[[folder:Grove Street Families]]
!!Carl "CJ" Johnson

->'''Voiced by:''' Chris "Young Maylay" Bellard

The protagonist of ''San Andreas'' and a former gangbanger representing the Grove Street Families. After his younger brother Brian was killed, Carl moves away to Liberty City to try to escape his past, only to be forced to come home five years later to bury his mother Beverly, who was killed in a drive-by shooting at their own house. Unfortunately, he's picked up by C.R.A.S.H. almost immediately after arriving and is framed for a cop killing (committed by said cops to silence a potential [[TheStoolPigeon Stool Pigeon]]), and dumped in enemy territory. And so begins ''San Andreas''...
----
* AffablyEvil: While he can commit wanton acts of criminal violence throughout the game, on a good day he's actually quite a loving son, brother and friend who is more than willing to cross moral boundaries if it's for their sake.
* AntiHero[=/=]AntiVillain: Depending on how you look at him, he's either an UnscrupulousHero or a noble villain.
* BerserkButton: Being called a Buster (poseur or fake) and if someone messes with his sister.
* DeadpanSnarker: At times. For example, when killing mooks: "Aw, look, I got a gun."
* DrivesLikeCrazy: Supporting characters will often comment on his reckless driving habits during cutscenes or missions. This is probably a case of TakeThatAudience, since even careful players are bound to crash into AI cars on a regular basis. Some of his own car crash banter can either be a potshot against the colliding driver or the player.
* [[spoiler:[[EtTuBrute Et Tu, Big Smoke et Ryder?]]: Happens to him in the mission "The Green Sabre".]]
* EvenBadMenLoveTheirMamas
* EvenEvilHasStandards: The [=OGs=] may be crooks, but they look out for their neighborhood. The Ballas flood their own territories with drugs.
* {{Foil}}: To Tommy Vercetti, the previous protagonist in the series. While Tommy is a ruthless {{Sociopath}} who starts the game as a feared and respect mobster and builds a criminal empire on the cocaine trade, CJ is an AffablyEvil NobleDemon who [[DudeWheresMyRespect regularly gets dissed]] by everyone he knows (including friends and family) and is [[EvenEvilHasStandards violently opposed to drug trafficking]].
* FreudianExcuse: Several tragedies that happened in his life, including the murder of his mother and Brian, motivates him to kill Ballas or any rival gangster. On a lighter side, he sometimes mocks pedestrians by claiming this ("Don't blame me, blame society").
* FromNobodyToNightmare: Starts the game as a dirt-poor returnee from Liberty City thrown into the violence-wracked, crack-plagued streets of Los Santos. Play him right and by the end of the game not only is he a member of one of the most powerful black gangs in San Andreas as well as the manager of Madd Dogg, but he can also own a statewide criminal empire.
* FoolishSiblingResponsibleSibling: The responsible to Sweet's foolish.
* GangstaStyle: For any one-handed weapon other than the Desert Eagle, combined with...
* GunsAkimbo: When he reaches maximum skill.
* JerkWithAHeartOfGold
* JustifiedCriminal: He and Sweet once robbed people at gunpoint to pay for their mother's lifesaving operation and to send Kendl to college. He also does many dangerous, morally questionable activities to rescue his native Ganton from internal and external destruction.
* KnightTemplarBigBrother: ''Very'' protective of his sister Kendl. When he hears that some nearby construction workers have been harassing her, he wastes no time heading to the construction site, killing several of the workers (should you choose to, anyway), and ultimately [[DisproportionateRetribution burying the foreman alive in a port-a-potty]].
* ItsUpToYou: While this game actually does offer significant NPC aid at times, there's still a fair portion where CJ is left to do most of the work. When he isn't being forced to by those above him, the justification usually boils down to the incompetence or inability of his comrades.
* TheLancer: Starts out as one to Sweet.
* MyGreatestFailure: Carl is seemingly ''never'' going to live down Brian's death, though we don't know for sure that he caused that. (His family blames him for it, that's all that matters.)
* TheNicknamer: Wu Zi Mu invites Carl to call him "Woozie." Carl, perhaps inspired by this, later shortens Ran Fa Li to "Mister Farley", though Carl does pronounce it properly on occasion.
* NobleDemon
* OnlyKnownByInitials: He is called CJ most of time.
* TattooedCrook: [[VirtualPaperDoll If you like.]]
* [[TrashTalk Trash Talker]]: Takes up [[VideoGame/GrandTheftAutoViceCity Tommy Vercetti's]] wisecracks to another level. He especially goes bananas when hit by another driver.
* UniversalDriversLicense: CJ may have to take a ForcedTutorial before he can enter airports and jack planes (unless he elaborately hops the fence), but he still manages to figure out the jetpack pretty quickly. On the other hand, the player has to grind skill with most forms of transportation before they can use them with anything resembling competence.
* VillainProtagonist: Though considerably less of a villain than past player characters.
* VirtualPaperDoll: The first highly customizable character in the series, as you can give him different hairstyles and tattoos, make him buff, skinny or fat, and buy him a wide variety of clothes. Wearing anything green will boost his respect amongst his fellow Grove homies.

