The dystopia didn't start with the Sheriff; things were bad (if much better) even under King Richard, and before him there were 200 years of climate disasters, riots, and social issues made worse by greedy tyrants at the top all over the world. Viewed through this lens, Old London during the floods having a subway with an AI that traps vandals inside the cars or locks people in if they're arguing and only lets them go when they make up isn't a clumsy way to get across a moral about listening to each other; it's a sign that [[HappinessIsMandatory they had some serious problems]].
