Given that he is shown taking a photo with his Togepi and that this doesn't actually raise friendship levels, it's quite likely he was doing this for fun with Togepi.

However, unlike Purple Eyes and Darkrai, Volo [[KarmaHoudini never received any punishment for his crimes whatsoever]], while Purple Eyes is ultimately disposed of by Arceus itself, while Darkrai gets his memories erased after being attacked by Palkia.
