* ''Anime/PsychoPass'': Season 1 has the season's BigBad and two {{Serial Killer}}s:
** [[{{Ubermensch}} Shōgo Makishima]] is the darkly charismatic villain who [[TheCorrupter believes people living out their darkest desires]] is the "true state" of humanity. Contacting multiple killers to enable them to do as they please, Makishima allows one project to turn his classmates into grotesque statues and another to hunt people at his leisure, disposing of his pawns when they inevitably bore him. [[PureIsNotGood Undetectable to the Sibyl System's criminal registering metric]], Makishima takes advantage of his unique state of being to slit the throat of an innocent girl in front of her best friend in pure bliss at his mockery of Japan's protection measures. [[NotSoWellIntentionedExtremist Wishing to plunge the country into anarchy]], Makishima organizes a terrorist attack on the building housing Sibyl, causing mass riots in the streets and putting all of Tokyo at risk while he infiltrates the building. When his initial attempt fails, Makishima attempts to [[TamperingWithFoodAndDrink sabotage Japan's food supply]] and forms a twisted attachment to Enforcer Shinya Kōgami, unable to believe Shinya can go on without him when Makishima is gone.
** [[TeensAreMonsters Rikako Ōryō]], one of Shogo Makishima's side projects, [[WickedCultured relishes Shakespeare's plays]] when they depict human cruelty and suffering. Rikako has an obsession with [[MadArtist creating art]] by drugging her fellow [[PsychoLesbian female]] students before [[SerialRapist raping]] and murdering them. In order to mimic her father's artworks, which Rikako enjoyed even if she had nothing but contempt for the man himself, Rikako dissects the girls and arranges the corpses into scenes to mirror the portraits.

** ''VisualNovel/SteinsGateZero'': [[ManipulativeBastard Alexis Leskinen]] is a MadScientist who will callously damn the world [[ForScience to conduct his experiments]] to understand TimeTravel. In the Beta world line, Leskinen caused the deaths of billions in his avaricious need to beat the Russians in their advancement. When [[Characters/SteinsGateRintaroOkabe Okabe]] and his resistance group try to build a time machine of their own, Leskinen attacks them and tortures Okabe into a coma. Sending messages to his past self and brainwashing another time traveler into helping that version of him, Leskinen from the past moves towards stealing a time machine, uncaring that doing so may cause a paradox and destroy the universe. Though stopped, Leskinen of the past repeats the original history and starts WorldWarIII anew.

* ''Manga/PurpleEyesInTheDark'': [[MadScientist Kaoruko Sonehara]] is a biology teacher who is dead-set on [[ForScience researching]] Rinko Ozaki's [[{{Animorphism}} bestial transformation]]. Sonehara has tried to get Rinko raped by thugs; sicced her hungry dogs on Rinko's younger sister Maiko], killing her; physically and mentally tortured Rinko on multiple occasions; and [[WouldHurtAChild nearly drowned]] her newborn to lure her out, who she also intended to raise like a lab rat. Sonehara has also murdered her accomplice and unfortunate witnesses for being an inconvenience. Even 15 years later, despite having Rinko brainwashed and at her mercy, Sonehara's focus is set on her daughter Mai, with the next pursuit being accompanied by more deaths, including [[TogetherInDeath Rinko and Shinya's]], ending with her blowing up a public TV station to prevent Mai's escape before being finally killed off.

** [[TheChessmaster Nimura Furuta]], who later takes the name [[BigBad Kichimura Washuu]], is the [[BastardBastard bastard son]] of Tsuneyoshi Washu. A half-ghoul obsessed with [[AmbitionIsEvil rising to the top]], Furuta is the one to dump steel bars on Rize Kamishiro and Ken Kaneki before giving Rize, his half-sister and LustObject, to [[MadScientist Akihiro Kanou]] for torturous experiments which kill over a hundred people before being perfected. Also a regular attendee of the Ghoul Restaurant where he lures in women to be cooked and devoured, Furuta later reveals his true colors, exterminates the Washuu clan and takes over the CCG where he organizes violent terrorist attacks to tighten his grip on Tokyo, as well as spitefully cooking his nemesis Eto's book editor into a bento box when she insults his lineage. Furuta then has a hundred children made into the mutated ChildSoldiers, the Oggai, before attempting to exterminate the innocent ghouls hiding under the city and causing Ken Kaneki to become the monstrous Dragon before sacrificing all the Oggai to him. Gleefully admitting he sees the world as nothing more than a toy chest full of what he can break, Furuta is a vicious, misogynistic would-be tyrant who relishes hurting others in pursuit of his goals.

