How are the cold gun and Cicada's dagger non-examples? The cold gun (as well as ice-wielding metas) are explicitly stated as countermeasures against speedsters not just in The Flash, but with other Arrowverse shows as well. And Cicada's dagger saps dark matter (source of most meta powers in the franchise) that causes De Power. It's right there in the descriptions.
