A steam train is traveling through the countryside, going to Polderstadt. One of the passengers is suit-wearing Dolf, who watches the landscape through the window and smiles, saying that it's been a long time. The train arrives on the Polderstadt train station, and Hannes wanders in the crowd looking for Dolf. They find each other and Hannes compliments Dolf's toothbrush mustache.

They go to a bar, where Dolf complains about the state Waterland is in, saying that king Franz is pathetic and all the ministers are useless. Hannes tells Dolf about Franz stealing Alfred's money, which causes Dolf to jump up and scream in anger, drawing the other patrons' stares. Hannes asks Dolf how did he find out about the money, and Dolf dismisses it by saying that he only knew Alfred was collecting money to build canals in a country that's suffering from drought. Hannes explains the previous episode's plot and Dolf questions why did Alfred loan to the king, telling Hannes that if Alfred had given the money to them it would have been put to good use. He asks if Alfred has gotten the money back and Hannes explains that lots of things happened and Franz was even almost deposed, but the king apologised and returned Alfred's money. Dolf ponders that if Franz was almost deposed over something that small, getting rid of him can't be that hard. Wannes gets concerned and asks Dolf what he's up to, and is shocked when Dolf declares that he's going to become the country's leader. Hannes thinks that Dolf is just talking again, and Dolf asks if Hannes is mocking him. Hannes assures him that he isn't, and is just wondering if Dolf can do it. Dolf says that of course he can and asks what does he need to become Waterland's leader, and Hannes answers that he needs power, but fails to come up with an answer when Dolf asks how he's going to get power. Hannes' ignorance angers Dolf, and he answers that it's money that's needed to get people moving and there's nothing else he needs than money.

That night at Alfred's house, Alfred is making blueprints for a new version of the reedmower but is having trouble with something in the design, and Henk invites him to take a break to play chess with him. However, there's a knock on the door before they get to start. Alfred opens the door and Dolf barges in, , greeting him energitically and kissing Alfred twice. Unbothered, Alfred asks Dolf where he's been and Dolf explains that he's been traveling abroad. Alfred asks if there's an actual reason to Dolf's visit, and he asks if he can come in. Alfred permits, and Dolf greets Henk who compliments his mustache. He looks around, calls Alfred's house nice and asks about the blueprints. Alfred tells him about the reedmower, explainig that the new version's efficiency will be tripled, and Dolf asks if it's going to make lots of money. Alfred guesses so. Dolf is sure that it will, since Alfred's already made a small fortune and he heard all the others have been sold. Alfred explains that most of the money is going to charity. Dolf butters Alfred up by saying that he's heard about his good work, but comments that loaning to king Franz was a mistake. Alfred agrees, saying that he's going to be more careful in the future. Dolf asks Alfred to loan the money to him instead, promising to double or triple them. Alfred and Henk are surprised while Dolf explains that he's not borrowing personally but to finance a campaign. Alfred asks about it and Dolf goes on to declare that he has "revolutionary" plans and that he's already gathered supporters.

Alfred asks if he's joking, angering Dolf who goes on a rant about the direction Waterland is going, how Franz doesn't care about politics and how the ministers are only sucking up to the king, how the people have lost their trust, unemployment rates are skyrocketing and nobody is doing anything. Alfred questions it, and Dolf yells at him for focusing on improving a foreign country, without even knowing what's going on in their own country. Alfred tells Dolf that king Franz may not be perfect, but isn't as bad as Dolf says he is. Dolf proclaims that monarchy is outdated and explains that he's going to create a new political system for Waterland, and even though he doesn't yet have many supporters, he's going to form a political party and needs money to spread the ideology, to rent a headquarter, and to win elections. Dolf asks Alfred if he understands, cuts him off after hearing a yes, telling Alfred that he knew he'd get it and asks for the money. He tells Alfred he knkws how important the money is, so he's not going to waste it like Franz and he'll return it to Alfred doubled or tripled. Henk asks Dolf how he's planning to double or triple the money in politics and Dolf asks them not to tell people what he's going to say next, then explaining that he's sure that his campaign is going to bear fruit very soon and when he's leading the country he's not going to allow any opposition parties so he'll be able to use the government's money however he wants, at which point he will invest in Alfred's company ten- or hundredfold the money that Alfred would give him now, letting Alfred expand the company however he wants.