** [[BitchInSheepsClothing Rize Kamishiro]], better known as "[[BigEater Binge Eater]] Rize", is a [[OurGhoulsAreCreepier Ghoul]] defined by gluttony and selfishness. While most Ghouls are satisfied with a single corpse a month, Rize indulges in [[VillainousGlutton killing and devouring multiple humans]] in a short time, not caring that it brings the authorities from Ghoul hunters on her own people while she skips on to other Wards and leaves others to face the consequences of her actions. Rize is also a vicious sadist who relishes the fear, despair and pain of her victims and has on occasion committed gruesome murders without even eating the victims. Not even other Ghouls are safe from her depravity, as Rize has shown herself willing to slaughter them should they attempt to interfere with her pleasures. She is the one responsible for [[Characters/TokyoGhoulKenKaneki Ken Kaneki]]'s transformation, having used a WoundedGazelleGambit to trick him.

** [[CorruptPolitician Katsuji Kamiya]] becomes Japan's Prime Minister and schemes to take possession of the Roppongi Club, which caters to every fetish and predilection of the upper classes, away from [[WellIntentionedExtremist Chōji Suitengu]], while also gaining control of Kagura for his own purposes. A [[VillainousGlutton glutton whose power is to devour anything]], before he even achieved these powers, he once drove a couple to suicide over a huge debt, and then took their children to compensate. The son he sold as a child soldier would one day become Suitengu. The girl, who was only five, he sold as a SexSlave to be abused and debauched until she was an EmptyShell years later, knowing only how to please men and request money for it.

* ''Manhwa/ShinAngyoOnshi'': [[ManipulativeBastard Aji Tae]], the [[BigBad man responsible]] for a country's destruction, devours the king to take his form, manipulating his people and the king's good friend, [[AntiHero Munsu]]. While ruling like this, he transforms the country into HellOnEarth, intending to convince Munsu that his old friend has turned into a genocidal tyrant. He kills the woman Munsu loves, turns her into an undead, rapes her, and falsely promises her that she will be returned to life if she kills Munsu. After she opts to kill herself, Aji Tae's reaction is to be so infuriated with human goodness that he slaughters everyone around him with guiltless conscience or love in their hearts. The [[ForTheEvulz reason he started the entire scheme]] in the first place is that he wanted to see loyal servants of the country in general fall into the savagery of civil war and destroy each other, and Munsu, in particular, being reduced to absolute despair, because this would have amused him and because he could. Next he sets his sights on making the entirety of humanity into conscience-free monsters like himself. Despite his charming demeanor and good looks, he's a monster with few equals.

** [[BigBad Supreme Leader David Atlas]] is the absolute ruler of the region of Edenia. A warmonger who has taken over most of the world through brutal conquest while keeping his own citizens in line through propaganda, Atlas is concerned solely with bringing the entire world under his fist and crushing all opposition. Atlas has built Edenia on the usage of Thundercore energy; to keep a perpetual supply of Thundercore to power his society, Atlas has codified a system of utilizing Thundercore people as slaves and HumanResources, harvesting Thundercore energy from them until they are reduced to [[EmptyShell dried-out husks]]. When Tatsu Frampt interrupts a public speech of his, Atlas angrily orders anyone who mentions the incident to be either shot or sent to [[POWCamp concentration camps]] while having his minions begin a ruthless pursuit of Frampt and his rebels. Atlas personally [[ElectricTorture electrocutes]] one of [[BadBoss his own subordinates]] into a charred skeleton for [[YouHaveFailedMe failing his orders]], simply to demonstrate his cruelty and lack of regard of any human life, Thundercore—[[YouAreWhatYouHate which he is implied to be a member of despite his inhumane treatment of them]]--or otherwise.

* ''Manga/{{Spriggan}}'''s "Noah's Ark": "[[SociopathicSoldier Little Boy]]" from the Machiner's Platoon is sent, along with [[FatBastard Fatman]], to attack an ARCAM research center in Turkey, with Little Boy using his RazorFloss to butcher dozens of soldiers defending the base, before getting detained. Getting rescued by his boss Colonel [=McDougal=], Little Boy gleefully helps advance [=McDougal's=] plans to use Noah's Ark to [[KillAllHumans wipe out humanity]], by [[HostageSituation holding everyone hostage]] to force the head researcher to give [=McDougal=] access to the Ark; Little Boy then attempts to kill his hostages, starting with Yu Ominae before having Yu's ally, Jean Jacquemonde, shot in front of him.

