They know that Lonnegan is extremely suspicious, and they take extra care to ensure that all his suspicions are allayed: e.g., when he wants to meet Hooker's supposed partner at his Western Union office, they take over an actual Western Union office and meet him there, disguising the real manager's desk so it looks like the conman works there. Lonnegan is reassured that it is what it seems to be.
