* AffablyEvil: He generally acts like a pretty nice guy who genuinely believes in making a better world for people with difficult Quirks and is fine with being the butt of jokes. But he kills his secretary, Miyashita, over a difference in opinion and thinks nothing of casually ordering a crime wave as a diversion, making his outwardly friendly attitude seem even more jarring. The fact that he genuinely weeps over killing his secretary and the way he's noticeably colder when interacting with other members of the QLA makes it difficult to discern what his actual personality is like.

->''"Liberation over suppression. Wielding one's abilities freely seemed like it should be a basic human right."''
-->'''--Detnerat CEO''', Chapter 218
Originally created and led by the notorious Destro years ago, the Meta Liberation Army was a powerful organization of villains who believed that using their Quirks should be a fundamental human right and that society is wrong in attempting to regulate it, resorting to terrorism to make their point. Eventually, they were defeated and Destro and several other members were arrested, causing the group to be disbanded. While in prison, Destro released his manifesto to the world before killing himself in his jail cell. Unbeknownst to the police and even Destro himself, Destro had a child who leads a modern incarnation of the Meta Liberation Army, and intends to carry out his legacy and plans.

* YourTerroristsAreOurFreedomFighters: They, along with the people who agree with Destro's autobiography, consider themselves freedom fighters for Quirks. Most people consider them terrorists who just killed innocent people.

The yet to be named President of the Detnerat Company, which is dedicated to creating individual items fitting people with Quirks that make them unable to buy anything standardized. Or at least that's how the public knows him. Secretly he's the only son of the infamous villain Destro and one of the leaders of the modern Meta Liberation Army.
----
* AffablyEvil: He generally acts like a pretty nice guy who genuinely believes in making a better world for people with difficult Quirks and is fine with being the butt of jokes.
* BerserkButton: Making fun of Destro and the ideals of the Liberation Army is enough to make him resort to murder.
* ContrastingSequelAntagonist: ArcVillain version to Overhaul. Overhaul hid his face and hated people for their uncleanness, had an alliance with the League of Villains despite their differences, and despised Quirks enough to attempt to rid them from society. The president is a personable person who doesn't wear a real mask even in his villain costume, seeks to destroy the League of Villains from the get-go, and believes that Quirks should be celebrated rather than surpassed and controlled.
* DisproportionateRetribution: His assistant calls Destro's book "terrible" and the Liberation Army terrorists. The president kills him on the spot.
* EstablishingCharacterMoment: He first appears as a very lovable person who even accepts his secretary Miyashita making fun of him, but when he makes a foul comment about the Liberation Army, the president [[NeckSnap snaps his neck]], then cries TearsOfRemorse over having killed someone who he trusted enough to introduce to the Liberation Army.
* FacialMarkings: He has some that shift across his face. Normally, they take the form of two dots on his forehead, but they blend together while he's killing his assistant. When he meets the rest of Destro's children, the marks shift into a DominoMask similar to Destro's.
* FiveSecondForeshadowing: In the fourth panel he appears in, the way he holds up his arms casts a shadow across his face that looks exactly like a traditional villain bandana mask while he bemoans the suffering of those with Quirks. Not five pages later, he reveals himself to be a villain and a part of the Meta Liberation Army.
* ForeheadOfDoom: He's self-conscious about his widow's peak, asking his assistant to edit his commercial to hide his forehead. He does seem to take it in stride, though.
* KickTheDog: Well, kick the cat person, but he immediately kills his secretary when said guy says that Destro was just a terrorist.
* MaskOfSanity: He seems like a completely normal and balanced person, but as soon as someone mentions Destro, he can become deranged such as how he quickly killed his secretary for his comments on the Liberation Army.
* TheOnlyOneAllowedToDefeatYou: He wants to see the League of Villains destroyed himself, rather than letting heroes or other villains do it for him.
* SinisterSchnoz: That massive hooked nose just screams 'villain'.
* ShoutOut:
** He's more or less what would happen if [[ComicBook/NormanOsborn Norman Osborn and the Green Goblin]] were forced to share one single design. His design also includes elements from ''Franchise/{{Batman}}'''s villains Penguin and Joker.
** The way he callously kills his secretary but evidently both mourns and regrets it is disturbingly similar to the scene in ''[[Film/AvengersInfinityWar Infinity War]]'' when [[spoiler:Thanos kills Gamora to obtain the Soul Stone in order to advance his goals.]] Fitting since they both believe they're doing this for "the greater good."
* VillainWithGoodPublicity: His company, and him by extension, are known to the public as strong supporters of those whose Quirks make day to day life difficult and have recently branched into developing hero support items.

->''"He called himself Destro-- the one who would destroy the status quo."''
-->'''--Detnerat CEO''', Chapter 218

The leader and founder of the original Meta Liberation Army and an infamous villain who carved his way into history along with Oji Harima and All for One. He was eventually captured and authored an autobiography in prison before committing suicide. The principles expressed in said autobiography continue to influence people in the present, much like Stain's beliefs.
----
* AnimalMotifs: The "Meta Liberation Army" has one in the form of mice which can be seen on Destro's arm patch. This also seems to be a reference to the InUniverse theory that [[spoiler: Quirks came from rodents.]]
* ChekhovsGunman: He was mentioned in chapter 171 by Gentle. But his legacy becomes important from chapter 218 onwards as some people sympathizing with his ideals begin to rise.
* ClassyCravat: Wore one as seen on pictorial depictions of him.
* CoolMask: Destro wears one that looks like a black blotch. The mask even appears on the cover of Destro's autobiography. It may actually be FacialMarkings, as the CEO has something similar on his face.
* DrivenToSuicide: Destro eventually killed himself after publishing his books from jail.
* GreaterScopeVillain: The Detnerat CEO worships this guy and is currently running covert operations in his name.
* MeaningfulName: 'Chikara' means 'Power' or 'Influence'. Despite Destro having died years ago, his autobiography and ideals still influence people like Teruo and he still wields power through his children.
* PosthumousCharacter: He committed suicide while imprisoned several generations before the main story began.
* ShoutOut:
** The "Meta Liberation Army" is one to ComicBook/{{Magneto}} and [[Characters/XMenBrotherhoodOfMutants his Brotherhood of Mutants]]. Their goal is to liberate Quirks from government regulation and let people use their powers freely, which is similar to Magneto's motivation in most comic continuities.
** His Villain name is the same as the [[Franchise/GIJoe G.I. Joe]] villain Destro.
* WellIntentionedExtremist: Destro believed that using Quirks should be a fundamental human right and raised an army of insurgents against the Government. However, he was criticized for promoting terrorism.

A disgruntled office worker inspired by Destro's autobiography. He plans to get revenge on his company by using his Quirk, "Shame".
----
* BlessedWithSuck: His Quirk allows him to grow stronger, but only when he's embarrassed.
* ButtMonkey: He'd apparently been treated badly at work, decided to humiliate himself to use his quirk for revenge, and then gets casually stomped by a hero who just happened to be passing by. It is not good to be Teruo...
* CurbStompBattle: Hawks gets him while walking down the other side of the street and holding a conversation with Endeavor.
* EmotionalPowers: He's a bit like the Hulk, but with shame instead of anger fueling his powers.
* NakedPeopleAreFunny: Tried to invoke this by stripping and letting people see/mock him so he'd become embarrassed enough to fight. Hawks knocks him out before he can.
* RoaringRampageOfRevenge: He ''tries'', but Hawks beats him before he can even get started.
* SuperStrength: But only when he's feeling particularly humiliated.