Alfred tells Dolf to stop and shut up, but Dolf keeps badgering for a loan. Alfred tries to interrupt him but Dolf starts talking to Henk, asking if he understands. Henk just calls him crazy, and Alfred compares Dolf's talk to fever delusion. Dolf starts getting agitated, putting his wing on Alfred's shoulder and telling him that he has enough money to control people's minds, but Alfred tells him he should leave, causing Dolf to be taken aback. Alfred adds that he has already sent his money over to a trustworthy organization in the dry country, and that he'll keep sending more until it's enough. Dolf asks Alfred why is he ignoring Waterland's needs, and Alfred adds that even if he did have the money at hand, he would never give it to Dolf. Dolf reminds Alfred that he did give money to Franz out of all people, and Alfred admits that he made a mistake, and he's not letting the money to be gambled with. Dolf starts yelling at Alfred, who repeats that he thinks Dolf's plan is a gamble and he doesn't believe that anybody would ever support him. Dolf explodes, punching the table so hard that Henk is sent flying, yelling that Alfred is wrong and there are people who'll support him. Alfred tells Dolf that he really is crazy, which Dolf retorts by yelling that ''Alfred'' is crazy and that he's going to recreate Waterland.

Dolf storms out, leaving Alfred and Henk in a state of exhausted confusion. When they're getting tea, Alfred asks Henk if he thinks Dolf will get support and he says no, though he doesn't know what can happen if Dolf gets money from somewhere else, though he doubts that Dolf can come up with the money himself since he's not a financial genius. When Alfred is bringing the tea to the table, he notices Dolf back at the doorway and yells out. Dolf comes back in much more subdued and pleading Alfred to reconsider repeating Henk's words that he's no financial genius and Alfred is his only hope. Alfred rejects him again. Dolf tells Alfred that he might have been too agressive earlier because they know each other so well but he only wants justice for Waterland. Henk calls Dolf's words garbage while Dolf asks Alfed if he believes him, and Alfred says no. Dolf returns to his normal volume and tone, telling Alfred and Henk that the matter is clear, advicing them to not forget this night because he never will, and says "Dolf is justce!" and does a hand-on-the-heart salute before marching out. Alfred and Henk look after him and Henk repeats that Dolf has gone crazy while Alfred mockingly imitates the salute. Henk yells at him to drop it, saying that he has a very bad feeling abouut this and that they need to try forget this as quickly as possible.

Some time later, Dolf is playing pool with Hannes and Wannes at their old place, still angry. He goes to the sofa to rant about how pool is a waste of time, and Hannes notes how he's always angry these days. Dolf asks if they have money to buy a shot and both say that they don't, prompting Dolf to call them pathetic. Hannes tells Dolf to cheer up, telling him that he doesn't like himself at all these days. Dolf explains that he has neither money nor a job and Hannes tries to remind him about his dream of becoming Waterland's leader, but Dolf says that nobody's taking him seriously and when he tried talking to the unemployed they only told him to get them jobs, saying that his talk won't fill their stomachs. Dolf's trying to think up a way to make the people listen when a bear enters the bar, asking the rabbit at the counter something and getting pointed towards Dolf, while Dolf explains to Hannes that people aren't going to listen to him in street corners but will listen if he provides them with BreadAndCircuses, but that costs money which he doesn't have. Hannes is telling him to not give up and Dolf is complaining of hunger when the bear interrupts them, asking Dolf is he's Dolf. He says yes and when the bear asks him if he's sure, Dolf gets angry and says that of course he's Dolf - who does the bear think he is, Alfed? Everybody knows who he is! The bear informs Dolf that he has just become a rich man, causing all three to jump and Dolf to ask over and over what did the bear just say, and he repeats that Dolf has become a rich man.

