He then gains control over the Seraphim to try to use them to defeat the crew, only for Stussy to reveal herself as a mole working for Vegapunk and incapacitates him and Kaku from behind leaving them at the Straw Hats' mercy. Once backup arrives and Admiral Kizaru engages Luffy, Lucci tries to go against Zoro believing with Kizaru there the crew will be killed. He fights agaisnt Zoro hoping to at least take down an Emperor's second-in-command but gets defeated by him as well.]]

* HeartIsAnAwesomePower: Blueno's Door-Door Fruit (Doa Doa no Mi) powers lack destructive capabilities, but can do wonders in his hands (turning anything into a door, effectively allowing the user to walk through walls). They're actually useful for the kind of stealthy black ops work [=CP9=] usually does, but don't seem very effective in a straight up combat scenario... and then Blueno starts using them to teleport by opening doors in reality, or turning his opponent's body parts into spinning doors.

* TheAllegedBoss: He may be the boss of [=CP9=] on paper, but because he's such a cowardly piece of crap, his agents don't respect him. When a chained Franky bites him, the other members don't bother doing anything until he directly orders Kumadori to help him. Chimney even mistakes him for Lucci's manservant (before that actually became true).

On a morality level: the Marines tend to vary greatly in morality with some more ruthless, others more merciful, and even some with skepticism of the World Government. Whereas Cipher Pol tends to be more ruthless and loyal to the World Government.
** To the Revolutionary Army, especially in terms of their relationship to the World Government. While the Revolutionary Army fights against the oppression of the World Government and especially the World Nobles, Cipher Pol is loyal to the World Government with [=CP0=] working under the World Nobles. As such, while Cipher Pol deals with political threats to the World Government, the Revolutionary Army simply ''is'' a political threat to the World Government. Most starkly, Revolutionaries will either assist or give encouragement to those suffering under oppression, while Cipher Pol will turn a blind eye to any World Noble actions.
* ResignationsNotAccepted: [=CP0=], at least, appears to be of the opinion that allowing anyone to leave the organization and live sets a bad precedent. For this reason, they decide to ensure that [[spoiler:Who's Who]], a former [=CP9=] agent who escaped prison after failing an assignment, does not survive [[spoiler:the Onigashima Raid]] -- even though what information he may possess in the present is several years out of date and thus not a threat to the World Government.
