While Bosch may have been able to win the suspension charges, fighting it would have cost at least 6 months of time and left him with no income (especially relevant as his Maddie was about to begin college). Since he had less than a year left anyway, it was more pragmatic to just throw in the towel and be able to access his pension early. That being said, the LAPD ''did'' contrive to force him out on a minor, trumped up infraction and so Bosch has engaged Haller's services to pursue a wrongful termination lawsuit.