!!Sean "Sweet" Johnson

->'''Voiced by:''' Faizon Love

Carl and Kendl's older brother and leader of the Grove Street Families. Still has some resentment with Carl over Brian's death, but is nevertheless willing to work with him to help restore the Families to prominence.
----
* AntiHero[=/=]AntiVillain: The same as CJ.
* [[spoiler: DespairEventHorizon: When he gets back to Los Santos near the end of the game and sees how his old hood has degenerated due to Tenpenny's letting Smoke run his drugs trade, he almost tokes on the crack pipe B-Dup's skeletal, disgusting whore offers him, wanting to see what's so special about the thing that has so much power it's destroyed his life, his worldview and beloved hood. CJ saves him from what would doubtless be a tragic FaceHeelTurn or even DrivenToSuicide.]]
* DistressedDude: His situation is pretty grave as the neighborhood is under assault by rival gangs and an influx of crack cocaine. [[spoiler: He later gets sent to prison where Tenpenny says he'll be raped and killed unless Carl does what he says.]]
* FoolishSiblingResponsibleSibling: The Foolish to CJ and Kendl's responsible.
* HonorBeforeReason: His reaction to discovering CJ is either a millionaire or very close to it is disgust at 'losing his roots.'
* JerkWithAHeartOfGold: Although he gives CJ a lot of shit over the course of the game, it's clear he loves the hell out of his brother. And there are a couple of scenes where he apologizes to CJ for being an ass to him.
* KnightTemplarBigBrother
* TheLeader
* MoralMyopia: Believes 'representing the Hood' is more important than actually building a better life for him and his family.
** JerkassHasAPoint: Then again if someone doesn't keep drugs out of the neighborhood. Who will?
* NeighborhoodFriendlyGangsters: Thinks of the Grove Street Families as this. He may or may not be wrong.
* UngratefulBastard: How he reacts when CJ [[spoiler: gets him out of prison]] and explains they're never going to have to work again.

!!Melvin "Big Smoke" Harris

->'''Voiced by:''' Clifton Powell

A leading member of the Families and old friend of Sweet, who helps Carl readjust to his old life as a GSF gangbanger. [[spoiler:Unfortunately by the time Carl returned he has already aligned himself with the Ballas in order to get rich off the bustling crack cocaine industry.]]
----
* AffablyEvil
* [[spoiler:AmbitionIsEvil: The main root of his FaceHeelTurn? He got addicted to both the money and power he earned.]]
* BadassBeard[=/=]BeardOfEvil
* BigEater: How much? He eats everyone's food during a ''car chase shootout!''
* BigFun: After CJ returns home, Smoke is definitely the GSF member who's the nicest and most enjoyable to be around, what with Sweet and Ryder being [[JerkAss Jerk Asses]]. [[spoiler: Then this is turned on its head when you find out that Smoke is in cahoots with Tenpenny and the Ballas.]]
* DirtyCoward: In the mission "Reuniting the Familes", both Smoke and Ryder drive off when the cops show up, leaving CJ and Sweet to fend for themselves. They do pull a BigDamnHeroes later in the mission, [[spoiler:but this is still a major clue that they're not quite as loyal as you think]]. By the end of the game, [[spoiler:Smoke is holed up in his crack house, his location a carefully guarded secret, and [[TwentyFourHourArmor wears body armor at all times]]. Ironically, he faces you head-on and is the toughest enemy in the game.]]
* [[spoiler:FaceHeelTurn: Way before Carl even comes home to Los Santos.]]
* FatBastard: Result of being a BigEater.
* {{Foreshadowing}}: He moves out of Grove Street to buy a house in Idlewood (Ballas turf, no less) with some money he claims came from his aunt. [[spoiler:It's most likely drug money, and the move showcases his lack of loyalty.]]
** There's also the car chase shootout. Granted it's played for comedy but he doesn't lift a finger to help the others as they're fighting a rival gang.
* [[spoiler:PlotlineDeath: At the hands of Carl at the first half of the final mission, ''End of the Line''.]]
* NiceHat: His trademark bowler hat.
* SignificantMonogram: '''B'''ull'''s'''hit.
* [[spoiler:UnwittingPawn: He ''thinks'' he's in charge of Los Santos, but like everyone else, he's really just a pawn of Tenpenny.]]
* VillainousGlutton: His order in the takeout is larger than everyone else's combined, and he still steals their food.

!!Lance "Ryder" Wilson

->'''Voiced by:''' MC Eiht

Another senior member of the Families, who also helps Sweet restore the GSF's prestige by pulling audacious weapons theft missions. [[spoiler:Like Big Smoke, however, he has also aligned with the Ballas in order to profit from crack.]]
----
* CatchPhrase: "G'yeah" and "Busta".
* CoolShades
* DeadpanSnarker
* DirtyCoward: If you fail the mission "Home Invasion" by waking up Col. Fuhrberger, the cinematic shows CJ escaping the house... only to find that Ryder (who was waiting outside in their getaway van) drove off without him. Both Ryder and Big Smoke pull this in the mission "Reuniting the Families" when the cops show up. [[spoiler:This hints to their eventual betrayal.]]
* TheDragon: To [[spoiler:Big Smoke]].
* EstablishingCharacterMoment: His first line in the game to CJ is "Keep up, muthafucka!" [[JerkAss Right after CJ's mother had recently died.]] Also, his [[EpicFail attempt at robbing the Well-Stacked Pizza parlor in Ganton]] in the following mission shows that he's [[KnowNothingKnowItAll not quite as smart and competent as he claims he is.]]
* {{Expy}}: Appearance wise, he's a dead ringer for classic gangsta rapper [[Music/{{NWA}} Eric "Eazy-E" Wright]].
* [[spoiler:FaceHeelTurn]]
* FlippingTheBird: Although we don't actually see it due to none of the character models having separated fingers, his pose as he's [[spoiler: preparing to jump off of Pier 69 and escape from CJ]] certainly suggests that this was the intention.
* {{Jerkass}}: He is one of the more troublesome members of the Grove Street Families, often high, always sarcastic and excessively rude to everyone, especially CJ. [[spoiler:And you eventually find out he turned on Grove Street before the game even began.]]
* [[spoiler:KilledOffForReal: In a speedboat chase with Carl on the high seas of San Andreas. That is, if CJ doesn't just shoot him from the pier while he's swimming for the boat.]]
* KnowNothingKnowItAll: He claims to be a "genius", but he's probably the stupidest person in the whole game. The fact that he's almost constantly stoned off his ass probably doesn't help.
* NiceHat
* TheStoner
* SmallNameBigEgo: And HOW!
* SunglassesAtNight: We never see him without them.
* WithCatlikeTread: In the mission "Home Invasion", after arriving with CJ at their target's house, CJ suggests a stealthy approach. Ryder agrees... only to immediately yell out "COME OUT, YOU OLD BASTARD!"

