*** To be fair... Robocop didn't 'throw' him out the window. He punched him, and the guy was hit so hard he flew out the window on his own. Yes, still excessive, but it could easily be written off as an accident. Bear in mind this is still Robocop's first night on duty, there might still be some glitches in his system

While I don't deny cops have the right to use lethal force, Robocop has outstanding targeting abilities and would be perfectly capable of putting a round into a criminals kneecap, taking them out of the fight without a kill count.

*** ED-209 was a military product (Dick Jones outright mentions it) and quite obviously not designed for urban pacification. OCP was going to put them as substitutes for cops as a "kill two birds with one stone" kinda of deal, live testing the robots in order to sell them to the army, while at the same time quickly cleaning up Detroit in preparation for their takeover.

*** It's probably legal, given how highly publicized and praised him throwing the guy out the window was, and how car anti-theft systems that kill the would-be thief are legal. Harsher treatment of criminals seems to be the norm.

** Perhaps it usually just falls off when it's not being supported by the helmet being screwed on, but they have that happen offscreen so that it doesn't ruin the drama of the moment. The first time he takes his helmet off especially, it kind of would have messed up the emotional impact of the scene if, after unscrewing the bolts, you saw the chinguard go toppling off, clank off his chest, and go bouncing across the floor as it landed.
