When Mike tells Mr. Waternoose that the whole thing was Randall's fault, Mr. Waternoose gets confused saying Randall as well as also angrily saying "How could this happen?" "Oh, how could this happen?" which pretty much proves that the whole plan was Randall's and there's no proof that he pretends that Randall is behind the plan.
