The leader of a group of purse snatchers and thieves who are field-testing some of the MLA's black market equipment.

* KnowWhenToFoldEm: He spent months scoping out a target street to determine the best time for a crime spree without the interference of heroes, and as soon as a wrench is thrown into that plan he tries to have his group retreat. It proves to be a valid concern, though not an effective one, as Bakugo promptly decimates his minions while they try to flee.
* MakingASplash: He can control water, but only if it's carbonized. Despite this weakness he manages to accumulate enough of the stuff to create a street-sized tidal wave and wears pressurized gauntlets full of the stuff for more direct confrontations.

* TrickedOutGloves: He wears a pair of bracers that can pressurize the carbonized water he uses and fire it out in concentrated jets powerful enough to shear through light poles. They also collect combat data to feed back to their creator and are rigged to self-destruct if their user is defeated.

* UnderestiamtingBadassery: Makes the mistake of considering Bakugo and Todoroki to be mere schoolchildren, despite the fact that they have their provisional hero licenses. Cue a beatdown that doesn't even take a chapter.

* BerserkButton: Making fun of Destro and the ideals of the Liberation Army is enough to make him resort to murder.

* FacialMarkings: He has some that shift across his face. Normally, they take the form of two dots on his forehead, but they blend together while he's killing his assistant. When he meets the rest of Destro's children, the marks shift into a DominoMask similar to Destro's.

* MeaningfulName: 'Chikara' means 'Power' or 'Influence'. Despite Destro having died years ago, his autobiography and ideals still influence people like Teruo and he still wields power through his son.

But he kills his secretary, Miyashita, over a difference in opinion and thinks nothing of casually ordering a crime wave as a diversion, making his outwardly friendly attitude seem even more jarring. The fact that he genuinely weeps over killing his secretary and the way he's noticeably colder when interacting with other members of the QLA makes it difficult to discern what his actual personality is like.

The leader and founder of the original Meta Liberation Army and an infamous villain who carved his way into history along with Oji Harima and All for One. He was eventually captured and authored an autobiography in prison before committing suicide. The principles expressed in said autobiography continue to influence people in the present, much like Stain's beliefs.
