In the sequel, foot injuries drop a character's maximum capacity, so a character can be fine one moment and then get an injury and be suddenly slowed or completely unable to move....

So I the safety of your own base, it might be okay to hobble around encumbered or even overload yourself and spin around to move it somewhere else. But in the wilds, getting anywhere near your weight limit can be a death sentence.

NPC hirelings would load themselves up with multiple suits of armor (since they got first dibs on loot), often ones that they weren't even proficient with because those were the most valuable, then the moment fighting started they'd be immobilized due to carrying more then half a ton of stuff they couldn't use and wouldn't part with.