!!Kendl Johnson

->'''Voiced by:''' Yolanda "Yo-Yo" Whitaker

Sweet and CJ's younger sister, whose romance with Aztecas leader Cesar, while causing some friction with Sweet, allowed CJ to earn a trustworthy ally.
----

* BareYourMidriff
* BlackGalOnWhiteGuyDrama: Hispanic regarding the latter, but she has this relationship with Cesar.
* TheChick
* FoolishSiblingResponsibleSibling: Along with CJ, the Responsible to Sweet's Foolish.
* [[OnlySaneMan Only Sane Woman]]: She's a lot more morally upright than her siblings, though has no scruples in helping steal cars.
* [[TheSmartGuy The Smart Lady]]: Once Carl moved to San Fierro, she manages his and Cesar's chop shop.
* StarCrossedLovers: Her and Cesar. Thankfully, Carl is considerably more tolerant than Sweet.
* {{Stripperific}}: To the point that Sweet [[LampshadeHanging tells her she looks like a hooker.]]
** It also results in a lot of construction workers getting killed.
[[/folder]]

[[folder:Varrio Los Aztecas]]
!!Cesar Vialpando

->'''Voiced by:''' Clifton Collins, Jr.

Leader of the Varrio Los Aztecas, a Mexican gang holding court in west Los Santos, as well as boyfriend of Kendl, for which Sweet expresses some disapproval.
----
* AffablyEvil
* BashBrothers: With CJ.
* EstablishingCharacterMoment: Cesar's first appearance shows him to be a trustworthy individual, who acts friendly to CJ despite the latter's issues with him dating Kendl. He also defuses a confrontation between CJ and other Los Aztecas before things get violent.
* GreaseMonkey
* TheLancer: To CJ during the San Fierro missions.
* NeighborhoodFriendlyGangsters: The Los Aztecas seem to be a fairly decent bunch, refusing to deal crack cocaine and mostly interested in cars over guns.
* NobleDemon
* StarCrossedLovers: His relationship with Kendel had shades of this.
* TattooedCrook
* WhyDidItHaveToBeSnakes: He's afraid of heights.
[[/folder]]

[[folder:Mountain Cloud Boys]]
!!Wu Zi "Woozie" Mu

->'''Voiced by:''' James Yaegashi

The blind leader of the Mountain Cloud Boys, a Triad sect based in Chinatown, San Fierro, as well as the owner of the Four Dragons Casino in downtown Las Venturas.
----
* AffablyEvil: Pretty nice guy to his subordinates and gladly helps anybody that's aided him in turn.
* BenevolentBoss
* BerserkButton: Harming his men results in VERY colorful insults and a faceful of lead for the Vietnamese gangsters.
** Mocking his blindness results in him sending CJ turn the Sindacco plastic factory who made counterfeit poker chips [[EvilIsPetty with a white cane and sunglasses over the logo of his casino]] to a smoldering ruin.
* DeadpanSnarker: Has moments of this like when Carl asks if he knows he's black. "I'm blind, Carl, not stupid."
* HandicappedBadass: Yes, he's blind. That doesn't stop him from handling a gun and ''driving a car in a street race'' to good effect. Though he walks into walls if unassisted on the street. His men attribute this to being BornLucky. Or his men rig his luck for him, as you can see when playing cards [[note]]He states that, oddly, he always loses when playing with Carl[[/note]] or minigolf [[note]]One of his men moves the hole away from Carl's ball when it's his turn[[/note]] with him in Las Venturas.
* HidingTheHandicap: He won't reveal his blindness to CJ until CJ has done several missions on his behalf and earned his respect.
* TheLeader: Of the San Fierro Triads.
* NeighborhoodFriendlyGangsters: Refuses to deal dope and seems to be somewhat less violent than other crime bosses, at least until the enemy strikes first.
* NiceGuy: Easily one of the most friendly and pleasant people that Carl meets in the game, to the point that the two guys become good friends by the end of it. That said, [[BewareTheNiceOnes he can be pretty damn ruthless to his enemies.]]
* NobleDemon: On any other day, when not fighting rival gangs, he's quite an affable guy.
* OddFriendship: He's a blind Chinese race-car driver, Carl is a black gangbanger. Quite a few people comment on the curiosity of it.
* SpoiledSweet: There's indications he's been treated this way his entire life, up to and including the Triads indulging his street-racing habit. Despite this, he's remarkably nice.
* SunglassesAtNight
[[/folder]]

[[folder:Community Resources Against Street Hoodlums (C.R.A.S.H.)]]
!!Frank Tenpenny

