Scrooge might have some political sway as the richest duck in the world and he could have done it more for the principle of the thing, but America hasn't reached ''this'' level of corporatocracy (yet) that Scrooge could ever actually make the people he gave coal to actually pay for the coal he left in their homes. Not only that, but the bill is proof that he (or at least someone on his behalf) broke into their homes with the intent of profiting off of people.
