Once he realizes she is missing, Tui anxiously searches for her. When he discovers her on the beach at the water's edge, you can see fear and concern on his face as he realizes how close she is to the ocean alone and unsupervised. Considering what happened to his friend it's hard to blame him. True, the ocean wasn't going to hurt Moana, but Chief Tui had no way of knowing that.

*WeUsedToBeFriends: Subtly implied with Maui. Both Tamatoa and Maui seem to know each other on a much more personal level than mere fellow mythical figures. When Moana sarcastically remarks that the pair must get along swell, Maui remarks that is no longer true since he ripped off Tamatoa's leg. While this alone could mean anything, Tamatoa is also shown to be well aware of Maui's backstory and why it is so important to him, using it to twist the knife further during his VillainSong. It's quite possible that Maui once confided with his 'friend' his story once, only for Tamatoa to use it as a point of ridicule, enraging the Demigod and causing him to attack the monster.
