also good speakers, and says he isn't going to win with the same resources they have. Dolf walks back to Wannes and says speeches alone won't get him a landslide of votes, and asks if he isn't right. Wannes says campaign speeches are a part of it and Dolf waves his wing dismissively, saying that of course they are but they're wearing him out. Wannes looks at him but Dolf checks his watch, annoyedly asking if next in the schelude was a speech at the city hall's plaza. He starts walking to the door and Wannes says that's right, but the weather looks pretty bad. He follows Dolf out.

The clouds are dark over the road that leads to Winnie's house, where Alfred and Winnie are walking. He tells her that her food was really good, and she says they propably aren't going to meet again until the election is over. He says she's propably right and she says it would be great if Ollie became president, and he says they will support Ollie the best they can. Winnie tells Alfred it was nice of him to walk her there and they kiss each other on the beak, before Alfred tells her good night and walks away. Winnie is watching him go when it starts raining, which starts out small but quickly becomes loud and heavy. Winnie comments in surprise that it's starting to rain.

It rains heavily in the city hall's plaza, where Dolf is holding a speech. His head and shoulders are wet and he yells to the microphone that he'd like the people to place their trust in him, saying that he'd like them to have confidence in his power and says a new country will dawn the moment they choose him as president. He promises to put Waterland's economy straight[[note]] in the finnish dub, Dolf screams to the microphone that he has the power and calls for people to trust him. He says that if they choose him as the president a new era will dawn in Waterland so they need to remember: for democracy and for a sustainable base to Waterland's economy![[/note]]. He's standing in rain with Wannes, K. Rokodil, and two other people and their audience is very small, consisting of about thirteen animals. The plaza is almost completely empty and almost half of the audience starts walking away as Dolf's speech goes on.

At night it rains heavily over Alfred's house, while the newscaster explains that the low-pressure area over Waterland which has caused rains in most of the country seems to be stationary. He says this means more rain is to be expected. Alfred sits in front of the television without his scarf, drying his head with a towel.

In Polderstadt it's also raining heavily and Dolf is awake, staring out of the window. He straightens up slowly, saying that "it" will certainly succeed, and walks over to the telephone. He asks to be connected to room 307, and after a moment's wait greets Wannes. He says he's sorry if he woke him up, but he has come up with a brilliant plan. He tells Wannes he will hear about it tomorrow, and says that Wannes needs to find three helpers who know to be quiet as quickly as possible, preferrably foreigners who aren't afraid of hard work. Dolf then says no, he already told Wannes he will only explain tomorrow. He promises Wannes he'll learn everything tomorrow evening.

The next day's evening, a truck drives through the heavy rain.
blackmail Dolf. Wannes is driving and very nervous and suggests Dolf should reconsider, but Dolf who sits on the shotgun seat angrily calls him an idiot. Wannes says it could be dangerous but Dolf tells him there's nothing to worry about, saying that as if haunted by coincidence he has large amounts of sand, rock, and cement in his own company's warehouse. He says Wannes will see the people choosing him as the president. Dolf laughs, while Wannes drives nervously. He looks up a little and questions whether it will succeed, Dolf says that of course it will. He says those breakwaters have frequently been breached in the past, and the same will happen again with tonight's rough sea. Wannes asks if he's going to breach a dam and Dolf asks who said ''he'' is going to do it. Dolf leans extremely close to Wannes' head, saying that he's just going to dig enough that it looks like the dam broke on it's own. Wannes stares at him nervously from the corner of his eye.

Simultaneously, Lispel's car - complete with the same chauffeur who's wearing a raincoat now- drives on the same road and Lispel tells the chauffeur to not lose the track of them. Lispel says he has waited long for this moment, Dolf is certainly up to no good. They follow the truck close with the headlights on to the road on top of the dam, where the truck stops. Wannes and Dolf exit and run over some meters away, where Dolf tells Wannes where to start digging. They watch the water and he also tells Wannes to make sure it's finished before daybreak. Wannes looks troubled and Dolf says it'll work and tells him to cheer up. Wannes runs back to the truck to tell the henchmen to come out and four animals jump down from the back. Lispel and his chauffeur are watching from farther away on the road with their lights off. Lispel leaves the car and tells the chauffeur to back down a couple hundred yards and wait for him there, and he starts reversing while Lispel sneaks forward. Lispel says aloud to himself that he's going to see what Dolf and Wannes are up to. At the truck, Dolf stands on the dam and watches his henchmen work before walking back to the truck. He rounds around the back, startling Lispel who presses down in the grass, and looks around for a moment before going back to the other side of the truck and going inside to sit on the shotgun seat. Lispel quickly sneaks over to the other side of the truck and goes to the dam's wall, where he sees the henchmen digging with shovels and pickaxes. He whispers to himself that he can't believe he's at it again. In the truck, Dolf chuckkes evilly.

