** Apparently they bombed Taiidan homeworld into ruins over rather petty border squabble. They have Second Core-powered flagship, and their willingness to use excessive power just to make a point horrified Galactic Council. Hiijarans were ordered to surrender Second Core to Bentussi and disarm most of their fleet; Hiijarans pretended to comply, but actually tried to ambush Bentussi when they appeared to took over the Second Core (it failed, and Hiijarans fleet was destroyed completely). So yes, Hiijaran empire was cruel and treacherous, and no one was unhappy when admiral Riesstiu (not the emperor yet) kicked them out from Hiijara and forced to go to Kharak.

Now remember how the Naggarok got infected: using an experimental hyperdrive to make an extra-galactic jump. There is a very good chance that the Bentusi evacuees unwittingly threw themselves into the very same FateWorseThanDeath that they were trying to avoid.

** To make it worse, the original game's manual explains that Kharak was dying, and the Mothership was the ''only'' hope for the Kushan to survive. While the Mothership had to be launched anyway, had the scrolls been deciphered and revealed the treaty the Kushan would have been able to improve her defenses and increase Khakak's missile defenses, that exacted heavy losses on the Taiidan armada.
