Given that, the fact that no one was harmed, and no one actually suffered any loss except for Leo himself (and his family, but none of them seemed overly thrilled with the vacation home anyway), the authorities may have simply decided that there was no public benefit to going through with a costly prosecution and simply let the matter drop.

But the police would have gotten a call from the hardware store about the massive quantity of stolen black powder. They would have connected this to giant explosion. Even if Bob declined to press charges for the attempted murder and the family refused to testify, the police could have pursued the charges on the assumption that the family was just protecting him. And they would have had good reason to. It was only through sheer luck that none of the family was in the house.
