That struck me hard as an explicit Knight Templar action, I wouldn't say that action alone moves him all the way to Chaotic Evil or even Neutral Evil. Remember, Chaotic Evil is not essentially more evil than Lawful Evil, and Lawful Evil has just the same potential for Complete Monster levels as the other evil alignments. His actions didn't strike me once as unlawful.
