The first two Witches met in the main storyline show how they could have done it: first, they look no different from the average human, and it could be surmised that other Witches are the same in appearance, and second, one way they could still use magic in public while hiding their secret identity is if they claim they are a Sorceror [[spoiler:as Deanna demonstrated]].
