When they finally do start to take down Frank's gang members, it's a rather clumsy "off the books" operation and they appear to lose almost as many on their own side as gangsters killed. At one point, Frank drives up and shoots a police officer in broad daylight, in front of a funeral full of other cops, who just watch as he drives away.
