Despite being considered by many fans of the film as one of the worst Disney villains ever because of his incompetence, over the course of the film he almost tried to kill the title cats lots of times before finally (failed) attempting to send them all to Timbuktu. The reason why he couldn't kill the cats in the first place is actually just because he is too stupid to do so.

YourMileageMayVary on how well it actually worked, though, since the attack happens almost entirely offscreen, is barely mentioned after the fact, didn't kill anyone important, and has never been given any (canon) reasoning as to why he chose Stormwind and only took out the park when he apparently could have leveled the entire city.
