** (This is a bit of a {{Wild Mass Guess}} but hey why not) Seeing as Clopin is a part of a of a band of Gypsies, it would make sense that they traveled around, since, you know, Gypsies are essentually nomads. So really, it wouldn't be farfetched to assume that he grew up in Eastern Europe, dabbled in, let's say, Italy for the uncategorizable, and then he's lived in France long enough to learn the story of Quasimoto and also pick up a vague accent!