* ''Manga/ToYourEternity'': [[DarkActionGirl Hayase]] is a vile ControlFreak who first dominated the country Ninannah by having them hand over their children for Hayase to feed to the bear god, Oniguma, under false pretenses that they are necessary sacrifices. When Parona and Fushi rescue March from being sacrificed, Hayase imprisons the trio, later killing March when they try to escape; Hayase then recaptures Parona, torturing Parona, [[TearOffYourFace peeling her face off]], and decapitating her. [[{{Yandere}} Becoming obsessed]] with dominating the immortal Fushi, Hayase slaughters countless fighters in Jananda before defeating Fushi, and forms the Guardians, with their true purpose being to keep Fushi imprisoned as Hayase's SexSlave where she attempts to rape him, while killing any who disobey her. Hayase would then capture Tonari and threatens to burn her alive unless Fushi submits to her, and later goads Fushi into kill her so that she can curse him throughout his life. When Fushi abandons her, Hayase rapes a fisherman who rescued her before passing her obsession with Fushi down to her descendants to ensure that she will always haunt the immortal.

* ''Manga/VampireKnight'': [[VampireMonarch Rido Kuran]] is a [[Really700YearsOld 3,000 year old]] [[PureIsNotGood pureblood vampire]], and while the original manga version [[AlasPoorVillain died pitiably with his motives revealed to wanting his crush Juri to love him back]], the anime did away with such qualities, [[AdaptationalVillainy turning him]] into a sadistic monster killing everyone in his path for power or pleasure, including Juri. Rido's reputation as a black stain in the Kuran family goes way back when he kidnapped the first child of Haruka and Juri and [[WouldHurtAChild killed him]] to gain his power. He attempts to do the same thing to their daughter [[TheHeroine Yuki]], with them dying to protect her and leaving only her brother Kaname to interfere and destroy Rido's body, resulting in his soul to wander off. Years later his soul has [[DemonicPossession possessed the bodies of]] a child and his own son Senri, while using the latter's body to suck the blood of female Cross Academy students until they die nearly killing Sheik's [[PlatonicLifePartners friend]] Rima, and is implied to have killed off the child. Once his body has been [[BackFromTheDead revived]] for him to return, he summons his vampire minion to round up academy students for him to devourm and has no problems consuming [[BadBoss his own vampires]]. Finally having Yuki at his clutches, he sucks her blood and comments on how [[LovesTheSoundOfScreaming Yuki's screams]] remind him of her mother's scream when he was sucking her blood. It is humanity's beliefs that vampires are nothing more than beasts in human skin, and Rido Kuran's action in this series only emphasizes on that belief.

* ''Manga/YonaOfTheDawn'': [[AristocratsAreEvil Yang Kum-Ji]], the [[ArcVillain main villain of the "Awa" arc]], rules the titular Awa Port with an iron fist. He has his men terrorize and beat up people regardless whether or not they pay his high taxes for no reason other than to assert his power over them; one of these incidents got a child killed. He also runs a [[SlaveryIsASpecialKindOfEvil human trafficking ring]] where he lures women and children out of their homes and imprisons them in his ships, where he arranges for them to be sold as sex slaves for the Kai Kingdom. When Yona and Yun infiltrates one of his ships and set a signal flare for the pirates led by Gi-Gan to attack, [[DirtyCoward Kum-Ji leaves his men at their mercy while he escapes on his own]]. When the Green Dragon Jae-Ha notices Kum-Ji attempting to flee, he tries to attack him, only for Kum-Ji uses one of his own men as a HumanShield before nearly killing Jae-Ha himself.