Next day there's news footage of a canal flooding with a very fast current that's high enough to touch the bridge, while the newscaster explains that the heavy rain is causing bad damage in some parts of the country. He says rivers are running over, crops and grazing lands flooded. There's footage that shows a canal flooding murky water down a hill, a field covered in muddy puddles. He says there's also danger of large quantities of seawater getting into Waterland. Alfred is in the kitchen, boiling something in a pot and looking barely awake. Suddendly somebody from offscreen hands the newscaster a paper sheet, and he says it appears they have some more news coming in. He reads that a great deal of water seems to have broken in from the South Harling beach. Alfred S
stands at the doorway while appearing to brush his teeth when he hears the news and walks over to watch the television, looking increasingly awake. The newscaster says that part of the dam there is known to be breached, and the flooding will further damage the immediate area.

Dolf arrives to his campaign office in a car, and everybody is quietly watching the news when he comes in. They greet him when he says morning, and he fakes surprise worry at the campaigners' expressions and the news and asks what's the matter. One of them explains the dam has been breached and Dolf asks if that's true, and tells him to let him know as soon as the details are in. He then asks where Wannes is, and the same bear points him to the next office. Dolf asks what is he doing. Dolf walks through the same room to the same office Wannes walked to earlier, and Wannes is there clutching his head in his wings. Wannes is startled and jumps when he hears the door opening and quickly turns to look, Dolf comes in and closes the door before speaking. He tells Wannes he did his part wonderfully, but panickedly Wannes objects that seawater flooded to the countryside. Dolf walks over where he's sitting and tells him that was the intention, rounds to his own seat and asks if the foreigners have already gone home. Still in a panicked tone Wannes says they did, and worries that this could become a flash flood and people could die. Dolf tells him to calm down, with a growl, but Wannes continues that even Polderstadt could be flooded. Dolf turns his chair sideways, away from Wannes, and tells him that there's lots of time to plug the leak before that. Wannes asks where will Dolf get all the resources from[[note]] in the english dub he instead questions whether they can do it fast enough[[/note]], puts his wings on his head and paces away, wailing that they have done something horrible. Dolf stands up and tells him to stop wailing and keep his voice down, and walks over to where Wannes has sat in another chair, leaning his wing on the desk. Dolf says that Wannes is tired and tells him to go to the hotel to get some sleep. Dolf puts his other wing on the back of the chair and Wannes looks up at him sadly/tiredly, saying that he opposed the whole idea. Dolf tells him that he doesn't need to worry his little head about it, and that he should just leave everything to Dolf. In a threatening tone, Dolf tells him that he knows what he has done and what he is going to do, and everything is okay. Wannes starts shaking but a knock on the door interrupts them, and Dolf steps away from him before telling the knocker to come in.

The earlier bear opens the door and tells them the flood will reach Polderstadt by evening if nothing is done to stop it, and behind Dolf Wannes puts his wings on his head and starts shaking again, making terrified noises. Dolf tells the bear to call the television station immediately, and notify them that Dolf wants to make an important announcement very soon. The bear tells him they won't allow Dolf to appear in front of the cameras without a good reason, since the election round is in process. Dolf says he may be right, and after few seconds of thinking tells him to notify the station that he will pause his campaign. Wannes looks up slowly and the bear is surprised, asking if it's true. Dolf says that when he tells them that, they will rush to interview him, and tells the bear to run already. When the bear leaves Dolf walks to the other side of his desk and Wannes asks if he's really interrupting the campaign. Dolf looks out of the window behind his desk and says yes. Wannes rises from the chair in surprise, asking if Dolf regrets his actions. Dolf turns his head towards him and calls him an unbelievable idiot. Wannes' expression falls and his face twitches.

