An eye-patch wearing, lion-like humanoid who is obsessed with nobility to the point of believing that he himself was the only one worth being called a noble. Arrogant and condescending, Leon gives little thought to the lives of "common people".

A mining magistrate during the reign of UsefulNotes/TokugawaIeyasu, Ōkubo wishes to conquer Tokyo in order to bring it back how it was during the Edo period. He's the main antagonist of ''Sakura Wars 4''.

* HistoricalVillainUpgrade: His real life counterpart was an infamous warlord. In this game, he's a genocidal demon bent on spreading chaos and laying waste to New York.

* DudeLooksLikeALady: Ranmaru looks and sounds very feminine, but is really a male. Unlike Subaru, his androgynous appearance is justified: Ranmaru's real life counterpart was Nobunaga's lover.

* PsychopathicManchild: He actually throw tantrums against the New York Combat Revue.

* ExactWords: Her deal with Anastasia is to bring her the Amamiya Kunisada in exchange of reuniting her with her dead parents. Anastasia fulfilled her end, and how did Yaksha fulfilled hers? Attempting to kill her, stating that she will reunite her with her parents... by killing her and reviving them as her minions.

* OverarchingVillain: He fought on three different occasions throughout the story before he is finally killed.
* ScaryTeeth: He posesses shark-like sharp teeth.
* SlasherSmile: The sharp teeth helps.

* RedemptionEqualsDeath: Subverted. Although she seemingly dies after she breaks Klara out of Kaminski's brainwashing, Leyla shown to be alive and well in the epilogue.

A tall, muscular brute with chalk-white skin and an orange mohawk, Rasetsu prefers to cause outright destruction and mayhem. He is the younger brother of Setsuna.

Setsuna appears as a male human 10-year old child. Cunning and manipulative, Setsuna targets his victims' weaknesses before he strikes. He is the older brother of Rasetsu.

!!President G/Genan Sotetsu

President G is the Secretary-General of the World Luxury Operatic Federation, the organization which is involved in the Combat Revue World Games. In truth, he's actually a demon named Genan Sotetsu, who is aiming to bring the Archdemon to our world.

* OneWingedAngel: At the end of chapter 6, he uses the Amamiya Kunisada to transform into his true form, Genan Sotetsu.

* DiscOneFinalBoss: At the end of chapter 7, Sakura fights Yaksha one last time, which leads to the latter's death. But there's one more villain the Flower Division has to face: Genan Sotetsu.

* RedemptionEqualsDeath: She seemingly dies after she breaks Klara out of Kaminski's brainwashing. [[spoiler:However, she's shown to be alive and well in the epilogue.]]

A Russian girl who was made as a human-demon hybrid subject alongside her sister Klara, Leyla gets ''adopted'' by Kaminski as part of his parents to put the world at peace under his rule.

* BrokenPedestal: Genan's villainous actions end up killing the reverence Anastasia Palma once had for him as a ParentalSubstitute. By the end of the film, she decides to side with the rest of the Flower Division and help destroy Genan for good.

* ObviouslyEvil: Even before he reveals himself to be Genan, he does an EvilLaugh in his first scene while gloating over the Imperial Combat Revue's poor condition.
