[[Series/TheXFiles the FBI and their allies]] have face many monsters, many just acting on basic instinct. However, there are some, whether supernatural or [[{{Mundanger}} not]], that are just [[{{CompleteMonster}} pure evil]].

* "[[Recap/TheXFilesS01E12Fire Fire]]": [[{{Pyromaniac}} Cecil L'Ively]] is a handsome, yet sadistic and remorseless SerialKiller who has the power to [[PlayingWithFire ignite things using his mind]], using his powers to kill wealthy women. After stalking them for a while, Cecil strikes and painfully burns the women to death, but also targets the rest of their family, and therefore is not above killing their [[WouldHurtAChild children]].

* "[[Recap/TheXFilesMiniseriesE14Familiar Familiar]]": [[SerialKiller Mister Chuckleteeth]] is a sadistic demon who is released by a woman who wanted revenge on her husband. The demon went rogue and started killing anyone close to the witch, including her [[WouldHurtAChild children]]. He does this by disguising himself as a popular children's mascot, luring a child named Andrew to the forest and then transforming into a {{hellhound}} to [[CruelAndUnusualDeath painfully and slowly maul him alive]]. Mister Chuckleteeth would later kill Anna's daughter, [[VigilanteExecution resulting in a sex offender being lynched by the townsfolk for Mister Chuckleteeth's crimes]]. Mister Chuckleteeth also tricked the chief into killing Andrew's father, and later mimicked Andrew and drove Andrew's mother off the road before killing her. His final confirmed victim would be the chief himself.

* [[TheChessmaster The Cigarette Smoking Man]] (CSM), real name [[NotSoWellIntentionedExtremist Carl Gerhard Busch]], is the ArchEnemy of FBI Agents Fox Mulder and Dana Scully and the OverarchingVillain of the series. Unlike the other, more well-intentioned members of the GovernmentConspiracy he is part of, the CSM is nothing but a cold-hearted manipulator selling out humanity for [[ItsAllAboutMe his own protection and empowerment]]. Directly behind the [[WhoShotJFK assassinations of John F. Kennedy]] and Martin Luther King Jr., the CSM happily takes on any task to violently dismantle any threat to his power-hungry organization. He allows Scully to be abducted and tortuously experimented on, resulting in her being afflicted with cancer and rendered infertile, putting hundreds of thousands through similar horrors. Revealed to be the [[ArchnemesisDad father of Mulder]], the CSM makes multiple attempts on the latter's life, including trying to burn him alive and later puts him through further horrific experiments, and transforms his ex-wife and son's mother into a monstrous alien-human hybrid. With every alleged moment of humanity or interest in redemption proven to be truly hollow and self-serving, the Cigarette Smoking Man shows, time and again, just how heartless a man can be, even in a world of extraterrestrial threats.

* "[[Recap/TheXFilesS04E06Sanguinarium Sanguinarium]]": [[MadDoctor Dr. Jack Franklyn]], real name Dr. Clifford Cox, is a [[DeadlyDoctor demonic doctor]] and a [[VainSorcerer narcissistic warlock]] who makes {{human sacrifice}}s by taking over the minds of various surgeons and having them kill patients in horrific ways (draining a patient's blood via liposuction, nearly cutting a patient's head off with a laser, and melting a patient's face off) so that he can retain his youth and looks.

When Agent Mulder and Scully investigate the murders, Donnie kidnaps Scully and prepares to torture her, barely failing to kill her because of being distracted, allowing her to escape, and getting him arrested. Returning in season 7's "[[Recap/TheXFilesS07E07Orison Orison]]", he is freed by the titular vigilante Orison, who frees the prisoners so that he could kill them, thinking of it as a true punishment. Donnie escapes Orison, immediately continues his killings, and once again kidnaps Scully, having become obsessed with her after she became his only victim who had escaped.
* [[EvilTeacher Phyllis Paddock]], from season 2's "[[Recap/TheXFilesS02E14DieHandDieVerletzt Die Hand Die Verletzt]]", is a [[HumanoidAbomination demon]] who poses as a substitute teacher after being accidentally summoned; the person who summoned her happened to be an innocent little boy, who she immediately [[WouldHurtAChild kills]] upon seeing, tearing out his eyes and ripping his heart out. Having once been worshipped by a cult, said cult had stopped worshipping her for unknown reasons, and to this end, Phyllis kills the stepdaughter of the cult leader by [[PsychicAssistedSuicide forcing her to slit her wrists]] and then kills the leader by having a snake eating her, and then forces the other members to commit suicide.
* [[SociopathicSoldier Colonel Jacob Wharton]], from season 2's "[[Recap/TheXFilesS02E15FreshBones Fresh Bones]]", owns a Haitian refugee camp, but instead of taking care of the immigrants, Jacob kills them for no reason at all but his own sick amusement. Some of Jacob's victims include a former prisoner who knew voodoo named Pierre Bauvais; multiple other innocent immigrants; and even a completely innocent [[WouldHurtAChild child]] who did nothing to him. He also kills his own henchmen when they try stopping him from committing his heinous crimes, and he even frames the murders of his henchmen on the aforementioned Pierre Bauvais.