Later, Alfred and Henk are sitting in chairs outside Alfed's house, and Alfred is reading a newspaper aloud. The umemployment rates are rising, and they talk about what it feels like to be unemployed and Alfred concludes that he's lucky. He suddendly notices something in the paper, raising his voice and telling Henk several times that it's unbelievable. When Henks gets him to explain, Alfred reads that Dolf has just inherited a large fortune, making him filthy rich. Henk is confused about whom Dolf could have inherited from, and Alfred explains that Dolf inherited from some man he was friends with, and even Dolf himself isn't completely sure about why the man willed everything to him. Henk in turn recognizes the name and explains the man Dolf inherited from is a criminal who became rich by trickery and the money is dirty. Alfred reads from the newspaper that Dolf says he is "accepting the money as god's gift" and using them to benefit his country and not himself, and creating a political party that aims to return justice to Waterland, called the National Crows' Party.

The NCP headquarters haave a long lines of people wanting to join, only asking them for a registration fee. One of the people waiting asks a redshirt if they'll be getting work, and the redshirt promises that "the oresident" never lies. The other man is confused by the title and the redshirt clarifies that he means the party president. Dolf comes outside just then, causing cheers in the crowd. He's dressed like Napoleon, including a sideways bicorne, flanked by a hippo named Geppe and some other guy. The redshirts do the "Dolf is justice" salute while Dolf waves at the cheering crowd before leaving in a car.

Alfred's narration continues as the redshirts are marching down a street with people watching quietly, while a couple that watched them from their balcony go back inside. Alfred reads thatthe NCP soldiers are proudly marching everywhere, shouting the party's rallying cries. In a very short time they have grown into a significant power and has started looking more and more like a private army, and the party's existence is starting to spell doom to Waterland's monarchy.

Alfred is getting scared, but Henk doesn't understand why is this happening. Alfred starts wondering what's going to happen to them.

In a large stadium, the National Crows' Party's flags are flying and Dolf is holding a speech about justice. He says that he's going to devote the rest of his life to justice happening in Waterland. He then explains that justice is all the citizens living happily and nobody posing a threat to their country, declaring that Waterland needs no king and telling the audience to give all their support to him and his party. Alfred and Henk are in the audience, observing the others' excitement in worry.

At the castle, the court has called a meeting. The lineup includes king Franz, sir Poen, (suddendly general) Rangpang, the minister of finances, the archbishop, the hippo, the frog, and some other people. Sir Poen warns Franz that that their situation is extremely serious and Dolf has become more popular than him, and something needs to be done before it's too late. The frog insists that Sir Poen is taking a too dark view on the situation and asks Rangpang if he thinks the NCP is going to attack them, and Rangpang explains that their own army's training is extremely inaqcuadate, and since Dolf is even demanding for Franz's banishment Rangpang completely agrees with sir Poen that something has to be done now. The frog tries the minister of finances next, and the minister agrees with him that Dolf isn't a threat, comparing them to a child's play and claiming that he'll get bored with it. Sir Poen angrily objects, getting up in the minister's face and telling him that if be had been out there seeing Dolf rile the people up, he would not be talking like that. Franz interrupts them with his yawning, getting all the attention. He asks the court if Dolf wants to be the king and the frog says that's not exactly the case, and Franz jokes that Dolf can become king but he can't become Dolf. The whole court sits down with a sigh.

One evening sir Poen is walking in Polderstadt's streets when he's accosted by a group of reshirts led by Hannes who order him to come with them. Sir Poen refuses, so Hannes tells him that in this case he's going to be taken by force. Sir Poen objects, telling them that they have no right to arrest people in the street. Hannes replies that it's perfectly within their rights, they want to keep Poen away from Franz, and if he doesn't come voluntarily, he going to come through violence. Poen is grabbed from behind by a redshirt who towers over him.

At night, Rangpang is asleep in his bed when the redshirts, once again led by Hannes, sneak in and suddendly turn on a flashlight, waking him and telling him to get dressed. He asks them what do they want when Hannes turns on the lights and tells Rangpang that they will kill him if he puts up a fight. Rangpang calmly tells him that they will be doomed alongside Dolf and they must know it. Hannes replies that Dolf is going to become Waterland's leader and then Rangpang will be executed. Rangpangs laughs at him asking what he's being accused of, Hannes replies that the charge is treason and orders him to hurry up.

