* ''WesternAnimation/Ben10UltimateAlien'': Sir George is the founder and leader of the anti-alien organisation, the Forever Knights, but is a NobleDemon and AntiVillain who brims with EvilVirtues. This doesn't apply to his underlings like Enoch or Chadwick who are racist, petty, and smug murderers in contrast to their boss.

** ''VideoGame/FireEmblemGenealogyOfTheHolyWar'': Queen Hilda of Friege was an outright evil bitch that jumped wholeheartedly at the sight of Child Hunt just to get off her sadism and makes everyone living around her feel like hell, [[spoiler:and also takes a damn good pleasure in [[BreakTheCutie breaking]] and [[KillTheCutie driving Tailtiu/Ethnia to death]] and then abusing their daughter Tine/Linda, while pressuring her good daughter Ishtar to be a GoldDigger for her own prestige as well.]] She is by far one of the most evil beings in Jugdral... and yet, she's not the main villain, the best she could do was ruling over either Miletos district or what remained of Friege. She still had to answer for Emperor Arvis (previously, and he's the guy who [[spoiler:[[HeroKiller killed the 1st generation's main character Sigurd]]]]) and later Emperor Julius (currently, who has been possessed by Loptous and was the one to give out the Child Hunt order) and she was not too linked with the Loptous Sect under Manfroy, who is also despicable on his own. In other words, she's truly evil on her own accord.

** ''Series/PowerRangersLostGalaxy'': [[DiscOneFinalBoss Scorpius]] and his daughter [[DragonAscendant Trakeena]] are both the major antagonists of the series, but they have redeeming qualities such as care for each other and charm to their characters, preventing them from being too hatable on their own; and brief ArcVillain Captain Mutiny has not much personality despite his despicable actions. No such thing for their collective underling Deviot, who's a backstabbing, cruel and petty villain that sets up Scorpius to die by making him think the Rangers are holding Trakeena hostage and later on manipulates her into becoming worse and worse culminating in [[spoiler:Trakeena merging with him accidentally, with his evil influence making her into a heartless monster that goes as far as killing her mentor, Villamax]].

* ''Film/TheLostWorldJurassicPark'': Roland Tembo is the leader of the [=InGen=] hunters sent to round up the dinosaurs on Isla Sorna and bring them back to the mainland, but he's a reasonable guy who cares about his men, and even the others are largely guys whom are just doing their jobs and aren't really breaking the law in any way. The henchman [[Characters/JurassicParkInGen Dieter Stark]], however, is a sadistic jerk who tortures animals ForTheEvulz.

* ''Film/TheLostWorldJurassicPark'': Roland Tembo is the leader of the [=InGen=] hunters send to round up the dinosaurs on Isla Sorna and bring them back to the mainland, but he's a reasonable guy who cares about his men, and even the others are largely guys whom are just doing their jobs and aren't really breaking the law in any way. The henchman [[Characters/JurassicParkInGen Dieter Stark]], however, is a sadistic jerk who tortures animals ForTheEvulz.

* ''Film/{{It|2017}}'': Even though he's certainly a cruel asshole, Henry Bowers, the leader of the GangOfBullies, is shown to be abused by his father which makes him somewhat sympathetic. The same cannot be said for Patrick, a deranged pyromaniac with zero redeeming features.

** ''VideoGame/MetalGearRisingRevengeance'': [[spoiler:Senator Armstrong]] is a corrupt [[TheSocialDarwinist social Darwinist]], but he's also a WellIntentionedExremist who wants to end war as a business and create a world where everyone is free to determine what they believe in and fight for it. Sundowner, on the other hand, is a deranged {{sadist}} who ''[[BloodKnight loves]]'' the war economy and wants to turn children into ruthless killing machines.

* In ''VideoGame/FinalFantasyVI'', the Emperor Gestahl has started a war to get the magic power of the Espers and take over the world under his reign, allowing the experimentation of said beings for magic extraction and the creation of weapons to cause a lot of destruction, even killing a mother in the process. Yet even he cannot compare to his CourtMage [[MonsterClown Kefka Palazzo]] who causes wanton destruction and death [[ForTheEvulz for the sake of it]], poisoning an entire castle and killing multiple espers in his quest of power, burning imperial soldiers in what was supposed to be a drill practice and murdering General Leo after the later was having a change of heart. And that's before [[spoiler:he ends up betraying the emperor himself, seizes control of the magic and become a god and then proceeds to destroy everything and everybody in his way, leaving a BarredWasteland of a world]].

