These are made from imprisoned Inhumans who are brainwashed, enhanced, armed, and then dressed in a gross parody of King Blackbolt. After the events of ''Death of the Inhumans'' and the Kree Imperium/Skrull Empire merger, the Vox initiative went into remission, but the threat they posed would live on in the form of the "Vox Supreme" who would come into conflict with Carol Danvers.
