** Shaundi's ex-boyfriend Veteran Child, despite being the most harmless of the Sons of Samedi, is hardly the most pleasant. When ordered to kill Shaundi by the General, he has no hesitation or remorse in attacking her and using her as a human shield while sending The Boss to a few bungled traps. As a radio DJ before his death, he hypocritically expresses his disdain for the boyfriend in the song "Face Down" by Music/TheRedJumpsuitApparatus, but is still bitter enough over his breakup with Shaundi to go on [[HeManWomanHater rants about women]] and dedicates Plain White-T's "Hate" to as a diss track to Shaundi.

Another re-evaluation on my part – while Killbane is The Scrappy, it seems the writers intended for him to be Evil Is Cool, even if they fumbled in the execution. As with Veteran Child, despite sounding like this trope on paper, comes off a too much of a Karmic Butt Monkey in the second game.

** Eddie "Killbane" Pryor is the egomaniac leader of the Luchadores; after Philipe Loren's death, Killbane [[TheUsurper bullies his way into control of the Syndicate]], murders Kiki [=DeWynter=] when she continues to mouth off to him, half heartedly trying to console her grieving sister. Killbane destroys the bridge to Stillwater and has the Saints framed to start a smear campaign, while [[VillainWithGoodPublicity becoming a celebrity of Steelport]]. He previously humiliated his former partner Angel De La Muerte by unmasking him. When beaten and humiliated in a fight against the Boss, Killbane orders his gang to wreak havoc on Steelport.

* ''VideoGame/SaintsRow2022'': [[BigBad Atticus Marshall]], Founder and CEO of Marshall Defense Industries, is a ruthless narcissist, which easily slips past is reasonable front. This can see the Boss unceremoniously shooting Marshall dead, or firing him at his board meeting.

Looking back on Sharpe, as cold blooded and hateful as he is, he's Evil Is Cool insofar as he's the most competent member of his nephew's gang, and was the one who caught onto the infiltration.

* ''VideoGame/SaintsRow'':
** [[BigBad Richard Hughes]] is a corrupt and condescending mayoral candidate for the Stillwater election. With his plans to clear out and redevelop Saints Row at [[KillThePoor the expense of the lower class]] is criticized, he uses growing gang violence to gain public support. When the Saints come out on top, Hughes has Julius arrested to strongarm the Saints into killing his political rival, and later thanks "[[PlayerCharacter Playa]]" for killing his ally Chief Monroe to distract negative attention away from him. He plans to have them killed before his yacht explodes; while "Playa" ultimately survives, Hughes is posthumously seen as a [[VillainWithGoodPublicity martyr for gang violence]] as the result of his death.
** William Sharp is Joseph Price's contemptuous and sociopathic uncle. The true [[DragonInChief brains behind the Rollers]], he's using his nephews gang to further his own ends and looks down on just about everyone. Upon finding out Lin is a spy, he has her kidnapped and tortured. Upon capturing "Playa", he shoots and mortally wounds Lin before trying to drown both in a car, with Lin dying.

Looking back, Kazuo has enough mitigating qualities for this trope; he is genuinely badass and formidable as an opponent; is played more as an intimidating figure compared to a hated one; and his mourning Jynuchi is played somewhat for sympathy.

** [[ControlFreak Kazuo Akuji]] is the Oyabun of the Ronin, who despite appearing more mature and intimidating than Shogo, is more unpleasant, [[SmallNameBigEgo arrogant and incompetent]] than his son. Upon taking control of the Ronin, his short sightedness end up ensuring its downfall; such as cutting off Ronin's ties to Ultor and refusing any advise when he's not in total control of the situation. As the Boss takes down Akuji's operations, Kazuo [[NeverMyFault blames his own failings]] on Shogo, who he [[AbusiveParent treats with disdain]]. When fought, the Boss has Kazuo's death [[PayEvilUntoEvil drawn out for the satisfaction of humiliating him]].

The ''VideoGame/SaintsRow'' series has plenty of villains, rival gangsters or otherwise, many of whom exist to provide an engaging challenge for the Saints, and The Boss ("Playa" in the first game) to overcome. Others seem to exist to provide cantharis for the Boss to fight[=/=]kill.

In retrospect Satan was too theatrical to inspire real hatred; Cyrus similarly shifted from hateful, comedic to having enough redeeming qualities when he becomes a “Homie”. On that note, Vereran Child was also considerably softer and mellow in the fourth game.
