An international crime syndicate that the Chan Clan have encountered on numerous occasions, unaware of its true scope and power.

* AdaptationalBadass: In canon, the organization was Valmont's private criminal empire and collapsed after his multiple defeats and eventual imprisonment. Here, Valmont’s group is revealed to have been just one facet of world-spanning organization [[spoiler: that is secretly controlling Section 13 as part of a larger agenda]].
* EnemyCivilWar: Their North American branch underwent this following Valmont’s downfall.
* EvilPowerVacuum: Valmont's downfall caused all his underlings in the North American branch to fight each other for control. The chaos only ends when Chang comes over from Asia to start cleaning up the mess and appoint a new leader.
** Section 13 has learned from this, and attempts to take advantage of it when they move in to deal with Chang. [[spoiler: They flip Harold and set him up to be their MoleInCharge… except Harold’s actual been a Dark Hand leader all along, and was just playing Section 13.]]

* MotiveRant: He gives Jackie one during their duel in Chapter 17, explaining his reasons for working for the likes of Valmont and Chang as well as for hating Jackie.
* ShutUpKirk: When Jackie tries to appeal to him to abandon his Oni mask by pointing out that relying on its power means that he technically isn't actually the strongest person around, Hak responds by saying that as long as he beats Jackie, he doesn't care.
