A low born man who has ascended high due to his focus on science and technology during the current Industrial Revolution. Though most of his history is a mystery, he has great hatred for the dying magic and wishes to bring the Industrial Revolution to the world.

* DoesNotLikeMagic: And how! Bred considers magic to be finicky, unstable, and too unpredictable in comparison to science and technology.
* FantasticDrug: Mermaid's Blood he had created is made by synthesizing black pearls, and is so strong the addicts are capable of tearing each other apart to get more.
* FreudianExcuse: He was born a commoner in an Empire that is pretty class conscience and it's clear Imperial Nobels view him as an upstart. It's obvious his upbringing and what he must have done to earn his promotions to his high positions are due to this harsh history.
* FrickinLaserBeams: Bred Regan pulls out a futuristic LASER GUN out of nowhere to everyone's shock, in-universe characters and audience alike and defeating a Cursed-God Mode Kai which was, up until that point, thought to be unbeatable.
* GoodSmokingEvilSmoking: He always has a cigar, and is a ruthless man who wants to destroy all magic.
* HeroKiller: He orders the assassination of his long time enemy Gray Enfield.
* TheMagicGoesAway: He would certainly like this to happen and is actively helping to extinguish it. In his defense, he believes, much like the Dwarves, the world will be a better place for it.
* MagicVersusScience: Bred Regan also believes all magic is unfair or too limited, and wants all of it to be destroyed, even when his superiors would prefer to capture the Ambrosia wielders alive.
* PreAssKickingOneLiner: "''If Godly power can never be known or measured by mortal minds, then science, is something that Gods never even dreamed of!''". Right before he pulls out a ''Laser Gun'' and blasts a God-Cursed Kai into oblivion.
* TheSocialDarwinist: Bred Regan is one of these, since he climbed into the ranks of the empire from a mere commoner using only his skills. He also believes he and the empire have every right to abuse and destroy those who are conquered by virtue of being weaker than them.
* VillainRespect:
** He had this toward the Gray Enfield who he considered an arch-enemy. He was furious when he discovered someone was masquerading as him who was sub-par to his legacy claiming the "real Gray Enfield would've killed him already"
** Bred didn't care for Kai until he used actual science to save himself who, up until that point, he despised for masquerading as Gray. Seeing his scientific intellect, he changed his mind and believed Kai was worth keeping an eye on.
* WellIntentionedExtremist: Bred Regan believes that science is morally superior to magic, since it is fair and works for all instead of being subject to the whims of gods. To that end, he wants to destroy all magic, despite the orders of his superiors.
** Of course, there's more than a little hypocrisy here, as his "fair world" involves him torturing people to create a drug that he uses to enslave the survivors.

A subordinate of Bred Regan, she is very loyal to him and even takes his orders without question when they contradicted the Imperial Court's direct orders.

* DarkSkinnedBlonde: She fits the typical dark-elf look far better than Regan.
* HeroKiller: She hired the Ghoul (under Bred's orders) that poisoned Grey Enfield.
* NiceJobFixingItVillain: She failed to collect the body and prove Gray Enfield's death which allows Kai to masquerade as him as much as he can.
* TheDragon: Appears to be this to Bred Regan

!!Dr. Velanto
A scientist and chemist for the Empire who's more akin to a mad scientist. He is not a nice man.

* BrainFood: He's a Bloosucker who eats the brains of others to obtain their knowledge.
* FourEyesZeroSoul: Dr Velanto wears ScaryShinyGlasses, and has no problem using ''Sarin gas'' on his own troops if it means damaging the enemy as well.
* ImAHumanitarian: Gains knowledge by eating the brains of his victims.
* MadScientist: A deranged cannibal who seeks to create the most destructive methods to get the Dhala empire on top of the entire world.
* MagicVersusScience: Dr Valento, the dark elf chemist, sees science as a direct defiance of magic, and wants nothing more than to use his science to face magic and win.
* ScrewThisImOutOfHere: After seeing his plans fail, he leaves and ditches his military escort to die. What a team player
* TheUnfettered: He doesn't let things like morality get in his way of obtaining knowledge.
* WeHaveReserves: Valento convinces the dark elf generals to shell their own men because ordering a retreat order first would warn the enemy. Then when the battle turns, he casually escapes and leaves them behind.