Soon the NCP is arresting people, [[FreezeFrameBonus even children]] off the street and from their homes, cramming them into trucks that drive into unknown locations, with Hannes playing a key part.

Alfred rushes to the NCP headquarters, telling the receptionist that he wants to talk to Dolf only to hear that there are over a hundred visitors scheluded before him and that Dolf is making everybody call him "president". He spots Hannes who asks if he wants to join the party, and Alfred explains that he just needs to speak with Dolf.

Alfred gets to meet Dolf before the queue, Dolf greets him and tells him that he'll make Alfred his number one sponsor if he has decided to give them money, or does Alfred want to join the party? Alfred tells Dolf that he has misunderstood, and Alfred's actually there to tell Dolf that he's campaigning for all the wrong reasons and that he needs to stop before it's too late. Dolf is unimpressed and orders the guards to arrest Alfred and lock him up. When Alfred asks what he's going to do with him, and dolf explains that nothing right now, but eventually he'll be executed for treason. Alfred yells at Dolf to not do this, saying that he's wrong and won't get away with this. Whilewatching the soldiers drag Alfred out, Dolf receives a phone call that Ollie has also been arrested and starts laughing.

Alfred reads from the newspaper that Dolf says he is "accepting the money as god's gift" and using them to benefit his country and not himself, and creating a political party that aims to return justice to Waterland, called the National Crows' Party.

The NCP headquarters haave a long lines of people wanting to join, only asking them for a registration fee. One of the people waiting asks a redshirt if they'll be getting work, and the redshirt promises that "the oresident" never lies. The other man is confused by the title and the redshirt clarifies that he means the party president. Dolf comes outside just then, causing cheers in the crowd. He's dressed like Napoleon, including a sideways bicorne, flanked by a hippo named Geppe and some other guy. The redshirts do the "Dolf is justice" salute while Dolf waves at the cheering crowd before leaving in a car.

Alfred's narration continues as the redshirts are marching down a street with people watching quietly, while a couple that watched them from their balcony go back inside. Alfred reads thatthe NCP soldiers are proudly marching everywhere, shouting the party's rallying cries. In a very short time they have grown into a significant power and has started looking

Alfred and Henk are in the audience, observing the others' excitement in worry.

At the castle, the court has called a meeting. The lineup includes king Franz, sir Poen, (suddendly general) Rangpang, the minister of finances, the archbishop, the hippo, the frog, and some other people. Sir Poen warns Franz that that their situation is extremely serious and Dolf has become more popular than him, and something needs to be done before it's too late. The frog insists that Sir Poen is taking a too dark view on the situation and asks Rangpang if he thinks the NCP is going to attack them, and Rangpang explains that their own army's training is extremely inaqcuadate, and since Dolf is even demanding for Franz's banishment Rangpang completely agrees with sir Poen that something has to be done now. The frog tries the minister of finances next, and the minister agrees with him that Dolf isn't a threat, comparing them to a child's play and claiming that he'll get bored with it. Sir Poen angrily objects, getting up in the minister's face and telling him that if be had been out there seeing Dolf rile the people up, he would not be talking like that. Franz interrupts them with his yawning, getting all the attention. He asks the court if Dolf wants to be the king and the frog says that's not exactly the case, and Franz jokes that Dolf can become king but he can't become Dolf. The whole court sits down with a sigh.

One evening sir Poen is walking in Polderstadt's streets when he's accosted by a group of reshirts led by Hannes who order him to come with them. Sir Poen refuses, so Hannes tells him that in this case he's going to be taken by force. Sir Poen objects, telling them that they have no right to arrest people in the street. Hannes replies that it's perfectly within their rights, they want to keep Poen away from Franz, and if he doesn't come voluntarily, he going to come through violence. Poen is grabbed from behind by a redshirt who towers over him.

At night, Rangpang is asleep in his bed when the redshirts, once again led by Hannes, sneak in and suddendly turn on a flashlight, waking him and telling him to get dressed. Soon the NCP is arresting people, [[FreezeFrameBonus even children]] off the street and from their homes, cramming them into trucks that drive into unknown locations, with Hannes playing a key part.