At Ollie's campaign office one of the people takes a call, and then takes a second call when another phone rings and tells them to wait while greeting the second one. He's taken by surprise/shock, repeating that Dolf is on television and saying that he'll start watching immediately. He tells the first caller they'll return to the subject later, puts both phones down, and calls for somebody to quickly turn on the television.

In one of the rooms Alfred and Ollie are looking at the map of Waterland, and Alfred points out another road has been cut off. Ollie says they can take the train, and when Alfred objects that it'll take even longer Ollie says he doesn't mind. He explains to Alfred that there's something he must talk to the area's voters about, and says it won't take long. Alfred says that his sppeches never end on time, he can't stop after he gets started. A bird suddendly runs in, proclaiming that a terrible thing has happened, Ollie asks what is it and he turns on the television, saying that Dolf is speaking on television right now. Alfred and Ollie quickly walk closer, while Dolf ks surrounded by reporters and says that now that opportunity presents itself, he wants to announce to everybody that he intends to travel to the site of the accident as soon as possible, meaning immediately. He tells them that as he just said he will donate all the sand, rock, and cement from his company's warehouse so that the breached dam can be repaired, and for free of course. He says he will also end his campaign there so that he will be able to completely dedicate himself to lead the repair efforts, and that he's calling for all his supporters to help him with it and travel to [Tyrskylä, that fishing/sea scout town]. Alfred and Ollie look at each other in surprise, while Dolf says he would like to ask anybody else who's watching right now to also come to their help in the flooded area. He says he will go straight there himself. He then leaves and the newscaster, there in person, says he has just left the campaign office and the footage shows him walking out and getting into a truck. The newscaster hesistatingly says that Dolf ending the campaign came as a surprise to everybody, but because the situation is what it is and the country is being threatened by a serious disaster, it's preferrable...

Ollie turns off the television and crosses his wings, wondering aloud if Dolf is serious. Alfred starts pacing back and forth and mutters that Dolf will donate all the building materials, sacrifices himself to lead rescue operations, and interrupts his campaign. Alfred says that it stinks and Ollie asks what he means, and Alfred jumps to sit on the chair saying that it's typical Dolf. Alfred says Dolf only got up to it because he wants to raise his popularity, but Ollie says that it's good that he has promised to donate the construction materials. Alfred says that's what it's about, because he doesn't believe Dolf has acquired them legally. Ollie says the flood came as if ordered, just a week before the voting day, causing Alfred to look surprised/shocked. He jumps to stand on the chair and says Ollie said it, an unexpected flood, that's the suspicious thing. Alfred starts getting excited and says that a flood that great has never been seen in the area before, it was unbelievable. Ollie asks Alfred if he really thinks Dolf arranged it deliberately, and says that it's a terrible thought. Alfred tells him that anything can be expected from Dolf, and this time Alfred will get proof against him no matter how deep he needs to dig!

At the dam, people are unloading sandbags from a truck, while others are directing construction machines. The hole in the dam has already been mostly closed with large rocks with the help of construction cranes while the rock pile is pushed higher. A voiceover from the newscaster says that the catastrophe has been averted, and both Dolf's and the other volunteers citizens' fast action are to thank for it. There's footage of the countryside being completely flooded with brown water, and an entire house floats through while the newscaster says that there's no clear information on the destruction yet, but the damages have been great and the confirmed death toll is twenty seven and counting. The voiceover continues at Dolf's campaign office where people are cheering outside, television crew is also present, and Dolf watches them from the doorway and waves, while the newscaster says that Dolf's nobility and generosity habe attrached much attention. The newscaster says that Dolf interrupted his campaign and there's only one day to the vote. Winnie watches the television in worry while the newscaster says they're going to see what effect will the relief operation have on the election results. Winnie despairingly says that it will make Dolf even more popular.

That night the harbor is completely empty and quiet, except for one car that stops in front of a warehouse and is driven by Dolf. He exits and walks to a wooden pier, stopping in the middle. Lispel's voice comes from underneath the pier, chastisising him for being late, and Dolf takes off his sunglasses. He tells Lispel he knows how busy he has been today and looks around, while Lispel comes up from the opposite direction. Lispel says the information he has loses it's importance by the passing time, and tells Dolf to give him the money. Dolf tells him he has no money, shocking Lispel, and says that he'll never get rid of Lispel if he pays once, he understands his tactic. Lispel climbs on the pier and says he doesn't mean that, and tells Dolf to pay and he'll be gone. Dolf smirks before suddendly pulling a gun on Lispel, shocking him. Lispel shakily asks him what is he doing, and Dolf tells him he's going to die. Lispel waves his tentacles and tells Dolf to not shoot, and says that he doesn't need to pay. Dolf shoots at him anyway and the hit sends Lispel flying off the pier into the water. Dolf shoots at him several times, both before and after he submerges. When he stops there's nothing visible in the water and dogs start barking somewhere in the harbor, and Dolf looks around.

