The only time he has actually been seen wearing some is in a multi-chapter, manga-only side story set in the past. When he and Uno busted out of prison in Nevada, he wore straw sandals as part of his street clothes. They inexplicably disappear in the next special chapter.
** Mushashi as well. He at least wears what looks like straps wrapped around his feet, but they aren't technically shoes. In flashbacks, he stopped wearing shoes some point after he was arrested.
