Like Henry, both of them had high ambitions and expectations of their daughters and were relatively distant, and both committed some very heinous experiments. The similarities stop there. Rael, even if the experiments were incredibly ruthless, was an attempt to take back the homeworld for Tali. He similarly was distant from her, because he was a leader of the quarian people, and he clearly regretted not being as present in her life as he should have been. While Rael had high expectations of his daughter, Tali explains in Mass Effect 1 that the other quarians had similar expectations of her. While he did use her for his experiments, he did the best he could to shield her in the event it all went overboard, and his failure to protect her is what sets up Tali's loyalty mission in 2. Henry by contrast only saw Miranda as a means to secure his legacy, had already terminated his prior offspring that did not meet his expectations, and he has no trouble trying to kill her in 3. His experiments were made just to satiate his own ego as part of a horrifically misguided Cerberus initiative, and he massacred thousands of innocent people with little-to-no regrets.