Next day the vote has started and people are dropping their votes into the ballot box, passing it in two lines. Alfred also casts his vote and Henk is in the line somewhere behind him, using tiny ladder to access the box. People are working hard in an office, propably counting votes or making predictions. The newscaster is standing outsode in the steet, saying that all the country's voting stations seem to be completely crowded, and that it's exciting to see who will become Waterland's first president.

Alfred and Henk walk home and Alfred says that to him it looked like everybody was writing Dolf's name. Henk says of course he voted for Dolf too. The crestfallen Alfred tells him to cut it out and that it's a bad joke. Henk assures him that there is no way everybody could be stupid enough to let themselves be deceived by Dolf. Angered, Alfred grumbles that once again he has no proof against him. Suddendly they see somebody standing in front of Alfred's house and Alfred and Henk stop to stare, Henk failing to immediately recognize him and asks who's standing there. Alfred realizes it's Lispel and they run over. Lispel is standing on three crutches and one tentacle, while the fift tentacle hangs in a cast and there's also bandage on the top of his head. He has trouble standing and sways badly. He asks Alfred where has he been, and says he has been waiting for him. Alfred says that he's injured and asks what happened, and Lispel says he will tell it for free, but for further information Alfred needs to pay one gold coin.

Soon Alfred is running over the field as fast as he can to Wannes' house. He knocks on the door and tells Wannes to open up, but when there's no answer he breaks down the door, crashing into everything. He rises from the pile and asks if anybody is home, while the "camera" zooms into a framed picture of Wannes and Dolf together that has fallen on the floor. Alfred runs through Polderstadt and slams open the door of Dolf's, Wannes', and Hannes' old pool place. Furniture has changed and Wannes isn't there. Alfred keeps running and asks from a corner bar if Wannes is there. Then he asks from a game hall if they've seen Wannes, but receives a headshake. Alfred asks two fishers by the bridge if they've seen Wannes. He then tells a newsstand owner somewhere else he's looking for Wannes, but he waves Alfred off. Next Alfred asks the keeper of an ice cream stand if he knows anything about Wannes, but gets a headshake again. Alfred also spooks some restaurant patrons by slamming his face on the glass window and trying to peer inside. He then walks through the streets, growling in anger and wings balled into fists.

At Dolf's campaign office everything is taken down and put into boxes, while Dolf speaks to his helpers. He asks just to be sure if anybody has forgotten that today is the voting day, causing them to laugh. He says he just so happens to know one campaign leader who has completely forgotten to vote, referring to himself and making his helpers laugh more. He pushes out of the crowd and thanks everybody for their support, and everybody bids farewells to him. One rabbit says "Goodye, mr. president" and Dolf thanks him, but when opening the door he turns to ask if it isn't a little early for that. Dolf turns to look back in front of him and is taken aback when he's suddendly face to face with alfred, who was standing behind the door. Alfred frowns in anger/determination and says he needs to talk to Wannes, Dolf is surprised and the campaign helpers all stand still and look on quietly. Alfred says Wannes is there and he wants to meet him, but Dolf tells him he guessed wrong and he's not there. Alfred asks where is he then, and Dolf angrily says that he doesn't know, and doesn't even want to know that coward. Alfred's shoulder feathers stand up in anger and he glares at Dolf, saying that he knows and yells at him to stop lying. Alfred attacks dolf, grabbing his coat and pulling his hair. Dolf angrily asks what is he doing while Alfred pushes in, yelling for Wannes to show himself and that he wants to talk. Dolf's campaign helpers swarm the yelling Alfred, and the people outside the building stop to stare as the fight kicks dust out of the door, while Alfred still calls for Wannes to show himself and Dolf screams for his helpers to get Alfred out.

