One of the Lizards states this while in the stocks, bringing up that they steal only because they're being left to starve while the cats take the majority of Third Earth's resources. So for all of Claudus's impassioned preaching, he's ultimately putting himself and the cats on a pedestal they don't deserve other than being the ones to defeat Mumm-Ra.
