While Eggman is Sonic's most iconic and persistent foe, he is outheinous by several inhuman villains such as Mephiles the Dark and THE END and has a couple of Pet the Dog moments in a few of the games. Other versions of him however, such as the one in the recent live action movies and Sonic the Hedgehog (Sat AM), thanks to a mix of him getting Adaptational Villainy and having far less competition in the heinous factor coalify for Humans are the Real Monsters trope.
