Jamie being a HalfHumanHybrid, and one with especially strong ties to his non-human side at that, him spending his formative years with that same non-human species (the seals) wouldn't necessarily be the same as an ordinary human living those years with only animals for companionship. He'd still have to re-learn English, but that's potentially more akin to a child learning a second language (which is actually relatively easy for children that age), not a child with ''no'' language.

This is especially important for learning language, where if a child doesn't learn to speak by a certain age then they usually don't learn to speak at all.
