* EvenEvilHasStandards: Despite being evil, Gordon is openly disgusted by the things Benning did while fighting in the war, even calling him out for his horrific deeds when fighting under his command, with a very visibly angry look on his face.

The CIA deputy director, FBI section chief and Pentagon information director, respectively. These men were all hired by Dawson for one purpose: the elimination of Golgo 13 by any means necessary. With their combined brains and brawn, not to mention a small army of special forces and elite agents, they hope to finally put an end to the fabled assassin once and for all.

* EvenEvilHasStandards: They were completely against bringing in Gold & Silver and were actually about to walk out on Dawson before he threatened to shut down the United States economy if they didn't comply with his demands. They only relent after he promises to avoid civilian casualties.
* FatBastard: Garvin is particularly pudgy.
* KarmaHoudini: Despite being corrupt and having a direct hand in the plot against Golgo 13 none of them are ever shown receiving any sort of punishment. They just sort of disappear from the movie after Garvin introduces Gold & Silver and aren't seen again after that. There's no indication that Golgo went after them or even knew who they were, either.

A specialist called in to kill Golgo 13. [[spoiler:He meets his end shortly after he and his men fail to finish Golgo 13 off after ambushing him on a job, but not before delivering one last attack that very nearly kills the legendary assassin.]]

A creepy and mysterious assassin who is enlisted by Leonard Dawson to kill Golgo 13. [[spoiler:After a heated and close battle in an elevator he is caught off guard by an attack helicopter and riddled with bullets, finally puting an end to the depraved madman.]]

A pair of extremely deadly hitmen that were part of a government experiment between 40 of the best professional killers in the world and 2000 guerrilla fighters in the jungle. After being arrested for violent crimes and landing on death row the duo are released by Dawson to hunt down Golgo 13. [[spoiler:In the end they prove to be formidable opponents but are ultimately no match for the elite assassin and meet their demise fighting him.]]

* AnArmAndALeg: Gold has a prosthetic gold arm while Silver has a silver leg, presumably to replace the limbs they lost in the jungle.
* BadassInANiceSuit: Both men are formally introduced wearing stylish gold and silver suits.

* FireForgedFriends: It's heavily implied that their struggles together in the jungle turned them into the inseparable pair they are now.
* HandicappedBadass: The gruesome injuries the duo suffered from their time in the jungle do nothing to hinder their combat effectiveness.
* LaughingMad: Gold laughs like a lunatic while trying to kill Golgo, especially once he gets close enough to grab ahold of his bandaged stomach wound with his fake hand. [[spoiler:He only stops after Golgo gives him a skull fracture by smashing the butt of his gun against the back of his head, and even then, he lets out a few giggles as he tries to drag himself after his target]]

* OneManArmy: Both men managed to single-handily overcome and kill '''2000 guerrilla soldiers''' while stranded in the jungle without any weapons or supplies.
* SanitySlippage: Though they ultimately managed to survive the government experiment that killed all the others it's clear from their present state that both their bodies and their minds didn't come out of it unscathed.
* SingleTear: [[spoiler:Silver weeps a single bloody tear after Gold is killed]]
* SoleSurvivor: They were the only two survivors of a group of 40 professional killers who managed to survive on a jungle island against 2000 guerilla. They were also the only ones who lasted longer than a week.

The wealthy and heavily guarded daughter of Dr. Z. After agreeing to a contract put out on her father Golgo 13 uses Cindy to get closer to him and flush him out of hiding. [[spoiler:Though it is quickly revealed that she herself is the infamous Dr. Z and was hoping to lead Golgo 13 off her trail. Unfortunately for her, he sees through the act and soon dispatches her before making his escape from her manor house.]]
