There was nothing wrong with his programming and [[ParanoiaFuel nothing there that could explain why any other robot couldn't do the same.]] This is the reason that he's kept in isolation instead of just being destroyed, the authorities are still trying to find out what went wrong in his programming because they're too scared of the implications that nothing did.

They're too scared of what he represents to even ''kill'' him.
