Due to living in isolation in a dangerous part of the world, Izuku sees his powers as weak or acceptable at best, however when high ranking members of the Adventurer's Guild find out about it, they tell him to take a test, having learned he doesn't know what the scale actually is. Ochako isn't too different, having spent much of her life in the country, and thus not entirely understanding just how powerful her Gravity Magic is due to a lack of people to compare to. Vice Guildmaster Shota Aizawa is absolutely annoyed at the two of them, noting that the latter's Gravity Magic is easily in the upper tiers once she trained it properly, and Izuku's unusual combination of THREE different magics (two of which he can't use properly yet) is enough to make him want to quit on the spot just from the sheer bullshit of it all.
