While he could seize the opportunity to kill the current holder of One For All and snuff out the biggest threat to his master forever, he instead converses with Midoriya regarding his frustrations with Stain. It's later revealed that he was completely ignorant about One For All or his master's obsession with it, and thus had no idea he technically had an opportunity to kill the biggest obstacle to his dream of destroying society, seeing Midoriya as just another All Might fanboy amongst thousands. [[spoiler:However, when he's later made aware of the importance of One For All, by that time the vestige of All For One has started taking mental control over him, and adamantly refuses to allow him to do anything that will destroy the Quirk before it can be absorbed. When the heroes assemble against the villains in a massive ambush, Tomura can be seen struggling to put his hand on the ground and unleash his [[NoBodyleftBehind Decay wave]] against them to wipe them out in a single move, only for it to refuse to move because Izuku is also in the line of fire.]]