That night, a badly swaying perspective approaches Alfred's house. Inside Henk asks if Alfred is completely sure Wannes wasn't at Dolf's campaign office, and Alfred says he heard he hasn't turned up in there for four or five days. Alfred explains that a man in the office - who isn't on good terms with Dolf anymore - told him so. Henk says they need to find Wannes before Dolf does, but Alfred tiredly slumps on the chair and asks what if Dolf ''does'' become president. There's suddendly a knock on the door and Alfred slumps lower, asking if Henk could answer it, because Alfred doesn't feel like chatting with anybody. Henk walks over to open the door and is shocked to meet Wannes, who looks drunk and depressed and sways in place. Henk's sunglasses fall in shock and he yells out Wannes' name, catching Alfred's attention and causing him to jump on the table in surprise.

Shortly they have brewed a cup of coffee, Wannes sits at the living room table, and Alfred is glaring at him while Henk sits in his own chair. He cries that over twenty people lost their lives in the flood, and Dolf doesn't care at all. Wannes says that Waterland is doomed if a cold-blooded devil like Dolf gets into power, he's sure of that. Alfred walks to Wannes' other side and demands to know why didn't he do anything and Wannes says he's ashamed now, but he was too afraid. He says that he tried ignore all the wrong he saw, but supporting Dolf was in his interests because at the moment he was the only candidate with a real chance. While Wannes is talking Alfred paces around in anger, and Wannes says that when he today heard that Alfred was looking for him, he thought that Alfred had found out about what they did. Alfred glares at him and says Lispel saw them, and Wannes slumps forward in a tired and depressed manner. Alfred says that even if Dolf won the election, he couldn't become president if Wannes witnesses against him, so they're going to the police station right now.

Next morning in Polderstadt, a phone rings in a hotel. Dolf reaches out from bed and answers, and the voice from the other end says "morning, mr. president". Dolf asks if the results are already there, but the voice says that nobody has even started counting the votes yet. Dolf tells the person to let him sleep then, but the person says now isn't the time for sleep, warning that the police is coming. There's a knock somewhere and Dolf jumps into sitting position, asking who is he talking to. It's Lispel in a phone booth somewhere while his chauffeur waits right next to the booth, no longer in bandages. He asks if Dolf doesn't recognize his voice, and sends him "Greetings from Heaven". Dolf realizes it's Lispel and asks him if he's alive, and Lispel says that unfortunately he is. He tells Dolf Wannes went to Alfred last night, and then they went to the police station. Dolf is shocked and asks what is he talking about and Lispel tells him the police will be there any second now, and when he hears the police knocking on the door and telling Dolf to open up, he says there they are. Dolf springs out of bed, snatches up his clothes, and jumps out of the window naked while Lispel is still laughing in the phone. Dolf speeds away on the Polderstadt rooftops, clothes still in his wing.

Later Winnie walks over to Alfred's house, and Alfred runs out to meet her, cheering that they made it. Alfred grabs Winnie by the wings and they dance in a circle, laughing. She asks what he means and he excitedly tells her that according to current information, Ollie is in the lead. Winnie excitedly asks if it's true and Dolf really isn't leading, and Alfred happily says that Ollie is the first, mr. Knox is the swcond, and Dolf is only in the third place. Winnie sighes in relief and Alfred says that the people did after all understand who to choose. Winnie says it's wonderful and they start cheering and jumping up and down, still holding each others' both wings, and start going in a circle again.

At dark sunset in a still wet and ruined field, Dolf walks through a puddle with crazy eyes and curses, loudly growling that it's ''him'' who is the legtimate president. He turns on a small hand-held radio and hears that Ollie's victory is now confirmed and he will become Waterland's first president. Dolf's face twitches in anger, and when the newscaster says Dolf is now wanted by the police on several charges, including murder. Dolf screams that they're lies and throws the radio on the ground. While dolf walks away, the newscaster says they congratulate Ollie who's waterland's first democratically elected president. The newscaster concludes that's all for today and wishes everybody good night, while Dolf walks into the sunset.

There's a knock somewhere and Dolf jumps into sitting position, asking who is he talking to. It's Lispel in a phone booth somewhere while his chauffeur waits right next to the booth, no longer in bandages. He asks if Dolf doesn't recognize his voice, and sends him "Greetings from Heaven". Dolf realizes it's Lispel and asks him if he's alive, and Lispel says that unfortunately he is. He tells Dolf Wannes went to Alfred last night, and then they went to the police station. Dolf is shocked and asks what is he talking about and Lispel tells him the police will be there any second now, and when he hears the police knocking on the door and telling Dolf to open up, he says there they are. Dolf springs out of bed, snatches up his clothes, and jumps out of the window naked while Lispel is still laughing in the phone. Dolf speeds away on the Polderstadt rooftops, clothes still in his wing.