->'''Voiced by:''' Creator/SamuelLJackson

The main antagonist of ''San Andreas'', Tenpenny is a officer from Los Santos Police Department's C.R.A.S.H. He is bent on destroying all of the gangs in the state by playing them out against each other. He approaches his job with a willingness to commit murder, blackmail people both inside and outside the law and turn the blind eye on certain crimes if it results in a good looking crime percentage rating afterwards.
----
* AlmightyJanitor: Officially, he's a beat cop, the lowest rank in the LSPD. Unofficially, he's the gangland kingpin of Southern San Andreas.
* [[spoiler:AssholeVictim: The LSPD couldn't care any more about him after he crashed his fire engine.]]
* BadassMustache
* BaldBlackLeaderGuy
* BaldOfEvil
* BigBad
* ChronicBackstabbingDisorder
* TheCorrupter: Attempted with Hernandez, [[spoiler:though he ultimately rats out the squad]]. Tenpenny also makes references to "a couple recruits" whom he's grooming to replace him. [[spoiler:Fortunately, C.R.A.S.H. is disbanded and he dies before that can happen.]]
* DeadpanSnarker
* DirtyCop
* EvilLaugh: The opening cutscene has two types: A sadistic, menacing chuckle, and a pretty maniacal laughter as he has Carl thrown out of the cruiser.
* FauxAffablyEvil
* KnightOfCerebus: Unlike everyone else in the game, NOTHING about him is really played for laughs. He does have a few moments that could be considered amusing, but they also further drive home just what an asshole he is.
* ItsAllAboutMe: In ''The Introduction'', he scolds Pulaski for calling him "friend", during ''High Noon'' [[spoiler:Carl tries to warn Pulaski that Tenpenny may turn on him once he has outlived his usefulness]], and at the final mission, [[spoiler:as he lay dying, he rants about how he deserves to run the city]].
* {{Jerkass}}: Almost all the time, forcing CJ to go on very risky missions, or even beat him.
* [[spoiler:KarmicDeath: His fellow cops abandon him in his hour of need -- mortally wounded right in the middle of the Grove Street cul-de-sac, with the people he abused through the years standing over him. What's more his death was caused by his own hands. Neither Carl or Sweet have to do anything.]]
* HumiliationConga: [[spoiler: Posthumously. Wasn't bad enough he dies in an undignified way in front of his enemies. A radio later reports of bums stripping his body of his clothes and leaving him in the gutter.]]
* LackOfEmpathy[=/=]TheSociopath: Never shows remorse or concern for others.
* ManipulativeBastard
* MobileMenace: Tenpenny and Pulaski can zoom around San Andreas as well as Carl can; they even take an extended vacation in Las Venturas specifically to order around Carl.
* NoCelebritiesWereHarmed: Based on the real-life crooked cop, Rafael Pérez, who was also the inspiration for Denzel Washington's character in ''TrainingDay'' and Victor Mackey in ''TheShield.''
* SmugSnake
* TheUnfought: Oddly enough, CJ never comes to blows with Tenpenny. Even in the finale, all that happens is a chase across the city [[spoiler: in which he crashes the fire engine over the Grove Street neighborhood and dies from his own injuries.]]
* VillainWithGoodPublicity
* VillainousBreakdown: Once the FBI takes interest in his activities, the once snarky, condescending Tenpenny becomes irritable and paranoid, more so when [[spoiler:he learns that Hernandez has ratted him and Pulaski out]].
* WellIntentionedExtremist: Casts himself as one.

!!Eddie Pulaski

->'''Voiced by:''' Chris Penn

Tenpenny's loyal subordinate and enforcer, as well as a racist prick.
----
* AnnoyingLaugh: His sadistic, grating cackle.
* [[spoiler:AssholeVictim]]
* BlindObedience: To Tenpenny, [[spoiler:to the point that he refuses to believe CJ's premonition that Tenpenny can turn on him anytime soon]].
* [[spoiler:DefiantToTheEnd: Still taunts Carl about how he wanted to rape Kendl before the latter literally stomps his face.]]
* DirtyCop
* TheDragon
* EstablishingCharacterMoment: His racism and general unpleasantness are set up in the opening scene, where he tells CJ's cab driver to "Get outta here, you greaseball bastard!", before muttering "Stupid Mexican" to himself. He then realizes that he said that in front of his Hispanic partner Jimmy Hernandez, and offers a very half-hearted "Oh, hey... sorry."
* FatBastard: While not as fat as Big Smoke, he's still pretty chubby.
* HandCannon: [[spoiler: After you disable his car in "High Noon", he attacks you with a desert eagle, and can end you quick if you try to take him on toe-to-toe. Stay in your car and either strafe him with gunfire or simply run him down.]]
* {{Jerkass}}: He's often even more snide and obnoxious than Tenpenny is.
* [[spoiler:PlotlineDeath: During "High Noon".]]
* KnightTemplar
* [[spoiler: NoKillLikeOverkill: After you kill him, you can continue to shoot/stomp/run over his body until it disappears.]]
* PoliticallyIncorrectVillain: He's very racist. Which makes the fact that he's working for a black man pretty ironic.
* SatelliteCharacter: Almost never appears on his own, and doesn't display much of his characterization till "High Noon." Outside of that, he mostly acts as Tenpenny's YesMan.
* SmugSnake
* WouldYouLikeToHearHowTheyDied: Taunts Carl about his mother's death.
* [[spoiler:YouHaveOutlivedYourUsefulness: Carl tries to warn him that Tenpenny may soon turn on him once he has done messing around with the gangs of Los Santos.]]

