* UngratefulBastard: [[spoiler:Rather than thank Numbuh 1 for saving his life, he celebrates his victory about Father's pipe. This is the last straw for Numbuh 83 and Numbuh 84 since he nearly got his team killed over trying to get it and had to be bailed out by Sector V (who despite having replaced them for the cake mission, ''have'' experience in dealing with Father). 83 promptly [[WhatTheHellHero calls him out over it]], takes the pipe, and hands it over to Sector V to complete the hunt.]]

* AsskickingLeadsToLeadership: As shown in "Operation: I.T." and ''WesternAnimation/OperationZERO.
'', she's no slouch in a fight.

* TheDreaded: To his fellow KND operatives. He has a reputation for being a useless buffoon, and all the members of Sector V (except Numbuh 3) are horrified when they see they're stuck with him.

* HasAType: She has admitted to having a crush on [[WouldHitAGirl Numbuh 4]] and [[StrawMisogynist Numbuh 19th Century]]. So for all her misandry and disdain for boys, she prefers boys that hate her back.

A high ranking KND official whose first and only appearance is in the penultimate episode, Operation T.R.E.A.T.Y. He sets up the treaty intended to stop the hostilities between the KND and the Teenagers, which turns out to be a trap by the Teenagers. Due to him having Numbuh 1 arrested along with 274, the rest of Sector V believes him to be a traitor to the KND. He is eventually revealed to have been fooled as well. [[spoiler:He is in fact a member of the splinter cell, and liaison to the Galactic Kids Next Door.]]

* GoodIsNotNice: Even though he's a KND operative, he is more unpleasant than Numbuh 86 and is rather egotistical to boot.

* CharacterizationMarchesOn: She has a distinctly [[CanadaEh Canadian]] accent in her debut episode, which is almost entirely absent in subsequent appearances.

* OnlyFriend: At the end of "Operation: S.L.U.M.B.E.R." Number 3 agreed to be her friend after what happened with Number 12. Seeing as Fanny didn't have any friends before the end of episode, Kuki is the only one she has.

* ClosetGeek: Calls Dr. Time Space and the Continuums (otherwise a nerd-popular show) an awesome show in Operation: "G.I.R.L.F.R.I.E.N.D."

* TomboyAndGirlyGirl: The tomboy to Numbuh 86's and Numbuh 3's girly girl. Fanny is usually very loud, aggressive and confrontational, but she adopts a more fearful and verbally submissive demeanour when around her boss, clashing strongly with Rachel's stern and serious, commanding presence when they interact. Also, Rachel regularly wears a sweatshirt with a samurai-like outfit underneath while Fanny wears an orange skirt, and 86 is the one with secret girly passions like Rainbow monkey's, romances and sleepovers.

* HateSink: In-universe (in her initial appearances at least), she is basically this due to her misandristic attitude, being TheLoad to her own subordinates, and a complete {{Jerkass}} in general. As a result, virtually nobody in the KND tolerates her because of how unpleasant she is, barring Numbuh 3 and Numbuh 12 [[spoiler:prior to the latter's FaceHeelTurn]]. [[Main/DownplayedTrope Downplayed]] in later appearances. She's given more sympathetic and likable traits such as sometimes demonstrating remorse over decomissioning certain operatives, admitting to her faults occassionally, and getting some CharacterDevelopment that makes it easier for others to be around her if not be her friends. This is still counterbalanced though by her going from a misandrist into a complete {{Jerkass}} in general, her [[JerkWithAHeartOfGold heart of gold]] only showing up occassionally.

* KarmaHoudini: The worst Numbuh 86 gets is being chewed out for an apt failure and her own bouts of stupidity, or personally humiliated for a comedy gag. This is in spite of the fact that some of the consequences of her actions nearly allow Chad to decommission innocent operatives without consequences, or numerous other incidents that occur from her impulsive, reckless and often times downright ''stupid'' behavior that would get most other operatives decommissioned or at least severely punished.