Alfred and Ollie quickly walk closer, while Dolf ks surrounded by reporters and says that now that opportunity presents itself, he wants to announce to everybody that he intends to travel to the site of the accident as soon as possible, meaning immediately. He tells them that as he just said he will donate all the sand, rock, and cement from his company's warehouse so that the breached dam can be repaired, and for free of course. He says he will also end his campaign there so that he will be able to completely dedicate himself to lead the repair efforts, and that he's calling for all his supporters to help him with it and travel to [Tyrskylä, that fishing/sea scout town]. Alfred and Ollie look at each other in surprise, while Dolf says he would like to ask anybody else who's watching right now to also come to their help in the flooded area. He says he will go straight there himself. He then leaves and the newscaster, there in person, says he has just left the campaign office and the footage shows him walking out and getting into a truck. The newscaster hesistatingly says that Dolf ending the campaign came as a surprise to everybody, but because the situation is what it is and the country is being threatened by a serious disaster, it's preferrable...

Ollie turns off the television and crosses his wings, wondering aloud if Dolf is serious. Alfred starts pacing back and forth and mutters that Dolf will donate all the building materials, sacrifices himself to lead rescue operations, and interrupts his campaign. Alfred says that it stinks and Ollie asks what he means, and Alfred jumps to sit on the chair saying that it's typical Dolf. Alfred says Dolf only got up to it because he wants to raise his popularity, but Ollie says that it's good that he has promised to donate the construction materials. Alfred says that's what it's about, because he doesn't believe Dolf has acquired them legally. Ollie says the flood came as if ordered, just a week before the voting day, causing Alfred to look surprised/shocked. He jumps to stand on the chair and says Ollie said it, an unexpected flood, that's the suspicious thing. Alfred starts getting excited and says that a flood that great has never been seen in the area before, it was unbelievable. Ollie asks Alfred if he really thinks Dolf arranged it deliberately, and says that it's a terrible thought. Alfred tells him that anything can be expected from Dolf, and this time Alfred will get proof against him no matter how deep he needs to dig!

At the dam, people are unloading sandbags from a truck, while others are directing construction machines. The hole in the dam has already been mostly closed with large rocks with the help of construction cranes while the rock pile is pushed higher. A voiceover from the newscaster says that the catastrophe has been averted, and both Dolf's and the other volunteers citizens' fast action are to thank for it. There's footage of the countryside being completely flooded with brown water, and an entire house floats through while the newscaster says that there's no clear information on the destruction yet, but the damages have been great and the confirmed death toll is twenty seven and counting. The voiceover continues at Dolf's campaign office where people are cheering outside, television crew is also present, and Dolf watches them from the doorway and waves, while the newscaster says that Dolf's nobility and generosity habe attrached much attention. The newscaster says that Dolf interrupted his campaign and there's only one day to the vote. Winnie watches the television in worry while the newscaster says they're going to see what effect will the relief operation have on the election results. Winnie despairingly says that it will make Dolf even more popular.

That night the harbor is completely empty and quiet, except for one car that stops in front of a warehouse and is driven by Dolf. He exits and walks to a wooden pier, stopping in the middle. Lispel's voice comes from underneath the pier, chastisising him for being late, and Dolf takes off his sunglasses. He tells Lispel he knows how busy he has been today and looks around, while Lispel comes up from the opposite direction. Lispel says the information he has loses it's importance by the passing time, and tells Dolf to give him the money. Dolf tells him he has no money, shocking Lispel, and says that he'll never get rid of Lispel if he pays once, he understands his tactic. Lispel climbs on the pier and says he doesn't mean that, and tells Dolf to pay and he'll be gone. Dolf smirks before suddendly pulling a gun on Lispel, shocking him. Lispel shakily asks him what is he doing, and Dolf tells him he's going to die. Lispel waves his tentacles and tells Dolf to not shoot, and says that he doesn't need to pay. Dolf shoots at him anyway and the hit sends Lispel flying off the pier into the water. Dolf shoots at him several times, both before and after he submerges. When he stops there's nothing visible in the water and dogs start barking somewhere in the harbor, and Dolf looks around.