!!Jimmy Hernandez

->'''Voiced by:''' Armando Riesco

A new member of C.R.A.S.H. and a Mexican immigrant, who Tenpenny and Pulaski love pushing around like a slave.
----
* AntiVillain: Probably the least malevolent of the trio. The only adverse action he has taken against Carl is to call him early in the game, [[BrokenBridge warning him not to leave Los Santos]], and even then Carl dismissed him as Tenpenny's "bitch".
* ButtMonkey[=/=]TheChewToy: At least InUniverse.
* ByTheBookCop: At least he tries. Unfortunately [[CorruptTheCutie when he is surrounded by the likes of]] [[DirtyCop Tenpenny and Pulaski]]...
* CorruptTheCutie: Used to be a WideEyedIdealist with a strong sense of morality, until Tenpenny forced him to kill Pendlebury.
* [[spoiler:TheDogBitesBack: Ratted out Tenpenny and Pulaski to Internal Affairs once he decided he has had enough of their abuse.]]
* TheDragon: to Tenpenny... at least morally, until [[spoiler:TheDogBitesBack]] above.
* [[spoiler:HeroicSacrifice: Dies [[TakingTheBullet saving Carl from a killing shot]] by Pulaski during ''High Noon''.]]
* [[spoiler:RedemptionEqualsDeath: His last act is one of defiance against the people who turned him into a killer and forced him into their service.]]
* NewMeat
* TrappedInVillainy
* WideEyedIdealist: In ''The Introduction'', he tries to reason with Tenpenny.
[[/folder]]

[[folder:Loco Syndicate]]
!!Mike Toreno

->'''Voiced by:''' James Woods

Leader of the Loco Syndicate, a drug-running enterprise in San Fierro. [[spoiler:Except he's actually a government agent knee-deep into matters nobody is meant to know. After he was apparently killed in a helicopter crash after Carl destroys the Syndicate from within.]] He reappears to give Carl some of the most outrageous missions in the game, in exchange for [[spoiler:Sweet's freedom]].
----
* AntiVillain: Toreno is a ruthless [[spoiler:government agent]] willing to sell drugs and weapons to very nasty people. However, he eventually takes a liking to Carl and keeps his promise to get [[spoiler:Sweet an early release from jail.]]
* BadassInDistress: In his introductory mission, he gets kidnapped by the Da Nang Boys and CJ has to rescue him.
* {{Cloudcuckoolander}}: Not as much as The Truth, but still...
* TheComicallySerious
* ConspiracyTheorist: Ridicules the claims that Hitler committed suicide and that the USA nuked Japan. [[spoiler:What makes it really creepy is that he's a government agent who has access to data that's off-limits to civilians, which could mean that those things really didn't happen (in the game history, that is).]]
-->'''Mike Toreno:''' "If it helps people sleep better at night, I guess".
* DeadpanSnarker: His banter with CJ is among the funniest of the game.
* EvilGenius: Not exactly "evil", as despite being more evil than CJ, he's not truly evil or corrupt, unlike Tempenny, Pulaski and [[spoiler:Big Smoke]]. Even then, he is manipulative, and can be really intimidating when he wants. Also, by his own words, he "sometimes lets the good guys die", if it means that his work will be done.
* {{Jerkass}}: Made CJ invade a military ship and steal a Hydra so that CJ could destroy some spy boats. After destroying the boats, and some Hydras that gave chase to him, CJ asks Toreno what he wants him to do with the Hydra. Toreno merely says that CJ did all that by himself, and that it's his problem. CJ is not in the least amused.
** JerkassWithAHeartOfGold: Far from gold, but after making Carl learn to fly (which, to many players, is really difficult), he genuinely congratulates CJ at the end of the "N.O.E." mission. And he keeps to his word.
* KickTheDog: There are some, unsurprisingly (see {{Jerkass}} above). One example from this dialogue:
--> '''CJ''': "Moms always told me not to talk to strangers."
--> '''Toreno''' (through phone and still unreveal his identity): "And look what happened to the bitch."
* LaughablyEvil
* TheLeader
* [[spoiler:TheMenInBlack]]
* NoOneCouldHaveSurvivedThat: When CJ shoots his helicopter out of the sky, the caption says that "there's no way Toreno could have survived that fireball." [[spoiler:Of course, he did survive, and pops up again two missions later.]]
* NobleDemon: His ways of maintaining the balance to evil in the world may be quite creepy, but his intentions are good.
* SinkOrSwimMentor: He teaches CJ to fly by essentially handing him a plane and ordering him to work it out for himself.
* StealthHiBye: Does this so often that CJ compares him to the devil.
* TheSpook: CJ doesn't even learn his name until he's been working for the Loco Syndicate for several missions. And everything else he knows about Toreno, Toreno told him himself.
* VoiceWithAnInternetConnection: He loves to talk to CJ by phone or radio, more than any other boss in the game.
* WellIntentionedExtremist: He argues what he does is justified in the grand scheme of things, killing "scumbags" inside and outside America in equal measure.

