This is untrue. The film was scrapped in 1997 due to it having a Troubled Production, Amblimation shutting down, and the film's staff joining Dreamworks. The reason why the 2019 film went for live-action is likely due to Tom Hooper and the new crew having a different creative vision for it than a film by Spielberg that was canceled 22 years ago, rather some devious scheme to appease to the Academy's tastes.
