While Aya isn't a sympathetic character, most of her unpleasant actions are related to shoddy journalistic work, and she shows herself as fairly friendly towards most characters she doesn't have a pre-established grudge with (as shown with Cirno, Kosuzu or to a lesser extent Reimu). Punch Clock Villain and Immoral Journalist tropes describe her character better than an outright Jerkass.