!!Jizzy B.
->'''Voiced by:''' Charlie Murphy
A higher-up of the Loco Syndicate and owner of the Pleasure Domes, a strip club underneath the Gant Bridge at Battery Point, on the northernmost end of San Fierro, which also doubles both as the Syndicate's headquarters and center of Jizzy's prostitution ring.
----
* DirtyCoward
* TheDragon: To Mike.
* EarlyBirdCameo: Calls in the second ''Lonely Hearts'' segment of [[GTARadio West Coast Talk Radio]], advertising the Pleasure Domes to prospective hookers, much to host Christy [=MacIntyre's=] disgust.
-->'''Christy:''' "Good grief! That's not the way ''Lonely Hearts'' works at all!"
* HeManWomanHater: He's pretty misogynist, as shown in his last appearance.
* [[spoiler:KilledOffForReal: During ''Ice Cold Killa''.]]
* LackOfEmpathy
* SmallNameBigEgo

!!T-Bone Mendez

->'''Voiced by:''' Arturo "Kid Frost" Molina, Jr.
The third member of the Loco Syndicate and leader of the San Fierro Rifa, a Hispanic gang abundant in the southern half of San Fierro. Brutish and distrustful, he strikes an uneasy pairing with Carl across several missions.
----
* AxCrazy: He is brutally sadistic and impulsive when gets really angry. In "The Introduction" video, he gives a brutal beating of another gang member, possibly to the point of killing him. He also threatened to rape and kill CJ's family.
* {{Badass}}
** BadassMustache
* BloodKnight: He literally enjoys killing.
* TheBrute
* [[spoiler:DeadStarWalking]]: His voice actor is a rapper, one of whose songs, "La Raza", appears in Radio Los Santos.
* HairTriggerTemper
* {{Jerkass}}
* [[spoiler:KilledOffForReal: At the first half of ''Pier 69''.]]
* TheLeader: Of the Rifa.
* ProperlyParanoid: Always thinks Carl may have his own agenda for aligning himself with the Syndicate.
* TheSociopath

[[/folder]]

[[folder:Supporting Characters]]
!!Jeffrey "OG Loc" Cross.

->'''Voiced by:''' Jonathan "Jas" Anderson

An amateur rapper and an associate of the Families. After being released from prison, he gets a parole job as "hygiene technician" (read: janitor) at the Burger Shot branch in Marina, western Los Santos. From there he recruits Carl to help kickstart his rap career -- by ruining the life of well-established rapper Madd Dogg.
----

* BurgerFool: His parole officer lined him up with a job at a Burger Shot, much to his dismay.
* DreadfulMusician: He is a ''terrible'' rapper.
* HarmlessVillain: At first, he appears to just be a laughable wannabe gangsta rapper. Sure, he's a criminal, but he seems fairly benign...
** NotSoHarmlessVillain: ...Then he sends CJ to commit several atrocities: kidnapping and killing Madd Dogg's manager and his girlfriend, and later breaking into his mansion and killing all the security to steal his rhyme book. It gets worse when he becomes famous, [[spoiler:causing Madd Dogg to almost commit suicide]].
* [[spoiler:KarmaHoudini: He gets off pretty light, becoming a one-hit wonder versus everyone else getting killed or murdered.]]
* NoCelebritiesWereHarmed: Has many elements of Music/VanillaIce in his backstory. No, seriously.
* PrettyFlyForAWhiteGuy: He's absolutely ''pathetic'' as a gangsta rapper. The only reason he got any sort of career at all is because he had CJ steal Madd Dogg's rhyme book.
* PrisonRape: What's implied to have happened to him, though he denies it vehemently.
* [[spoiler:ScareEmStraight: Intimidated by Carl and Madd Dogg into leaving Los Santos and abandoning his career.]]
* SmallNameBigEgo
* SpellMyNameWithAnS: Nobody seems to get his name right.
-->''(To Lazlow)'': "Oglock"?! That's OG Loc! O-G-Loc! Ya hear me, playa?
* TattooedCrook
* TooDumbToLive: Gets himself sent to prison via unpaid parking tickets to try and achieve some street cred.
* [[spoiler: UngratefulBastard: Starts working with Big Smoke with no thought to what happened to Carl and Sweet.]]
* WalkingShirtlessScene: The only times we see him with a shirt are when he's working at Burger Shot. Otherwise, he goes shirtless to show off his many tattoos.

!!Catalina

->'''Voiced by:''' Cynthia Farrel

Cesar's cousin and eventual BigBad of ''VideoGame/GrandTheftAutoIII''. A notorious robber with a dislike for men (save her boyfriends), she meets Carl in Dillimore and began a brief but intense criminal partnership.
----
* AndYourLittleDogToo: "Leave the panic button or I'll kill your children, too!"
* AxCrazy
* BareYourMidriff
* {{Flanderization}}: [[InvertedTrope Inverted]] -- Catalina is far too excitable for comfort. Then again, considering ''San Andreas'' is set nine years before ''III'', she has yet to develop other personality traits.
* FreudianExcuse: During one mission, she'll blurt out that she was fed only stale bread by her step-father during a rant. CJ is weirded out by the sudden MoodWhiplash and she changes the subject.
* FreudianThreat: She threatens to castrate CJ and force him to eat them.
* HairTriggerTemper
* HotBlooded
* {{Jerkass}}: And HOW!
* LaughablyEvil
* SpicyLatina
* {{Yandere}}: With CJ.

!!The Truth

->'''Voiced by:''' Peter Fonda

An aging hippie running a marijuana farm in Leafy Hollow, on the outskirts of San Fierro. He meets Carl after Tenpenny bought large amounts of weed and had Carl pay for it, and remained a trusted, if quirky, ally long after the old man was forced to have Carl burn down his farm when Tenpenny snitched him.
----
* ChekhovsGunman: One of his major roles in the story is to help turn the derelict Xoomer gas station Carl "won" from Catalina into a chop shop by introducing Dwaine and Jethro as mechanics and Zero as electronics expert.
* {{Cloudcuckoolander}}: ''WOW!''
* ConspiracyTheorist
* CoolOldGuy
* EarlyBirdCameo: The player can already hear him on the radio, on all three skits of WCTR's "Area 53" segment, long before Tenpenny introduces Carl to him.
* NewAgeRetroHippie
* TheStoner
* {{Thememobile}}: The "Mothership", a Camper van with a psychedelic paintjob which, claims The Truth, runs on 15-year-old cooking oil.