* ''Manga/JoJosBizarreAdventure'':
** As terrible as Diavolo is, he only wants to kill those who he deems a threat to his power base. Cioccolata, on the other hand, is a disgusting mass-murdering lunatic who kills mostly for fun and to prove himself above humanity. Diavolo is disgusted by Cioccolata despite being willing to keep him in his employ, and only unleashes him when he's ''really'' being threatened.
** Pucci is a WellIntentionedExtremist, but Donatello Versus is [[ItsAllAboutMe selfish]], ruthless, and power hungry, just like his father. He [[TheStarscream betrays Pucci]] and is willing to do anything for power, including trying to [[WouldHurtAChild kill children]].

* ''Manga/MyHeroAcademia'': Muscular is a villain who joins the League of Villains and helps them attack the training camp, endangering the lives of teenage heroes in training. As if this wasn't bad enough, he also murdered the Water Hose heroes (Kota's parents), ForTheEvulz, and [[WouldHurtAChild tries to kill Kota]] before Midoriya intervenes. While some of the other League of Villains members have sympathetic traits and All For One is a walking example of EvilIsCool (despite showing his childish side in the last leg of the series), Muscular is nothing more than a psychotic murderer.

** Charles and Schneizel both had plans that entailed destruction on a massive scale, but both were {{Well Intentioned Extremist}}s who sought to put an end to the cycle of violence. Cornelia, although possessing some redeeming qualities of her own (such as her care for Euphemia and her men) is still a virulent racist who commits several onscreen massacres, including overseeing the mass murder of a ghetto of innocent Japanese civilians simply based on bigotry.

** Salem is transformed into a WellIntentionedExtremist who genuinely wants the best for Remnant and believes destroying the old world is necessary for building the new one. She cares about her subordinates and does what she does for a greater good. Two of her direct subordinates, Dr. Arthur Watts and the Wendigo, are not nearly as noble. Watts is a petty, sociopathic narcissist who is willing to scorch earth for being passed over by Pietro and General Ironwood. He sees nothing wrong with casual murder of innocent people for nothing than [[ForTheEvulz amusement]]. Wendigo is a murderous Grimm/human hybrid who takes pleasure in slaughtering villages for fun and doesn't seem to care that much about Salem's true goals.
** While [[WesternTerrorists the White Fang]] under Sienna Khan is [[AdaptationalVillainy much more brutal than in canon]], Sienna still [[WellIntentionedExtremist believes in her cause]] and justifies the brutal violence she commits as necessary for the Faunus to survive. The same cannot be said about Adam Taurus, who is a bloodthirsty maniac using the guise the White Fang's mission [[NotSoWellIntentionedExtremist to cover his bloodlust]]. And that's before getting into his petty murder of Winter's family and his [[DomesticAbuse rape and abuse of Blake]]. The same can be said of the arms dealer and business man Damian Void. He has [[NotInThisForYourRevolution no pretenses about helping the cause]] and only does what he does to hurt people.

** ''VideoGame/{{Fallout 2}}'' has President Dick Richardson of the Enclave, who plans on committing planetary genocide against everyone who's ever been mutated by radiation no matter how minor. He doesn't relish his plan, and views it as NecessarilyEvil in order to save "true humans" so they can retake the world. In contrast, his bodyguard, Frank Horrigan, is a SociopathicSoldier driven by jingoistic hatred of all "muties" and goes out of his way to murder them in ways so violent that even his fellow Enclave soldiers find him sickening.

** ''VideoGame/FarCry4'': Pagan Min, dictator of Kyrat, likes protagonist Ajay and has other good qualities in spite of his insanity, making him a NobleDemon. His second-in-command Yuma Lau has no such qualities, running a HellholePrison where she {{Mind Rape}}s and drugs the prisoners and is brutal to her enemies. She also [[spoiler:plans on usurping Pagan Amin and attempts to rape Ajay]].