* [[GunmanWithThreeNames John Lee Roche]] from season 4's "[[Recap/TheXFilesS04E10PaperHearts Paper Hearts]]" is an utterly evil [[WouldHurtAChild child molester]] and SerialKiller who killed 16 little girls. He [[ManipulativeBastard manipulated their parents]] to trust him, and then came back and kidnapped the girls at night. He plays sick mind games with Agent Mulder and tries to convince him that he took his little sister Samantha (whose disappearance was not explained), even though it's not true. He manages to escape from prison during the re-opened investigation and tries to take another girl. When Mulder catches them, he nearly shoots her. He doesn't regret his deeds at all and would continue if he could.

After stalking them for a while, Cecil strikes and painfully burns the women to death, but also targets the rest of their family, and therefore is not above killing their [[WouldHurtAChild children]]. Cecil survives in the end, and he could very well return.

* The Cigarette Smoking Man, also known as the Cancer Man, is Agent Mulder and Agent Scully's main antagonist, ''the'' villain of the MythArc, and the only CompleteMonster who's not a MonsterOfTheWeek. He's associated with the grand government conspiracy Mulder and Scully are trying to uncover. While some of the conspirators are {{Well Intentioned Extremist}}s, Cancer Man doesn't fit the bill. Whenever it would appear that he showed compassion or altruism, he in fact tried to manipulate people or played evil tricks on them. He had numerous means to neutralize his opponents, but he often chose especially cruel ways. For instance, he tried to burn Mulder alive and let Scully be abducted and experimented on, which gave her cancer and made her infertile. He had his ex-wife and mother of his son turned into an alien-human hybrid. He attempted to murder his own son in cold blood; said son survived, and Cigarette Smoking Man had him experimented on in unspeakable ways. He ''did'' save the Agents' lives a couple of times, or at least he didn't interfere with their attempts of saving each other, but he admitted he did it because it's satisfying to see their spirits crushed. Although he claims he wants to atone in "En Ami", it's clear doesn't want it enough to actually change and he never feels guilty.

* Cecil L'Ively from season 1's "[[Recap/TheXFilesS01E12Fire Fire]]" is a {{pyromaniac}} who can [[PlayingWithFire ignite things with his mind]] and who himself cannot be hurt by fire at all. He's a creepy stalker and pursues women in powerful positions, [[ManOnFire burning their husbands and other family members]], [[WouldHurtAChild including children]], to death. He seems to [[{{Sadist}} genuinely enjoy torturing people]] and shows no remorse.
* [[TheyLookJustLikeEveryoneElse Donald "Donnie" Pfaster]] from season 2's "[[Recap/TheXFilesS02E13Irresistible Irresistible]]" and season 7's "[[Recap/TheXFilesS07E07Orison Orison]]" is a [[ILoveTheDead necrophiliac]] who [[CreepySouvenir collects hair and fingers]] of his female victims after he's done with them. His fetish escalates into him becoming a SerialKiller. He has some kind of twisted, sick affection for his victims which is utterly scary. He's a horribly menacing killer who shows no regrets for his deeds, looking surprised when he's caught, as if it was his right to treat people as he pleases.
* [[EvilTeacher Phyllis Paddock]] from season 2's "[[Recap/TheXFilesS02E14DieHandDieVerletzt Die Hand Die Verletzt]]" is a fake substitute teacher who may or may not be the demon Azazel. Her first onscreen appearance (albeit not fully seen) involves her lifting a teenage boy into the air by his neck before brutally murdering him, [[EyeScream tearing out his eyes]] and ripping out his heart, all because he was unfortunate enough to have accidentally summoned her. Later, she caused the death of a young girl by taking control of her and forcing her to slit her own wrists, only because she was the stepdaughter of the leader of a coven whose belief in the demon had lapsed. She then caused said leader to be gruesomely devoured by a snake familiar, and the other three members of the coven to kill themselves. The only reason for her murders was that the coven had become lax in the practice of their religion, and had stopped providing Azazel with sacrifices.
* Colonel Jacob Wharton from season 2's "[[Recap/TheXFilesS02E15FreshBones Fresh Bones]]" is a {{sociopath}} who tortures people from Haiti who are held at an immigrant camp he's in charge of. It's revealed that he's responsible for several deaths: a small boy, a Haitian prisoner who knew voodoo and several of his soldiers that tried to stop him. He thought it's good to kill emigrants, rather than sending them back home.