* ''Manga/{{Zetman}}'':
** [[BigBad Seiji Haitani]], also known as Anvil, is one of the many monstrous creatures called Players that escaped the Amagi Laboratories, with his actions throughout the series proving him to be the most vicious of all the Players. He is [[EstablishingCharacterMoment first introduced]] sending a Chameleon Player onto a homeless community, killing everyone with the exception of a child, Jin Kanzaki. When the Player fails to kill Jin a second time, Haitani kills him, but not before witnessing Jin's powers as Zetman. Thinking Jin may be useful to him, he [[ManipulativeBastard manipulates]] several parts of his life, including setting Jin up with Hanako, to make him more vulnerable later, and impaling him with a power-boosting spike, while gleefully watching Jin [[BadBoss kill his minions]]. He also summons his minion players to wreak havoc on the humans, causing death and destruction on a grand scale. This causes Jin to activate his complete form, which is exactly what Haitani wanted, as it would cause all the players within the vicinity to turn into their true form whether willingly like Anvil or unwilling like Hanako. With Hanako outliving her usefulness to him, Anvil attempts to kill her and was glad that Koga did it for him, knowing this will result in Jin crossing the DespairEventHorizon. [[NotSoWellIntentionedExtremist Though claiming to be fighting for Players]], differing statements about him from other players and his lack of regard for his own contradicts his claims, proving Haitani is solely motivated by sadism and by being the more superior being.
** Seizō Amagi is [[CorruptCorporateExecutive the current CEO]] of the Amagi Corporation, and comes up with the idea of having Players, his father's creations, [[GladiatorGames fight each other to the death]] for the entertainment of his wealthy clients. When the Players manage to break free from Seizo's control, he leaves his clients at their mercy while escaping on his own, causing many deaths--one of which includes a child of Jiro Nakata, causing the latter's StartOfDarkness. In the present, when Jin Kanzaki saves Seizo from Haitani and his Players, Seizo [[UngratefulBastard orders his men to kill Jin]] simply because he is of the same species as the Players and later orders Koga, [[OffingTheOffspring his own son]], to be killed when he tries to defend him.

** "[[Recap/SpyXFamilyInusanCrisisArc Inusan Crisis arc]]": [[RightWingMilitiaFanatic Keith Kepler]], alias Kevin Knowles, is the leader of a group of Ostanian college-aged isolationists. Strapping [[WeaponizedAnimal explosives to a pack of dogs]], Keith intends to use the explosives to assassinate Westalian Foreign Minister Brantz in order to [[PretextForWar start a war between Ostania and Westalis]]. When the young [[Characters/SpyXFamilyAnyaForger Anya "Subject 007" Forger]] eavesdrops on Keith and his co-conspirators, Keith attempts to have her killed against the objections of his co-conspirators, only for [[Characters/SpyXFamilyYorForger Yor "Thorn Princess" Briar]], Anya's adoptive mother, to rescue her. After his co-conspirators are taken into custody, Keith sets up an explosive-laden door for his pursuers, including Anya's adoptive father, [[Characters/SpyXFamilyLoidForger Loid "Twilight" Forger]], callously threatening the lives of Ostanian civilians in the process and saying they should at least take pride in dying for their country.
** "[[Recap/SpyXFamilyMangaArc10 Great Cruise Adventure arc]]": "[[SinisterSurveillance Snoops]]", the otherwise [[MysteriousInformant unidentified information broker]] for Leonardo Hapoon, is a wireless operator and surveillance expert hired to track down mob family member Olka Gretcher and her infant son on behalf of a band of assassins aboard the Princess Lorelei Cruise. Keeping track of Olka and the rest of the ship and feeding the assassins information, Snoops intends to abandon his cohorts when the mission is complete, leaving them to die when they are confronted by Yor. Seemingly only bugging the cruise to track down the targets in question, Snoops--as Loid and Anya discover--has actually [[VehicularSabotage rigged several explosives aboard the ship]], intending to [[FalseFlagOperation frame Westalian terrorists]] for his own crimes, expressing a desire for the soon-to-be [[SinkingShipScenario sinking ship]] to "serenade" him with the screams of the passengers.

** The [[CardCarryingVillain Elder Toguro]], in contrast to his [[NobleDemon honorable younger brother]], freely admits to being a treacherous {{sadist}} devoid of honor. In his first appearance, he kills Yukina's only friends, a pair of bluebirds, with great relish. In his first match at the Dark Tournament, he spares two fighters and promises to let one join Team Toguro. When one begs for his life, Toguro kills him...and then kills the other because he just hates keeping his promises. After the death of Genkai, Toguro uses his powers to make a mockery of her in front of everyone, particularly bringing it up to try to break Kuwabara's spirit during their fight, after he had already beaten and impaled Kuwabara repeatedly. His crowning moment of evil was letting the psychic Gourmet devour him...and then he torturously devoured him from the inside out, delighting in his pain all the while. Later on he would use the Gourmet's powers to eat Yusuke's ally Murota alive. All of these crimes were committed while Elder Toguro was helping in two attempts to open a portal from the demon world into the human world which would lead to the humans being overrun and massacred by the demons.

** "[[Recap/SpyXFamilyMangaArc6 Inusan Crisis arc]]": [[RightWingMilitiaFanatic Keith Kepler]], alias Kevin Knowles, is the leader of a group of Ostanian college-aged isolationists. Strapping [[WeaponizedAnimal explosives to a pack of dogs]], Keith intends to use the explosives to assassinate Westalian Foreign Minister Brantz in order to [[PretextForWar start a war between Ostania and Westalis]].
