A Chinese agent who was a reoccurring enemy of Jack Bauer. He originally wanted justice for the Chinese consul, who was accidentally killed during a raid led by Jack Bauer, but after he failed to break Jack, he decided to use Jack for something else...

A Chinese agent who was a reoccurring enemy Head of Jack Bauer. He originally wanted justice for Security at the Chinese consul, who consulate in Los Angeles. When Consul Koo Yin was accidentally killed during a raid led on the consulate, Cheng was appointed by Deputy Consul Su Ming to lead the investigation. Cheng eventually learned from Howard Bern that Jack Bauer, but after he failed to break Jack, he decided to use Jack Bauer was behind the attack on the consulate and captured him at the end of Day 5. He was responsible for something else...the torture of both Bauer and Audrey Raines. His acquisition of the Russian FB subcircuit board sparked an international incident between the United States and Russia.

Over the years, Mandy proved to be a formidable adversary to the agents of CTU Los Angeles. She seemed to have spent most of her time completely under the radar, surfacing only to cause havoc at a critical moment, then vanishing into obscurity once more. She alternately collaborated with an international oil consortium and fundamentalist Islamic terror cells, apparently loyal to none but herself.

On Day 4, Mandy was finally apprehended by CTU for her role in helping Habib Marwan kidnap Secretary of Defense James Heller. In exchange for her cooperation in stopping Marwan, she was granted a presidential pardon for her many crimes, including the attempted assassination of President David Palmer.
