There's also the pragmatic aspect where Megatron knows that he's the only one who stands a real chance of beating Optimus anyway. Once, when Dreadwing declares he's going to kill Optimus, Megatron wishes him luck, cuts communication and remarks he's pretty sure that's the last he's going to hear from Dreadwing.
