An evil organization from Houou Kaguya Quartz's dimension whom he fights to protect his people. Having initially introduced in the ''Gotchard vs. Legend'' mini-series, they make a full-time appearance as they invade the main Kamen Rider dimension as they look for a certain super weapon to rule both dimensions. \\

The Project Outsiders candidates are villains from previous seasons that Foundation X seeks to recruit to protect humanity from Zein's malice-free regime. Hundred's main trio of Dark Riders, including its boss, use Rider Forms from past series and movies in the same way as the World of Negatives' Riders, as they lead the charge of invading the main Kamen Rider dimension.
