A high ranking KND official whose first and only appearance is in the penultimate episode, Operation T.R.E.A.T.Y. He sets up the treaty intended to stop the hostilities between the KND and the Teenagers, which turns out to be a trap by the Teenagers. Due to him having Numbuh 1 arrested along with 274, the rest of Sector V believes him to be a traitor to the KND. He is eventually revealed to have been fooled as well. [[spoiler:He is in fact a member of the splinter cell, and liaison to the Galactic Kids Next Door.]]

* TheScapegoat: In the comic story, "Operation: S.M.U.G.G.L.E.", Numbuh 1 brings him along on a mission with himself, Numbuh 2, and Numbuh 4 to smuggle corndogs into America (since Mr. Fizz had made it illegal for American children to eat them) and let Numbuh 13 have one. When Mr. Fizz came to inspect their boat, his men didn't find any, except the corndog Numbuh 13 had, so Fizz arrested him. Numbuh 1 planned from the beginning to use Numbuh 13 as a scapegoat and have him apprehended by Fizz, so his bumbling would keep Fizz too preoccupied to stop Numbuh 3 and Numbuh 5, who were transporting the corndogs in a different boat (though the plan failed because Numbuh 3 ate them all).

** In his first appearance, when Sector V was sent to trade Numbuh 13 for a villain because he had important info for a mission, they were unhappy that they received him because of his reputation as an obnoxious screw-up. Numbuh 3 was willing to give Numbuh 13 the benefit of the doubt, only for him to immediately prove that all the stories about him were true. Numbuh 13 is useless on missions, being incompetent and uncoordinated, but also lacks self-awareness and can be arrogant and overconfident, causing unnecessary problems and harm to Sector V. Eventually, Numbuh 1 tries to bring him back to his team, Sector N, and it is clear that his teammates are happy he's gone, and when they're asked to take him back, they fake being under attack, hang up, and pretend to be a Mexican restaurant when Sector V calls them again. Eventually, when Numbuh 13 accidentally gets himself recaptured by the adults, Sector V is relieved to be rid of him, and the adults are unhappy to have him back, having previously traded him for The Toiletnator, who they similarly can't stand. During the end credits, Numbuh 4 says that he didn't help them at all and Numbuh 3 calls Numbuh 13 a "loser".

* {{Foil}}: To the Toilenator. Both are yellow wearing, imbecilic nuisances who their organizations can't stand, but they still manage to differ in several ways. Ironically, ''Toilenator'' has the more respectable qualities under his belt:
** Toilenator is ultimately a well meaning guy who's muck ups are not just completely unintentional, but is painfully aware of how much of a loser he is and is motivated by wanting to prove himself to his fellow villains, especially Mr. Boss, who he treats as a sort of father-figure. 13 by contrast mucks up constantly without any self awareness and doesn't aspire to be anything more, acting smug and pawning his failures off on other agents.
** Toilenator gets several moments to show that when he buckles down and has motivation/a plan, he can go toe-to-toe with much tougher opponents (even groups of them). And as much as he's disliked, the villains often include him more often than not in meetings and show him kindness from time to time (while mainly to get rid of 13, the trade where he debuts proves the villains would rather have Toilenator than not) because he ultimately means so well. 13 is a useless detriment through and through, no one wants him and he has absolutely zero skill or moments that show that his incompetence and arrogance can be overcome.

* HatedByAll: Numbuh 13 is the single most despised member of the KND that isn't an outright antagonist or a {{Jerkass}} to the point that the whole Kids Next Door organization hates him, and even the adults dislike him for a good reason.
** In his first appearance, when Sector V was sent to trade Numbuh 13 for a villain because he had important info for a mission, they were unhappy that they received him because of his reputation as a bad operative. Numbuh 3 was willing to give Numbuh 13 the benefit of the doubt, only for him to prove that all the stories about him were true. Numbuh 13 is useless on missions, being incompetent and uncoordinated, but also lacks self-awareness and can be arrogant and smug, causing unnecessary problems and harm to Sector V. Eventually, Numbuh 1 tries to bring him back to his team Sector N, and it is clear that his teammates are celebrating him being gone and when they're asked to take him back, they fake an adult attack, and pretend to be a Mexican restaurant. Eventually, Sector V gets him intentionally recaptured by the adults just to get rid of him, and the adults are unhappy to have him back, having previously traded him for The Toiletnator, who they similarly can't stand. Numbuh 3, during the end credits, calls Numbuh 13 a "loser".
** In the episode "Operation I.T.", Number 362 resigned as the supreme leader, so the whole Kids Next Door organization played a game of tag to find the new leader.