!!Madd Dogg

->'''Voiced by:''' Tracy "[[Music/IceT Ice T]]" Marrow

One of the most successful rappers of the West Coast rap scene, Madd Dogg was at the summit of his career when OG Loc orders his friend Carl to help kickstart his career -- by ruining Madd Dogg's.
----

* TheAlcoholic: What he becomes after CJ wrecks his life.
* AsHimself: Madd Dogg is voiced by famous rapper and actor Ice T.
* DespairEventHorizon: The death of his first manager, theft of his rhyme book, and the massacre at his mansion certainly did a number on his sanity. [[spoiler:So much so Carl -- the man responsible for his downfall on orders from OG Loc -- had to save him from jumping off a Las Venturas casino rooftop.]]
* EarlyBirdCameo: He can already be heard as early as as the first WCTR News segment, as well as ads for Radio Los Santos. [[spoiler:Also doubles as BookEnds, as he can be heard on the eleventh (and final) segment of WCTR, telling people of his comeback.]]
* [[spoiler:DrivenToSuicide[=/=]InterruptedSuicide: Stopped by Carl, partly as restitution for his hand in ruining his career earlier, but also to spite OG Loc, who has aligned himself with the traitorous Big Smoke.]]
* IOweYouMyLife: [[spoiler:To Carl, who saved him from his suicide.]]
* {{Irony}}: Madd Dogg's relationship with CJ in a nutshell.
* NiceGuy: One of the most perfectly normal and pleasant people in the franchise. [[spoiler: The only vengeance he takes on OG Loc is taking back his rhyme book and royalties from OG Loc's stolen work.]]

!!Salvatore Leone

->'''Voiced by:''' Frank Vincent

Don of the Leone Family, one of the three mafia factions of Liberty City alongside bitter rivals Sindaccos and Forellis, all of which own equal stakes over Caligula's Palace, a casino and hotel in Las Venturas. Not content with the status quo, Salvatore makes moves to increase his share (and perhaps get rid of the Sindaccos and Forellis). To this end he hires Carl, who is acquainted with Caligula's manager Ken Rosenberg, to help him, not knowing Carl is secretly aligned with the Triads from neighboring Four Dragons Casino.
----
* AffablyEvil: When he is in a good mood.
* ColdBloodedTorture: To Paul and Maccer
* DisproportionateRetribution: He threatens to kill Carl and his entire family, because of Carl's huge hand in [[spoiler:robbing his casino]].
* TheDon
* HairTriggerTemper
* {{Jerkass}}
* VillainousBreakdown: It was clear that he's having a mental breakdown [[spoiler:while cursing Carl for his hand at the casino heist]].

!!Zero

->'''Voiced by:''' Creator/DavidCross

An acquaintance of the Truth and owner of an RC toy shop in San Fierro, which is experiencing some money troubles. He signs on as the electronics expert in CJ's nascent crew.
----
* EvilGenius
* GeekPhysiques: Skinny.
* {{Hypocrite}}: He considers himself an ActualPacifist, to the extent that he won't even take up arms against radio-controlled planes. He does not, however, have any moral qualms about encouraging CJ to commit several murders on his behalf.
* LargeHam
* NerdGlasses
* SeriousBusiness: RC vehicles. So serious that he has people killed over it.
* SitcomArchNemesis: Subverted. His relationship with Berkley is exactly like this...except that they use real bombs and real bullets to lash out at each other.
* TooDumbToLive: Tells Berkley about the [[spoiler:Caligula's Palace heist]], which almost blows it for everyone.

* EvenBadMenLoveTheirMamas
* JerkWithAHeartOfGold
* NobleDemon

->'''Voiced by:''' Faizon Love

* KnightTemplarBigBrother
* TheLeader

->'''Voiced by:''' Clifton Powell

A leading member of the Families and old friend of Sweet, who helps Carl readjust to his old life as a GSF gangbanger. [[spoiler:Unfortunately by the time Carl returned he has already aligned himself with the Ballas in order to get rich off the bustling crack cocaine industry.]]
----
* AffablyEvil
* [[spoiler:AmbitionIsEvil: The main root of his FaceHeelTurn? He got addicted to both the money and power he earned.]]
* BadassBeard[=/=]BeardOfEvil
* SignificantMonogram: '''B'''ull'''s'''hit.

->'''Voiced by:''' MC Eiht

Another senior member of the Families, who also helps Sweet restore the GSF's prestige by pulling audacious weapons theft missions. [[spoiler:Like Big Smoke, however, he has also aligned with the Ballas in order to profit from crack.]]
----
* CatchPhrase: "G'yeah" and "Busta".
* CoolShades
* DeadpanSnarker
* TheDragon: To [[spoiler:Big Smoke]].
* [[spoiler:FaceHeelTurn]]
* NiceHat
* TheStoner
* SmallNameBigEgo: And HOW!

->'''Voiced by:''' Yolanda "Yo-Yo" Whitaker

Sweet and CJ's younger sister, whose romance with Aztecas leader Cesar, while causing some friction with Sweet, allowed CJ to earn a trustworthy ally.
----

* BareYourMidriff
* BlackGalOnWhiteGuyDrama: Hispanic regarding the latter, but she has this relationship with Cesar.
* TheChick

->'''Voiced by:''' Clifton Collins, Jr.