* TheLoad: Her debut episode saw her more of a hindrance to Sector V in their pursuit for the fugitive operative due to her incessant nagging and putting down on the boys.

* TheMedic: A flashback to Numbuh 5's second Mission shows 86 wearing hat with a cross and checking on the injured. How she went from a medic to head of decommissioning is not explained.

** In his first appearance, when Sector V was sent to trade Numbuh 13 for a villain because he had important info for a mission, they were unhappy that they received him because of his reputation as an obnoxious screw-up. Numbuh 3 was willing to give Numbuh 13 the benefit of the doubt, only for him to immediately prove that all the stories about him were true. Numbuh 13 is useless on missions, being incompetent and uncoordinated, but also lacks self-awareness and can be arrogant and overconfident, causing unnecessary problems and harm to Sector V. Eventually, Numbuh 1 tries to bring him back to his team, Sector N, and it is clear that his teammates are happy he's gone, and when they're asked to take him back, they fake being under attack, hang up, and pretend to be a Mexican restaurant when Sector V calls them again. Eventually, when Numbuh 13 accidentally gets himself recaptured by the adults, Sector V is relieved to be rid of him, and the adults are unhappy to have him back, having previously traded him for The Toiletnator, who they similarly can't stand. During the end credits, Numbuh 4 says that he didn't help them at all and Numbuh 3 calls Numbuh 13 a "loser".

* TheJinx: Is a bigger threat to his own teammates than any adults.

* HatedByAll: Numbuh 13 is the single most despised member of the KND that isn't an outright antagonist or a {{Jerkass}}, to the point that the whole Kids Next Door organization hates him. The adult villains hate him, too, to the point that they're willing to trade him back to the KND for Toilenator, and become irritated when they find that they've accidentally capture him again.

* HateSink: Unlike most of the characters on the show, he is hated by virtually everybody in-universe (as well as out-universe) for his selfish, insufferable attitude towards Sector V (and possibly other KND operatives in general but his sister) and how he treats his own sector badly. He even makes Numbuh 86 seem nice by comparison. [[spoiler: This makes it all the more satisfying when Numbuh 83 goes off on him, Numbuh 84 stuffs his yo-yo in his mouth, and he even gets decommissioned the following month by Numbuh 5 for his aforementioned unpleasant behavior.]]

* TheKlutz: His defining character trait; a massively clumsy kid who can't even seem to tie his own shoes.

* TooDumbToLive: He starts banging on the C.O.O.L.B.U.S.' buttons while it's in the air, causing it to crash. Thank goodness Sector V had parachutes. Later, while Numbuh 2 is flying the S.C.A.M.P.E.R., he crashes that, too, by pushing a button to find out what it does, even though Numbuh 2 told him not to.

* SmallNameBigEgo: Tie-in media depicts Numbuh 13 as having a ludicrously high opinion of himself, contradicting the reality of there being nothing to back that up.

* HatedByAll: Numbuh 13 is the single most despised member of the KND that isn't an outright antagonist or a {{Jerkass}}, to the point that the whole Kids Next Door organization hates him. The adult villains hate him, too, to the point that they're willing to trade him back to the KND for Toilenatlr, and become irritated when they find that they've accidentally capture him again.

* {{Jerkass}}: Badmouths Sector V ''right in front of his sister'' during his EstablishingCharacterMoment, but she does nothing about it. He later competes in the scavenger hunt to not only win the cake, but seemingly also just so he can beat and humiliate Sector V.
* JerkassHasAPoint: Even though he insults Sector V for their failure to retrieve the cake, he is right about them screwing up. He even says that his sister thinks they're getting "too old" to handle the big missions.