Next day the vote has started and people are dropping their votes into the ballot box, passing it in two lines. Alfred also casts his vote and Henk is in the line somewhere behind him, using tiny ladder to access the box. People are working hard in an office, propably counting votes or making predictions. The newscaster is standing outsode in the steet, saying that all the country's voting stations seem to be completely crowded, and that it's exciting to see who will become Waterland's first president.

Alfred and Henk walk home and Alfred says that to him it looked like everybody was writing Dolf's name. Henk says of course he voted for Dolf too. The crestfallen Alfred tells him to cut it out and that it's a bad joke. Henk assures him that there is no way everybody could be stupid enough to let themselves be deceived by Dolf. Angered, Alfred grumbles that once again he has no proof against him. Suddendly they see somebody standing in front of Alfred's house and Alfred and Henk stop to stare, Henk failing to immediately recognize him and asks who's standing there. Alfred realizes it's Lispel and they run over. Lispel is standing on three crutches and one tentacle, while the fift tentacle hangs in a cast and there's also bandage on the top of his head. He has trouble standing and sways badly. He asks Alfred where has he been, and says he has been waiting for him. Alfred says that he's injured and asks what happened, and Lispel says he will tell it for free, but for further information Alfred needs to pay one gold coin.

Soon Alfred is running over the field as fast as he can to Wannes' house. He knocks on the door and tells Wannes to open up, but when there's no answer he breaks down the door, crashing into everything. He rises from the pile and asks if anybody is home, while the "camera" zooms into a framed picture of Wannes and Dolf together that has fallen on the floor. Alfred runs through Polderstadt and slams open the door of Dolf's, Wannes', and Hannes' old pool place. Furniture has changed and Wannes isn't there. Alfred keeps running and asks from a corner bar if Wannes is there. Then he asks from a game hall if they've seen Wannes, but receives a headshake. Alfred asks two fishers by the bridge if they've seen Wannes. He then tells a newsstand owner somewhere else he's looking for Wannes, but he waves Alfred off. Next Alfred asks the keeper of an ice cream stand if he knows anything about Wannes, but gets a headshake again. Alfred also spooks some restaurant patrons by slamming his face on the glass window and trying to peer inside. He then walks through the streets, growling in anger and wings balled into fists.

At Dolf's campaign office everything is taken down and put into boxes, while Dolf speaks to his helpers. He asks just to be sure if anybody has forgotten that today is the voting day, causing them to laugh. He says he just so happens to know one campaign leader who has completely forgotten to vote, referring to himself and making his helpers laugh more. He pushes out of the crowd and thanks everybody for their support, and everybody bids farewells to him. One rabbit says "Goodye, mr. president" and Dolf thanks him, but when opening the door he turns to ask if it isn't a little early for that. Dolf turns to look back in front of him and is taken aback when he's suddendly face to face with alfred, who was standing behind the door. Alfred frowns in anger/determination and says he needs to talk to Wannes, Dolf is surprised and the campaign helpers all stand still and look on quietly. Alfred says Wannes is there and he wants to meet him, but Dolf tells him he guessed wrong and he's not there. Alfred asks where is he then, and Dolf angrily says that he doesn't know, and doesn't even want to know that coward. Alfred's shoulder feathers stand up in anger and he glares at Dolf, saying that he knows and yells at him to stop lying. Alfred attacks dolf, grabbing his coat and pulling his hair. Dolf angrily asks what is he doing while Alfred pushes in, yelling for Wannes to show himself and that he wants to talk. Dolf's campaign helpers swarm the yelling Alfred, and the people outside the building stop to stare as the fight kicks dust out of the door, while Alfred still calls for Wannes to show himself and Dolf screams for his helpers to get Alfred out.

That night, a badly swaying perspective approaches Alfred's house. Inside Henk asks if Alfred is completely sure Wannes wasn't at Dolf's campaign office, and Alfred says he heard he hasn't turned up in there for four or five days. Alfred explains that a man in the office - who isn't on good terms with Dolf anymore - told him so. Henk says they need to find Wannes before Dolf does, but Alfred tiredly slumps on the chair and asks what if Dolf ''does'' become president. There's suddendly a knock on the door and Alfred slumps lower, asking if Henk could answer it, because Alfred doesn't feel like chatting with anybody. Henk walks over to open the door and is shocked to meet Wannes, who looks drunk and depressed and sways in place. Henk's sunglasses fall in shock and he yells out Wannes' name, catching Alfred's attention and causing him to jump on the table in surprise.