Leader of the Varrio Los Aztecas, a Mexican gang holding court in west Los Santos, as well as boyfriend of Kendl, for which Sweet expresses some disapproval.
----
* AffablyEvil
* BashBrothers: With CJ.
* EstablishingCharacterMoment: Cesar's first appearance shows him to be a trustworthy individual, who acts friendly to CJ despite the latter's issues with him dating Kendl. He also defuses a confrontation between CJ and other Los Aztecas before things get violent.
* GreaseMonkey
* TheLancer: To CJ during the San Fierro missions.
* NeighborhoodFriendlyGangsters: The Los Aztecas seem to be a fairly decent bunch, refusing to deal crack cocaine and mostly interested in cars over guns.
* NobleDemon
* StarCrossedLovers: His relationship with Kendel had shades of this.
* TattooedCrook
* WhyDidItHaveToBeSnakes: He's afraid of heights.
[[/folder]]

[[folder:Mountain Cloud Boys]]
!!Wu Zi "Woozie" Mu

->'''Voiced by:''' James Yaegashi

* BenevolentBoss
* SunglassesAtNight

[[folder:Community Resources Against Street Hoodlums (C.R.A.S.H.)]]
!!Frank Tenpenny

->'''Voiced by:''' Creator/SamuelLJackson

* BadassMustache
* BaldBlackLeaderGuy
* BaldOfEvil
* BigBad
* ChronicBackstabbingDisorder
* DeadpanSnarker
* DirtyCop
* EvilLaugh: The opening cutscene has two types: A sadistic, menacing chuckle, and a pretty maniacal laughter as he has Carl thrown out of the cruiser.
* FauxAffablyEvil
* ManipulativeBastard
* SmugSnake
* TheUnfought: Oddly enough, CJ never comes to blows with Tenpenny. Even in the finale, all that happens is a chase across the city [[spoiler: in which he crashes the fire engine over the Grove Street neighborhood and dies from his own injuries.]]
* VillainWithGoodPublicity

->'''Voiced by:''' Chris Penn

Tenpenny's loyal subordinate and enforcer, as well as a racist prick.
----
* AnnoyingLaugh: His sadistic, grating cackle.
* [[spoiler:AssholeVictim]]
* DirtyCop
* TheDragon
* [[spoiler:PlotlineDeath: During "High Noon".]]
* KnightTemplar
* SmugSnake

->'''Voiced by:''' Armando Riesco

* ButtMonkey[=/=]TheChewToy: At least InUniverse.

----
* AntiVillain: Toreno is a ruthless [[spoiler:government agent]] willing to sell drugs and weapons to very nasty people.
* TheComicallySerious
* LaughablyEvil
* TheLeader
* [[spoiler:TheMenInBlack]]

!!Jizzy B.
->'''Voiced by:''' Charlie Murphy
A higher-up of the Loco Syndicate and owner of the Pleasure Domes, a strip club underneath the Gant Bridge at Battery Point, on the northernmost end of San Fierro, which also doubles both as the Syndicate's headquarters and center of Jizzy's prostitution ring.
----
* DirtyCoward
* TheDragon: To Mike.
* LackOfEmpathy
* SmallNameBigEgo

* {{Badass}}
** BadassMustache
* BloodKnight: He literally enjoys killing.
* TheBrute
* [[spoiler:DeadStarWalking]]: His voice actor is a rapper, one of whose songs, "La Raza", appears in Radio Los Santos.
* HairTriggerTemper
* {{Jerkass}}
* [[spoiler:KilledOffForReal: At the first half of ''Pier 69''.]]
* TheLeader: Of the Rifa.
* ProperlyParanoid: Always thinks Carl may have his own agenda for aligning himself with the Syndicate.
* TheSociopath

[[folder:Supporting Characters]]
!!Jeffrey "OG Loc" Cross.

->'''Voiced by:''' Jonathan "Jas" Anderson

* SmallNameBigEgo
* SpellMyNameWithAnS: Nobody seems to get his name right.
-->''(To Lazlow)'': "Oglock"?! That's OG Loc! O-G-Loc! Ya hear me, playa?
* TattooedCrook

!!Catalina

->'''Voiced by:''' Cynthia Farrel

* AxCrazy
* BareYourMidriff
* HairTriggerTemper
* HotBlooded
* {{Jerkass}}: And HOW!
* LaughablyEvil
* SpicyLatina
* {{Yandere}}: With CJ.

!!The Truth

->'''Voiced by:''' Peter Fonda

* {{Cloudcuckoolander}}: ''WOW!''
* ConspiracyTheorist
* CoolOldGuy
* EarlyBirdCameo: The player can already hear him on the radio, on all three skits of WCTR's "Area 53" segment, long before Tenpenny introduces Carl to him.
* NewAgeRetroHippie
* TheStoner
* {{Thememobile}}: The "Mothership", a Camper van with a psychedelic paintjob which, claims The Truth, runs on 15-year-old cooking oil.

!!Madd Dogg

->'''Voiced by:''' Tracy "[[Music/IceT Ice T]]" Marrow

->'''Voiced by:''' Frank Vincent

* TheDon
* HairTriggerTemper
* {{Jerkass}}
* VillainousBreakdown: It was clear that he's having a mental breakdown [[spoiler:while cursing Carl for his hand at the casino heist]].

!!Zero

->'''Voiced by:''' Creator/DavidCross

An acquaintance of the Truth and owner of an RC toy shop in San Fierro, which is experiencing some money troubles. He signs on as the electronics expert in CJ's nascent crew.
----
* EvilGenius
* GeekPhysiques: Skinny.
* {{Hypocrite}}: He considers himself an ActualPacifist, to the extent that he won't even take up arms against radio-controlled planes. He does not, however, have any moral qualms about encouraging CJ to commit several murders on his behalf.
* LargeHam
* NerdGlasses