* {{Foil}}: To the Toilenator. Both are yellow wearing, imbecilic nuisances who their organizations can't stand, but they still manage to differ in several ways. Ironically, ''Toilenator'' has the more respectable qualities under his belt:
** Toilenator is ultimately a well meaning guy who's muck ups are not just completely unintentional, but is painfully aware of how much of a loser he is and is motivated by wanting to prove himself to his fellow villains, especially Mr. Boss, who he treats as a sort of father-figure. 13 by contrast mucks up constantly without any self awareness and doesn't aspire to be anything more, acting smug and pawning his failures off on other agents.
** Toilenator gets several moments to show that when he buckles down and has motivation/a plan, he can go toe-to-toe with much tougher opponents (even groups of them). And as much as he's disliked, the villains often include him more often than not in meetings and show him kindness from time to time (while mainly to get rid of 13, the trade where he debuts proves the villains would rather have Toilenator than not) because he ultimately means so well. 13 is a useless detriment through and through, no one wants him and he has absolutely zero skill or moments that show that his incompetence and arrogance can be overcome.

* TheFriendNobodyLikes: Being as LethallyStupid as he is, Numbuh 13 is considered a burden not just by his own sector, but the ''KND as a whole''. It kind of makes you wonder what's keeping him from being decommissioned altogether.
* HatedByAll: Numbuh 13 is the single most despised member of the KND that isn't an outright antagonist or a {{Jerkass}} to the point that the whole Kids Next Door organization hates him, and even the adults dislike him for a good reason.
** In his first appearance, when Sector V was sent to trade Numbuh 13 for a villain because he had important info for a mission, they were unhappy that they received him because of his reputation as a bad operative. Numbuh 3 was willing to give Numbuh 13 the benefit of the doubt, only for him to prove that all the stories about him were true. Numbuh 13 is useless on missions, being incompetent and uncoordinated, but also lacks self-awareness and can be arrogant and smug, causing unnecessary problems and harm to Sector V. Eventually, Numbuh 1 tries to bring him back to his team Sector N, and it is clear that his teammates are celebrating him being gone and when they're asked to take him back, they fake an adult attack, and pretend to be a Mexican restaurant. Eventually, Sector V gets him intentionally recaptured by the adults just to get rid of him, and the adults are unhappy to have him back, having previously traded him for The Toiletnator, who they similarly can't stand. Numbuh 3, during the end credits, calls Numbuh 13 a "loser".
** In the episode "Operation I.T.", Number 362 resigned as the supreme leader, so the whole Kids Next Door organization played a game of tag to find the new leader. No one wanted the position because of the responsibilities, except for Numbuh 13; when he is tagged and declares himself to be the Soopreme Leader, he's immediately dogpiled by a number of operatives; despite how unpopular the position is, no one wants him as a leader and was willing to risk becoming Soopreme Leader just so he wouldn't have the job.

* InsufferableImbecile: Not only completely incompetent and uncoordinated, but also lacks self-awareness and can be arrogant and smug.

* MeaningfulName: His codename/number is this, as the number 13 is associated with bad luck, which he has plenty of. Downplayed in that due to his own incompetence, some of the misfortune he receives, or inflicts on others, is also down to himself and not just bad luck.

* NeverMyFault: Oblivious to his own screw-ups, often blaming them on someone else.

* SmallNameBigEgo: Tie in media depicts Numbuh 13 as having a ludicrously high opinion of himself, contradicting the reality of there being nothing to back that up.

* GoodIsNotNice: The Kids Next Door is an unambiguously good organization out to fight supervillains and systematic injustices that kids face in the world. However, they are prone to solving their problems with violence. It's also KND policy to "decommission" any of their members who turn 13, wiping all memories of them being KND operatives, something that has led to a few agents going rogue and joining the other side out of resentment, something that happened with Numbuh Five's older sister. [[spoiler:In later seasons, it's revealed that this doesn't happen to ''all'' of their agents, the more loyal and capable members like allowed to keep their memories as double-agents among the teenagers as the Teens Next Door.]]

* NiceMeanAndInBetween: Numbuh 86 is mean and Numbuhs 362 and 65.3 are nice and in-between, DependingOnTheWriter.