* ''VideoGame/MetalGearSolid'': While the leader of FOXHOUND, Liquid Snake, took command of Shadow Moses hoping to recreate Outer Heaven to prove that he is superior to his "father," Big Boss, Psyhco Mantis only joined to kill as many people as possible.

* ''VideoGame/SaintsRow'': Benjamin King is ruthless and self-serving, but he has a certain amount of honor and never indulges in violence for its own sake. Tanya Winters, one of his top lieutenants, is a brutal [[TheSociopath sociopath]] with [[ChronicBackstabbingDisorder no loyalty to anybody]] who goes behind her boss' back to force women into prostitution.

* The ''WesternAnimation/MyLittlePonyAndFriends'' serial "The Glass Princess" showcased this with the Raptorians. Their boss, Princess Porcina, was vain and obliviously evil, but they planned to use her to turn Ponyland and everyone in it into glass, then get rid of her when they no longer needed her. Porcina has a HeelFaceTurn by the end of the episode, while the Raptorians are turned into glass.

** However, even Starscream at his worst isn't even a patch on Motormaster, who bullies and abuses his already psychologically unstable minions in the Stunticons for fun. The result is their combined form Menasor is an unstable ball of rage.

* ''VideoGame/Cyberpunk2077'': Saburo Arasaka is an Imperialist who rules one of the most powerful corporations in the world and yet, despite his treatment of his son ([[spoiler:who succeeded him after committing {{Patricide}}]]), cares about family and was shocked when [[spoiler: Yorinobu attacked him]]. Adam Smasher, on the other hand, is a sadistic misanthrope who revels in collateral damage and considers mercy to be disgusting, and is single-handedly responsible for the DownerEnding of the spinoff ''Anime/CyberpunkEdgerunners''.

* ''VideoGame/Cyberpunk2077'': Saburo Arasaka is an Imperialist who rules one of the most powerful corporations in the world and yet, despite his treatment of his son ([[spoiler:who succeeded him after committing {{Patricide}}]]), cares about family and was shocked when [[spoiler: Yorinobu attacked him]]. Adam Smasher, on the other hand, is a sadistic misanthrope who revels in collateral damage and considers mercy to be disgusting.

The leader was Fox, a DarkActionGirl, Machiavellian schemer, and CulturedBadass with an interest in philosophy. She married another villain out of love, and turned out to be a competent and loving mother while never losing her ruthlessness. One of her subordinates in the Pack included Hyena, an AxCrazy killer who gradually abandoned her own human traits. By comparison, Fox was saint-like. The closest think Hyena had to a loved one was her lust for Coyote, a hunky (in her eyes) robot.

* ''Film/XMen'': While Magneto has a tragic past and genuine respect towards Charles Xavier, his henchman Sabertooth (and later Pyro as well) is just a sadistic thug who enjoys making his enemies suffer.

* ''VideoGame/MassEffect3'' gives us Kai Leng, TheDragon to the Illusive Man. While the Illusive Man is a xenophobic hypocrite, he at least stood against the Reapers, making him a WellIntentionedExtremist, until he got brainswashed, anyway. Kai Leng, on the other hand, is just a xenophobic bully who gets off on killing aliens and is perfectly prepared to kill humans, too, if it suits him. On a more personal level, the Illusive Man is [[AffablyEvil impeccably polite]], no matter how far down the rabbit hole he goes, and makes it clear in every encounter with [[TheHero Shepard]] that while he views them as his ideological enemy, [[VillainRespect he has nothing but the utmost respect for them]]. Kai Leng is [[{{Jerkass}} a petty asshole]] who views Shepard as a CategoryTraitor and looks at them with nothing but contempt, even taking the Illusive Man's attempt at a genuine compliment by comparing him to Shepard as a grave insult.

Contrast DragonInChief, which is when a minion is more competent and has more power than their supposed boss, and TheManInFrontOfTheMan, where the minion secretly controls their boss -- in both cases, '''the minion is not truly a minion, so this trope does not apply'''. Also contrast NobleTopEnforcer, where The Dragon is nicer than their boss; MinionWithAnFInEvil, where any minion is nicer than their boss; MoreHateableMinorVillain, when an unrelated minor baddie is easier to despise than the main villain; and VileVillainLaughableLackey, where the minions are more comical than their boss.