Alfred rushes to the NCP headquarters, telling the receptionist that he wants to talk to Dolf only to hear that there are over a hundred visitors scheluded before him and that Dolf is making everybody call him "president". He spots Hannes who asks if he wants to join the party, and Alfred explains that he just needs to speak with Dolf.

Alfred gets to meet Dolf before the queue, Dolf greets him and tells him that he'll make Alfred his number one sponsor if he has decided to give them money, or does Alfred want to join the party? Alfred tells Dolf that he has misunderstood, and Alfred's actually there to tell Dolf that he's campaigning for all the wrong reasons and that he needs to stop before it's too late. Dolf is unimpressed and orders the guards to arrest Alfred and lock him up. When Alfred asks what he's going to do with him, and dolf explains that nothing right now, but eventually he'll be executed for treason. Alfred yells at Dolf to not do this, saying that he's wrong and won't get away with this. Whilewatching the soldiers drag Alfred out, Dolf receives a phone call that Ollie has also been arrested and starts laughing.

One of the passengers is suit-wearing Dolf, who watches the landscape through the window and smiles, saying that it's been a long time. The train arrives on the Polderstadt train station, and Hannes wanders in the crowd looking for Dolf. They find each other and Hannes compliments Dolf's toothbrush mustache.

They go to a bar, where Dolf complains about the state Waterland is in, saying that king Franz is pathetic and all the ministers are useless. Hannes tells Dolf about Franz stealing Alfred's money, which causes Dolf to jump up and scream in anger, drawing the other patrons' stares. Hannes asks Dolf how did he find out about the money, and Dolf dismisses it by saying that he only knew Alfred was collecting money to build canals in a country that's suffering from drought. Hannes explains the previous episode's plot and Dolf questions why did Alfred loan to the king, telling Hannes that if Alfred had given the money to them it would have been put to good use. He asks if Alfred has gotten the money back and Hannes explains that lots of things happened and Franz was even almost deposed, but the king apologised and returned Alfred's money. Dolf ponders that if Franz was almost deposed over something that small, getting rid of him can't be that hard. Wannes gets concerned and asks Dolf what he's up to, and is shocked when Dolf declares that he's going to become the country's leader. Hannes thinks that Dolf is just talking again, and Dolf asks if Hannes is mocking him. Hannes assures him that he isn't, and is just wondering if Dolf can do it. Dolf says that of course he can and asks what does he need to become Waterland's leader, and Hannes answers that he needs power, but fails to come up with an answer when Dolf asks how he's going to get power. Hannes' ignorance angers Dolf, and he answers that it's money that's needed to get people moving and there's nothing else he needs than money.

That night at Alfred's house, Alfred is making blueprints for a new version of the reedmower but is having trouble with something in the design, and Henk invites him to take a break to play chess with him. However, there's a knock on the door before they get to start. Alfred opens the door and Dolf barges in, , greeting him energitically and kissing Alfred twice. Unbothered, Alfred asks Dolf where he's been and Dolf explains that he's been traveling abroad. Alfred asks if there's an actual reason to Dolf's visit, and he asks if he can come in. Alfred permits, and Dolf greets Henk who compliments his mustache. He looks around, calls Alfred's house nice and asks about the blueprints. Alfred tells him about the reedmower, explainig that the new version's efficiency will be tripled, and Dolf asks if it's going to make lots of money. Alfred guesses so. Dolf is sure that it will, since Alfred's already made a small fortune and he heard all the others have been sold. Alfred explains that most of the money is going to charity. Dolf butters Alfred up by saying that he's heard about his good work, but comments that loaning to king Franz was a mistake. Alfred agrees, saying that he's going to be more careful in the future. Dolf asks Alfred to loan the money to him instead, promising to double or triple them. Alfred and Henk are surprised while Dolf explains that he's not borrowing personally but to finance a campaign. Alfred asks about it and Dolf goes on to declare that he has "revolutionary" plans and that he's already gathered supporters.