Dolf walks over where he's sitting and tells him that was the intention, rounds to his own seat and asks if the foreigners have already gone home. Still in a panicked tone Wannes says they did, and worries that this could become a flash flood and people could die. Dolf tells him to calm down, with a growl, but Wannes continues that even Polderstadt could be flooded. Dolf turns his chair sideways, away from Wannes, and tells him that there's lots of time to plug the leak before that. Wannes asks where will Dolf get all the resources from[[note]] in the english dub he instead questions whether they can do it fast enough[[/note]], puts his wings on his head and paces away, wailing that they have done something horrible. Dolf stands up and tells him to stop wailing and keep his voice down, and walks over to where Wannes has sat in another chair, leaning his wing on the desk. Dolf says that Wannes is tired and tells him to go to the hotel to get some sleep. Dolf puts his other wing on the back of the chair and Wannes looks up at him sadly/tiredly, saying that he opposed the whole idea. Dolf tells him that he doesn't need to worry his little head about it, and that he should just leave everything to Dolf. In a threatening tone, Dolf tells him that he knows what he has done and what he is going to do, and everything is okay. Wannes starts shaking but a knock on the door interrupts them, and Dolf steps away from him before telling the knocker to come in.

The earlier bear opens the door and tells them the flood will reach Polderstadt by evening if nothing is done to stop it, and behind Dolf Wannes puts his wings on his head and starts shaking again, making terrified noises. Dolf tells the bear to call the television station immediately, and notify them that Dolf wants to make an important announcement very soon. The bear tells him they won't allow Dolf to appear in front of the cameras without a good reason, since the election round is in process. Dolf says he may be right, and after few seconds of thinking tells him to notify the station that he will pause his campaign. Wannes looks up slowly and the bear is surprised, asking if it's true. Dolf says that when he tells them that, they will rush to interview him, and tells the bear to run already. When the bear leaves Dolf walks to the other side of his desk and Wannes asks if he's really interrupting the campaign. Dolf looks out of the window behind his desk and says yes. Wannes rises from the chair in surprise, asking if Dolf regrets his actions. Dolf turns his head towards him and calls him an unbelievable idiot. Wannes' expression falls and his face twitches.

At Ollie's campaign office one of the people takes a call, and then takes a second call when another phone rings and tells them to wait while greeting the second one. He's taken by surprise/shock, repeating that Dolf is on television and saying that he'll start watching immediately. He tells the first caller they'll return to the subject later, puts both phones down, and calls for somebody to quickly turn on the television.

He asks to be connected to room 307, and after a moment's wait greets Wannes. He says he's sorry if he woke him up, but he has come up with a brilliant plan. He tells Wannes he will hear about it tomorrow, and says that Wannes needs to find three helpers who know to be quiet as quickly as possible, preferrably foreigners who aren't afraid of work. Dolf then says no, he already told Wannes he will only explain tomorrow. He promises Wannes he'll learn everything tomorrow evening.

Lispel says aloud to himself that he's going to see what Dolf and Wannes are up to. At the truck, Dolf stands on the dam and watches his henchmen work before walking back to the truck. He rounds around the back, startling Lispel who presses down in the grass, and looks around for a moment before going back to the other side of the truck and going inside to sit on the shotgun seat. \n\n\nOne day Winnie walks to Alfred's house, humming and carrying groceries, and goes right in without knocking. Inside Henk opens Alfred's bedroom door, and he's still sleeping. Henk goes back to the kitchen and closes the door, and Winnie starts cooking vegetable soup on the oven. Henk tells her Alfred is still asleep and she says the campaign has exhausted him completely. Henk agrees and says the fight is hard, and whoever loosens up loses. She takes the scoop out of the pot, and dips her wingtip in it to taste the soup. She says that Ollie could win, but Henk says that it's impossible to tell at this point who will win and that all the candidates are equally powerful. Henk hears the door opening and turns to look when Alfred shambles out of the bedroom, bags under his eyes and generally droopy. Henk comments that he slept well and Alfred says he'll go back to sleep soon, he just couldn't resist the smell of food. He walks to the living room and Winnie tells him to eat before going back asleep. Alfred opens the television to an image of mr. Knox
