Misuse; Frollo's established to pretty much only fear Hell and will put up with literally any crap to avoid it, including the actual possibility of dying, so nothing could be a worse punishment for him. Plus he wasn't really trying to stop Quasimodo from killing him, he was just shocked that he "broke free" from the latter's ideology all of a sudden.