Alfred asks if he's joking, angering Dolf who goes on a rant about the direction Waterland is going, how Franz doesn't care about politics and how the ministers are only sucking up to the king, how the people have lost their trust, unemployment rates are skyrocketing and nobody is doing anything. Alfred questions it, and Dolf yells at him for focusing on improving a foreign country, without even knowing what's going on in their own country. Alfred tells Dolf that king Franz may not be perfect, but isn't as bad as Dolf says he is. Dolf proclaims that monarchy is outdated and explains that he's going to create a new political system for Waterland, and even though he doesn't yet have many supporters, he's going to form a political party and needs money to spread the ideology, to rent a headquarter, and to win elections. Dolf asks Alfred if he understands, cuts him off after hearing a yes, telling Alfred that he knew he'd get it and asks for the money. He tells Alfred he knkws how important the money is, so he's not going to waste it like Franz and he'll return it to Alfred doubled or tripled. Henk asks Dolf how he's planning to double or triple the money in politics and Dolf asks them not to tell people what he's going to say next, then explaining that he's sure that his campaign is going to bear fruit very soon and when he's leading the country he's not going to allow any opposition parties so he'll be able to use the government's money however he wants, at which point he will invest in Alfred's company ten- or hundredfold the money that Alfred would give him now, letting Alfred expand the company however he wants.

Alfred tells Dolf to stop and shut up, but Dolf keeps badgering for a loan. Alfred tries to interrupt him but Dolf starts talking to Henk, asking if he understands. Henk just calls him crazy, and Alfred compares Dolf's talk to fever delusion. Dolf starts getting agitated, putting his wing on Alfred's shoulder and telling him that he has enough money to control people's minds, but Alfred tells him he should leave, causing Dolf to be taken aback. Alfred adds that he has already sent his money over to a trustworthy organization in the dry country, and that he'll keep sending more until it's enough. Dolf asks Alfred why is he ignoring Waterland's needs, and Alfred adds that even if he did have the money at hand, he would never give it to Dolf. Dolf reminds Alfred that he did give money to Franz out of all people, and Alfred admits that he made a mistake, and he's not letting the money to be gambled with. Dolf starts yelling at Alfred, who repeats that he thinks Dolf's plan is a gamble and he doesn't believe that anybody would ever support him. Dolf explodes, punching the table so hard that Henk is sent flying, yelling that Alfred is wrong and there are people who'll support him. Alfred tells Dolf that he really is crazy, which Dolf retorts by yelling that ''Alfred'' is crazy and that he's going to recreate Waterland.

Dolf storms out, leaving Alfred and Henk in a state of exhausted confusion. When they're getting tea, Alfred asks Henk if he thinks Dolf will get support and he says no, though he doesn't know what can happen if Dolf gets money from somewhere else, though he doubts that Dolf can come up with the money himself since he's not a financial genius. When Alfred is bringing the tea to the table, he notices Dolf back at the doorway and yells out. Dolf comes back in much more subdued and pleading Alfred to reconsider repeating Henk's words that he's no financial genius and Alfred is his only hope. Alfred rejects him again. Dolf tells Alfred that he might have been too agressive earlier because they know each other so well but he only wants justice for Waterland. Henk calls Dolf's words garbage while Dolf asks Alfed if he believes him, and Alfred says no. Dolf returns to his normal volume and tone, telling Alfred and Henk that the matter is clear, advicing them to not forget this night because he never will, and says "Dolf is justce!" and does a hand-on-the-heart salute before marching out. Alfred and Henk look after him and Henk repeats that Dolf has gone crazy while Alfred mockingly imitates the salute. Henk yells at him to drop it, saying that he has a very bad feeling abouut this and that they need to try forget this as quickly as possible.

Some time later, Dolf is playing pool with Hannes and Wannes at their old place, still angry. He goes to the sofa to rant about how pool is a waste of time, and Hannes notes how he's always angry these days. Dolf asks if they have money to buy a shot and both say that they don't, prompting Dolf to call them pathetic. Hannes tells Dolf to cheer up, telling him that he doesn't like himself at all these days. Dolf explains that he has neither money nor a job and Hannes tries to remind him about his dream of becoming Waterland's leader, but Dolf says that nobody's taking him seriously and when he tried talking to the unemployed they only told him to get them jobs, saying that his talk won't fill their stomachs.
