It's a chaotic society, populated by imperfect beings who frequently squabble, gamble and annoy each other. But since they accept each other because of their imperfections (not in spite of them), they are all able to pull together whenever the need arises, such as rescuing a shipload of refugees. The High Evolutionary fails, or more likely chooses not to, understand this.
