He was a busy person, and so 1138-b cared for her instead. But then the sisters escaped. Tia was heartbroken, and she decided to find her mommy. Fortunately for her, by that time the cult moved its operations closer to Radio City or she would've never reached the place alive. There she found an old army captain who pitied her and took care of her. But he wasn't her mommy. So she continued searching.

She was trained as an assassin, and from the age of twelve until she was sixteen she was a mercenary. However, her adoptive father amongst that cabal was a religious fanatic, and some of his religion's dogma rubbed off her; so, at her sixteenth birthday, she and her sister murdered their guards and ran away, making their way to Radio City. There 1138-a began in her peculiar quest: keeping the balance of the city.

Frank is able to control birds. The average pigeon, crows and seagulls that make up the avian population of Radio City are his allies. He can control what they think and do, and do that quite well. He is also able to split his form into a small flock of assorted birds, and when regrouped into a large enough flock he reform. These birds, however, are absolutely normal birds. They get cold, give birth, hunger and things city birds are wont to do. Frank, when he is controlling them, feels such things as well. It can feel pretty bad when a bunch of birds are burning to death at the same time, you see! Frank himself is nothing more than a nonathletic human in poor physical shape.\\
The odd thing is, very little is known about this man. All records of him seem to only exist after he bought a apartment in Radio City. No one knows where he acquired these powers or what his agenda is. A larger increase in bird-related disturbances seemed to occur after he came, but with very little in common. One night, a flock of birds is described as stealing the entire contents of a fruit vendor's cart. The next, some seagulls stop a petty drug-addict from knifing a woman. For how mundane the man seems to be, more about him should be apparent...
